07-18-52 City Council Minutes136 Jul- 18, 1952 Council meeting continued from July 8, 1952, was called to order at 7:30 P.M. at the Village Hall with the follow- ing members present: Pinch, Putnam, Reiss, and Stark. Absent: Stasel. Seal coating of Sunset Ridge, an approximate distance of 3000 feet, estimated cost $1200.00, Village of Golden Valley to pay one-third of the cost out of P.I.R. Moved by Putnam, seconded by Reiss carried that a public hear- ing be held on August 19, 1952. The Clerk presented preliminary plans for a street improvement within the Village, prepared by the engineer for the Village, and said engineer's estimate of the cost of said improvement, which were examined by the Council, approved and ordered filed. Member Reiss introduced and read the following written res- olution and moved its adoption. RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED STREET IMPROVEMENT BE IT RESOLVED, by the Village Council of the Village of Golden Valley, Minnesota, as follows: 1. In conformity with the provisions of Clapter 11,ssto Session Laws of Minnesota, 1949, construct a street improvement within theVillage, as stated in the form included in paragraph 3 hereof. 2. This council shall meet at the time and place spec- ified in the form of notice included in paragraph 3 hereof for the purpose of holding a public hearing on the street improvment as therein described. 3. The Clerk is authorized and directed to cause notice of the time, place, and purpose of said meeting to be published for two successive weeks in the North Hennepin Post, being the official newspaper of the Village, the first of such publications to be at least 14 days, and the second at least 7 days, before the date of such meeting and public hearing. Si_ich notice shall be substantially the following form: NOTICE OF PUBLIC HEARING ON PROPOSED STREET IMPROVEMENT NOTICE IS HEREBY GIVEN that the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, will meet on the 19th day of August, 1952, at 7:30 P.M. at the Village Hall in said Village at which time and place a public hearing will be held on a proposed improvement to consist of repairing the surface and sealcoating the same with bituminous or other suitable material on a street described below in accordance with preliminary plans and estimates now on file in the office of the Village Clerk. Description of Street 1. The entire length of Sunset Ridge. All property within the Vill,ge which is benefited by the improvement is proposed to be assessed for such improvement as follows: All property abutting on the above described street. All owners of such property are hereby notified to be present at said public hearing and make known their 136-A Objections to such proposed improvement, if any there be. Dated: July 189 1952. Police salaries: Moved by Putnam, seconded by Reiss, carried that the Village of Golden Valley adjust the salaries of members of the Police Department upward on a two step merit basis, that is, one patrolman now receiving $275.00 per month to receive $297P00 per month and two patrolmen now receiving $297.00 per month to receive $321.00 per month, and the Police Chief, now receiving $321.00 per month to receive $347.00 per month, these increases in salaries being predicated upon the performance of the Police Department since May 11 1952 and provided that the Department maintain such perfor- mance, all increases retroactive to May 1, 1952. The council agreed to a conference on Thursday July 24, 1952 with representatives of the Jay W. Craig Company and the Glenn Johnson Company,for the purpose of discussing the uncompleted 1950 and 1951 street improvement programs. Salary increase for J. Marvin Schuller: Moved by Reiss seconded by Stark, carried that the salary of J. Marvin Schuller be increased from $290.00 per month to $301.00 per month effective July 162 1952. 1952 Street Improvement Bond issue. The council discussed the various costs and estimates as presented by Minder Engineering Company and Mr. Louis Terzich. Mr, Bob Minder stated that a contract price of $16,300.00 for stabilizing material in the contract could be materially reduced if the Village would undertake to produce the gravel needed from the village pit, an estimated total saving of $8000.00. All estimated costs totaled $118,347.00. Member Reiss introduced the following resolutLon and moved its adoption: RESOLUTION PROVIDING FOR S -ALE OF $120,000.00 STREET IMPROVEMENT BONDS. BE IT RESOLVED by the Village Council of the Village of Golden Valley, Minnesota, as follows: 1. This Council shall meet at the time and place specified in the form of notice included in paragraph 2 hereof, for the purpose of opening, receiving and con- sidering bids for and awarding the sale of $120,000.00 Street Improvement Bonds of the Village. 2. The Village Clerk is authorized and directed to cause notice of the time, place and purpose of said meeting to be published in the Commercial West at least 10 days prior to the date of sale, which notice shall be in substantially the following form: NOTICE OF BOND SALE NOTICE IS HEREBY GIVEN that the Village Council of the Village of Golden Valley, Hennepin County, Minnesota will meet at the Village Hall in said 'Village on August 5, 1952, at 7:30 o'clock P.M. for the purpose of opening and considering sealed bids for, and awarding the sale of $1200000.00 negotiable coupon generalcbligation Street Improvement Bonds of said Village, to be issued under the authority of Minnesota Statutes 1949, Chapter 412, Said bonds will be dated September 1, 1952, each in the denomin- ation of $9c$ftkftz�ft $1,000,00 bearing interest at the rate or rates to be designated by the successful bidder, expressed in an integral multiple of 1/4 or 1/10 of if per annum, payable semi-annually on March 1 and September 1 of each year, and will mature serially on March 1, in the amount of all without option of prior payment, Principal of and interest on the bonds will be made payable at any suitable national or state bank which the purchaser may designate. The Village will furnish without cost to the purchaser and with in 40 days after award of sale, the printed and executed bonds and the unqualified approving legal opinion of Messrs. Dorsey, Colman, Barker, Scott & Barber of Minneapolis, Minnesota. Delivery will be made without cost to the purchaser at St. Paul, or Minneapolis, Minnesota, or elsewhere at his expense. Sealed bids marked "Bid for Improvement Bonds" may be delivered or mailed to the undersigned for opening at said meeting, and must be received prior to the time of said meeting. Each bid must be unconditional except as to legality of the issue, and must be accompanied by a cashier's or certified check or bank draft in the amount of payable to the Village Treasurer, to be forfeited as liquidated damages in case the bid be accepted and the bidder shall fail to comply therewith. Bids will be prefer- red according to lowest net interest cost to the Village. No oral bid, and no bid of less than par and accrued interest will be considered, and the Council reserves the right to reject any and all bids, and to waive anal informality in any bid.
