Pursuant to due call and notice thereof, a regular
meeting of the Village Council of the Village of Golden Valley,
Minnesota, was duly held at the Village Hall in said Village
on May 20, 1952, at 7:30 o'clock P.M.
The following members were present: Pinch, Putnam,
Stark, Stasel, and the following were absent: Reiss.
Motion by Putnam seconded by Pinch carried to approve
the minutes of the May 6 meeting as read.
Motion by Pinch seconded by Putnam carried that the
Justices of the Peace be required to submit monthly reports
of Justice Court fines and that Terzich inform the Justices
of the Council's action.
Motion by Putnam seconded by Pinch carried instructing
Terzich to order Carl Hipp to proceed with the blacktopping
of Hipp's Addition, such work to begin as soon as practicable;
and that no surfacing shall be done until approval has been
received from the village engineer on the condition of the
road base, grades, and drainage; and that if such work is
not started within a reasonable time, action will be taken to
have the work done by contract with payment to be mace out
of the $4000 certified check on deposit.
Motion by Pinch seconded by Putnam carried instructing
Terzich to order Russell Smith to have Golden Oaks First
Addition streets patched and seal coated; that the drainage
system be extended in accordance with the village engineer's
plans and orders; that such work be started as soon as
practicable; that if such work is not started within a
reasonable time action will be taken to have the work done
by contract with payment to be made through action taken
against the personal bond on file.
Motion by Putnam seconded by Pinch carried that the
village attroney order the Glenn Johnson Contracting Company
to complete all work awarded on the 1950 street improvement
program still outstanding; and that the bonding company be
notified of the status of the present work, and that a
reasonable time limit for the completion of this work be
sat, after which time the Council will take action to have
the work completed with payment to be made throught the
surety bond.
Motion by Pinch seconded by Putnam carried to give a
first reading to an ordinance entitled "AN ORDINANCE
REGULATING THE HANDLING, STORING, OFFERING FOR 'SALE OF
GROCERIES, VEGETABLES, FRUITS, MILK AND DAIRY PRODUCTS,
MEATS, MILK, BAKERY PRODUCTS, CONFECTIONERY, ICE CREAM,

SOFT DRINKS, MEALS OR LUNCHES AND ALL PROVISIONS AT RETAIL
AND TO PROVIDE FOR LICENSING PERSONS ENGAGED IN SUCH
BUSINESS." A first reading was given to the ordinance.
The Council then gave consideration to two applica-
tions for drive-in theatres, one application being from
Mr. George E. Hanson for a theatre to be located on the
Road
southeast corner of Wayzata Boulevard and County
#18, and the other application being from Al Svensson,
Lyle Carrisch and J. R. Powers for a theatre to be
located on the Emil Keller farm on the northeast corner of
Wayzata Boulevard and County Road #18. The village attorney

present theatre ordinance be amended to permit the con-
struction and operation of drive-in theatres. The motion
failed for lack of a second.
Council then continued the discussion carried over
from the previous meeting on the 1952 street improvement
program. Petition was read from Mr. and Mrs. Fred J.
Lemieux requesting that the proposed street improvement
in Auditor's Subdivision No. 330 have the plans corrected
to require the road to be placed in the center of the
right of way. Mrs. Crandall stated that she wanted that
portion of the proposed project for Auditor's Subdivision
No. 330 separated in order that Angelo Drive could be
considered a separate petition, and that the drainage
from the low area on the road be directed into the Crandall
pond. Terzich indicated that a Mr. Savage had informed
him several days previously of a meeting held by the 33s0i-
dents along the project in Auditor's Subdivision No.

conditions, which, in turn, were relayed to the village
engineer: (1) Grade of the roads remain as proposed
(2) Center line of the blacktopped road be located within
five feet of the center line of the right of way (3) Drain

Member Putnam introduced and read the following written
resolution and moved its adoption:
RESOLUTION DIRECTING ADVERTISEMENT
FOR BIDS FOR CONSTRUCTION OF
STREET IMPROVEMENTS
BE IT RESOLVED, by the Village Council of the Village
of Golden Valley, Minnesota, as follows:
1. This council shall meet at the time and place
specified in the form of notice included in paragraph 2
hereof for the purpose of considering bids and awarding a
contract for the construction of certain street improvements.
2. The Clerk shall cause to be published once in the
North Hennepin Post, the official newspaper of the Village,
(an once in the Construction Bulletin, published at Minneapolis,
Minnesota.) a notice for bids for the construction of said
improvement, which notice shall be in substantially the follow-
ing form:

NOTICE IS HEREBY GIVEN that the Village Council of

and to consider sealed bids for the construction of street
improvements to be made in said Village, consisting of:
Changing the establishing the grade thereof, opening, widen-
ing, grading, and gravelling, and installing paving of bitu-
minous or other suitable material, and installing such curb

With reference to the improvement indicated by number
14 below, which the Council proposes to undertake on its
own motion, the proposed improvement consists of changing
and establishing the grade as necessary, repairing the sur-
face with bituminous or other suitable material, sealcoating,
and making such changes in surface drainage as may be neces-
sary in and on the street described below.

in accordance with and as more fully described in the plans
and specifications for said improvements on file in the
office of the Village Clerk. Copies of said plans and
specifications may be obtained from E. George Minder, Vil-
lage Engineer, Golden Valley, Minnesota, by depositing $5.00
for each set obtained, such deposit to be refunded to all
bona fide bidders who return the documents in good condition
within 10 days after the date specified for the receipt of
bids. The improvement involves the following approximate
quantities of work and materials:
Excavation 15,000 cubic yards 1,000 lineal feet of
15 inch concrete pipe
Stabilized Base 2,000 cubic yards
Bituminous mat 75,000 square yards 2,000 lineal
feet of 18 inch
Concrete curb and gutter 3,500 lineal feet concrete pipe
Bituminous curb 2,000 lineal feet 20 manholes
All bids must be submitted on the basis of cash payment
for the work. No bids will be considered unless sealed, and
filed with the undersigned Clerk before the time of said
meeting, and accompanied by a cash deposit, bid bond, or
certified check payable to the Village Clerk in the amount of
10% of the amount of the bid, to be forfeited as liquidated
damages in the event that the bid be accepted and the bidder
shall fail to enter promptly into a written contract and to
furnish the required bond. The Village reserves the right
to reject any and all bids.

The motion for the adoption of the foregoing resolution
was duly seconded by Member Pinch and upon vote being taken
thereon the following voted in favor thereof: Pinch, Putnam,
Stark, Stasel and the following voted against the same:
None, whereupon said resolution was declared duly passed and
adopted, signed by the Mayor and his signature attested by
the Clerk.
Brief discussion was held on the possibility of joining X
with the Village of Crystal on the installation of a sewer
main interceptor through Golden Valley parallel with Bas-
settâ–ºs Creek from the Belt Line easterly to the railroad
tracks and Golden Valley Road. Terzich presented data ob-
tained from Pfeifer and Schultz, consulting engineers for
the Village of Crystal. Motion by Putnam seconded by Stark
carried to hold an informal hearing on the question of the
installation of sewers in the Noble Grove, Woodlawn Park,
Delphian Heights and adjacent areas at the June 17 meeting;

and to instruct Terzich to send letters to various people
in these areas notifying them of the time and place of the
hearing.
Petition was read signed by Elizabeth J. Witt and others
requesting the Council to vacate the south ten feet and the
northerly ten feet of Poplar Drive west of Meadow Lane.
Motion by Putnam seconded by Pinch carried to set a hearing
on the vacation of that portion of Poplar Drive as requested
in the petition, such hearing to be held at the June 17
meeting.
Motion by Stark seconded by Putnam carried to approve
renewal and issuance of the following licenses per applica-
tions on file:

Such licenses to be granted for one year only and to be
subject to any requirements that may be imposed by the
adoption of a proposed food ordinance.
Motion by Putnam seconded by Stark carried to give
a second reading to "AN ORDINANCE REGULATING TRAFFIC,
PROHIBITING STOPPING OR PARKING IN SPECIFIC PLACES, AND
ESTABLISHING 'NO PARKING' ZONES IN THE VILLAGE OF GOLDEN
VALLEY AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF."
A second reading was given to the ordinance with several
minor amendments. Motion by Putnam seconded by Stark car-
ried to approve the second reading of the ordinance as
amended and to order its publication..
Letter dated May 5 from Jack W. Wicks, 217 Natchez ,
Avenue S., pertaining to the placement of curbing in front
of his residence and the responsible paying party for the
curbing. The village engineer reported that at the time
the job was to be done Mr. Wicks, Mr. Tessum and he dis-
cussed the matter fully right at the site and that
Mr. Wicks had agreed to pay the full amount of the cost
of placing the curb and gutter directly to Mr. Tessum,
curbing contractor.
Letter dated May 13 was read requesting transfer of
licenses at The Point from the present owners to Mrs.
011ie Hork and James Chacos. The matter was referred to
the chairman of the license committee for investigation
and report at its next meeting.
Motion by Pinch seconded by Stark carried to approve
the prognosed addition to the theatre building and to
authorize the building inspector to issue a permit in accor-
dance with the plans and specifications on file.

Discussion centered on the condition of that portion
of Colonial Drive adjacent to the lake. Two possible solu-
tions suggested were to raise the road bed approximately
two feet above water level or to provide for a the system
which would maintain a maximum high water level. The
village engineer was instructed to check with the Highway
Department on the possibility of any existing tile under
Colonial Drive or along the Belt Line, and also to inquire
on the responsibility of the Highway Department in effect-
ing a solution to the problem due to the fact that much
of the surrounding highway property drains into the lake
area.
Messrs. Thompson and Scheid presented further data on
the Scheid plat south of Golden Valley Road. After con-
siderable discussion on the various aspects of the matter,
motion by Putnam seconded by Pinch carried to grant pre-
liminary approval to the proposed plat subject to the pre-
sentation of a deed dedicating a full 60 ft. right-of-way
from Golden Valley Road to Winsdale Street, which will
also include the full 260 ft. distance immediately north
of Winsdale Street; and that Mr. Scheid be responsible for
filling in the pot hole on that portion of the road imme-
diately north of Winsdale Street and that the proposed
straightening of the road be approved as -proposed forthat
portion of-Spring:'Valley Road approximately 375 ft. north
of Winsdale Street; and that the construction of the roads
be subject to the approval of the village engineer as to
grades, gravelling and provision of proper drainage.
Fire truck specifications as proposed by the fire
department were discussed. The Council ordered that the
specifications be returned to the fire department for re-
visions which would allow greater variation in the type of
equipment that could be presented in bids to be called for
at a later date.
Motion by Pinch seconded by Putnam carried instructing
the building inspector to deny granting of any permits for
dwellings unless the property for which such permit is
being requested abuts on properly dedicated and accepted
village streets.
Motion by Putnam seconded by Reiss carried to approve
the following auction license per application on file:

A verified account form presented by the Rural Henne-
pin County Nursing Committee in the amount of $2,053.87
was discussed. Previous actions taken by the Council in-
dicated that the village would participate for the last
seven months of 1952 only and Terzich was instructed to
write to the Rural Nursing Committee requesting clarification
of the verified account and presentation of a new bill in
accordance with action originally taken by the Council.
