March 19, 1952
Pursuant to due call and notice thereof, a regular
meeting of the Village Council of the Village of Golden
Valley, Minnesota, was duly held at the Village Hall in said
Village on March 19, 1952 at 7:30 o'clock P.M.
The following members were present: Pinch, Putnam,
Stark and Stasel, and the following were absent: Reiss.
Motion by Pinch seconded by Stark carried to approve the
minutes of the March 4 meeting as read.
Commissioner of Registration Putnam reported results of
the presidential primary election held on March 18 as follows:
The Mayor recommended the appointment of Robert G.
Parlin, 1507 Kaltern Lane, as Civil Service Commissioner to
fill out the unexpired term of Lee Schreiner, which term
expires on December 31, 1954• Motion by Pinch seconded by
Putnam carried to confirm the Mayor's appointment of Robert
Parlin as Civil Service Commissioner.
Motion by Putnam seconded by Pinch carried to authorize
the building inspector to issue a building permit for the
Westview School addition, per plans on file.
Motion by Putnam seconded by Stark carried to renew
Workmen's Compensation and Employerts Liability Policy No.
204212 from Hardware Mutual Casualty Company effective one
year from March 17, 1952, at an estimated premium of $454.18.
The Mayor announced that this was the time and place
for a public hearing on the rezoning of property on Wayzata
Boulevard to Commercial District per affidavit of publica-
tion of notice published in the North Hennepin Post dated
March 6. There were no objectors to the rezoning.

Resolution of February 13 by the Hennepin County Board
was read stating that cities and villages were liable for
board of persons committed to the county jail for violating
ordinances. Village attorney stated that the action of the
County Board was proper and that the Village would have to

pay any bills for persons boarded at the county jail.
Letter dated February 25 signed by five residents in
Glenurban Second Addition was read in which request was made
that no waivers be granted to the remaining portion of
Lot 35, Block 62 Glenurban Second Addition, which lot is
presently owned by Joseph Tillman.
Letter dated March 14 from Golden Valley Theatre
Corporation was read in which request was made to rezone the
Golden Valley Theatre and its property from the present
Community Store to Commercial District to allow the use of
the theatre building for the manufacture of hearing aids
and small radios. Motion by Putnam seconded by Stark carried
to set a public hearing on the request at the April 1 meeting,
instructing the administrative assistant to have a legal
notice published in the Village legal paper and requesting
that the Planning Commission hold a special meeting to give
this request its consideration and recommendation prior to
the next Council meeting on April 1.
Motion by Putnam seconded by Stark carried to approve
requests of the Northwestern Bell Telephone Company to
erect poles on Idaho Avenue N. per plan PE#35 on file, and
also requests of the Minneapolis Gas Company per Map #52
and Plans #70, 72 and 90.
Mr. C. Rydmark requested that the Council make a request
of the Hennepin County Highway Department to erect slow signs
at the Methodist Church on Golden Valley Road. Motion by
Putnam seconded by Pinch carried that the administrative
assistant request the County Highway engineer to erect slow
signs at the Methodist Church on Golden Valley Road.
