11-06-52 City Council MinutesREGULAR MEETING of the Village Council November 6, 1952 Pursuant to due call and notice thereof a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota was held at the Village Hall in said Village on the 6th day of November 1952 at 7:30 P.M. The following members were present: Pinch, Putnam, Reiss and Stasel; and the following member was absent: Stark. Moved by Reiss seconded'by Pinch carried that the minutes of the last meeting be approved as read. Postponement of Council Meeting: Moved by Putnam, seconder by Pinch carried to postpone to December 4, 1952 the council meeting regularly scheduled for December 2, 1952 due to the Village Election to be held on .December 2, 1952. Mr. Graffunder stated tha1l- a member of the Commission would hereafter attend each Council meeting for the purpose of establishing closer liason betwee:nthe Council and the Commission. Drainame Petition, Golden Oaks 2nd Addition: The Clete presented preliminary plans for a storm sewer within the Village, prepared by the engineer for the Village, and said engineer's estimate of the cost of said improvement which were examined by the Council, approved, and ordered placed on file. Member cinch introduced and read the following written resolution and moved its adoption: ?billboard Ordinance: Action deferred until St. Louis Park enacts an ordinance to regulate billboard advertising. Member Reiss accepted for study a copy of the Rochester billboard ordinance. Zoning and Building Ordinance: Mr. Carl Graffunder, president of the Planning COmmlSsion, and Mr. A.K. Patterson, Chair - man of the Commission Committee which reported. a Pecommended revision of the Village Zoning and Building Ordinances in December of 1951, attended the Council meeting for the purpose of explaining to the Council portions of the • recommended revision which may have delayed the Councilts adoption of the revision. After discussion it was agreed that the Council would meet with the ;hole commission at the Commissionts next regular meeting on Thursday, November 13, 1952 for the purpose of studying the revision in detail. Member cinch introduced and read the following written resolution and moved its adoption: Z®0 11 RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED STORM SE'�,ER BE' IT RESOLVED by the Village Council of the Village of Golden Valley, Minnesota as follows: 1. In conformity withthe provisions of Chapter 119, Session Laws ofthe State of Minnesota, 1949, this Council proposes to construct a storm sewer improvement within the Village, as stated in the form of notice included in parapraph 3 hereof. 2. This Co�_-ncil shall meet at the time and place specified in the form of notice inc_uded in paragraph 3 hereof for the purpose of holding a public hearing on the proposed storm sewer improvement as therein described. 3. The Clerk is authorized and directed to cause notice of the time, place, and purpose of said meeting to be published for two consecutive weeks in the North Hennepin Post, being the official newspaper of the Village, the first of such -publications to be at least 14 days and the second at least 7 days, before the date of such m-eting and public hoaring. Such notice shall be in substantially the foi_lowing form: NOTICE OF PUBLIC H.77ARING ON PROPOSED STORM SEWER IMPROVEMENT NOTICE IS HEREBY GIVEN that the Village Council of the Village of "clden Valley, Hennepin County, Minnesota 'L,.rill meet on t' -le 4th dad, of December 1952, at 7:30 P.M. at the Village mall in said Village at which time d -place a public hearing will be held on proposed improve ments to consist of the installation of storm sewers in accordance with the preliminary plans and :-7stimate now on file in the office of the Villa ge Clerk Description of Street: The North side of Olympia Street from its intersection with 'Winnetka Avenue North to its inter- section with Orkla Drive, and that part of the NV of the SE1 of Section 30, Township 118, lying north of the plat of Golden Oaks Second Addition, and tracts B,C,D,E, and J, Registered land Survey No. 13. All property within the Village which is benefited by the improvement is proposed to be assessed for such improvement as follows: All property abutting on the above described streets and portions of str::ets and all other property which may be drained by said storm sewer or other -wise benefited by its installation. All owners of suc?i property are hereby notified to be present at said hearing and make known their objections 201 if any there be. Dated: November 6, 1952. AGREEMENT Between the City of Minneapolis and the Village of Golden Valley Relative to the Interconnection of Sewers: Mr. Iarry Mayeron, representative of the G.M-Orr Engineering Company was present at the Councils' request for the purpose of aiding the Village Attorney in explaining all portions of the agreement. After discussion member Reiss introduced and read the following, written resolution and moved its adoption: RESOLUTION WHEREAS, certain negotiations have heretofore been had '-etween the City of Minneapolis, Hennepin County Minnesota and the Vil]Dge of Golden Valley, Hennepin County, Minnesota for t'ze purpose of agreeing upon and entering into a contract whereby the Village of Golden Valley might connect such sewers as may presently exist or hereafter be constructed in the Village of Golden Valley, to the sellers of the City of Minneapolis. and, dHEREAS, there has been prepared and presented to this body by the City of Minneapolis for approval a proposed contract covering said sewer connections: NOW, THEREFORE, BE IT RESOLVED: That the said contract as prepared and presented to the Village Council be, and he-eby is, approved by the Village Council of the Village of Golden Valley, and that the Mayor and Village 202 Recorder of the Village be, and hereby are authorized to execute said contract on behalf of the Village of Golden Valley. BE IT FURTHER RESOLVED: That three executed copies of said contract be delivered to the City of Minneapolis for final execution, with the understanding that said City shall return to the Village one ex:cuted copy thereof together with a certified copy of its final approval thereon. Specifications for Deep Well Turbine Pumpt The Administrative Assistant presented plans and specifications for the purchase of a deep well turbine purip. After discussion it was moved by Pinch, seconded by Reiss carried that the Council approve the specifications as presented, and authorized the Clerk to advertise in the official Village newspaper for bidders thereon. No. OR5 7728 TI -e spokesman for the students stated that the Fire Chief had stated that they could use a room in the Fire Station on the Belt Line for a Youth Center, and that he would support their request. The administrative assistant advised the Council th::t the room in question was not yet constructed. 1 1 1 203 Members of the Council ar-eed that a location for a Youti Center did not seem to be the reason why other attempts to organize a center had failed, but that lack of parental co-operation had been the cause of the abandonment of the center previously orgainized at leadowbrook School. The School is till available, and the Golden Valley Golf Club might also be available. After discussion it was moved by Pinch seconded by Reiss carried that the Administrative Assistant be instructed to formally request the Golden Valley Chamber of Commerce to undertake a program calculated to re-establish a Youth Center in the Village and that the Administrative Asvi.stant advise the Chamber of Commerce of the Councilts endorsement of the idea of a Youth Center and of the Council's co-operation in any Chamber project which might reasonably result in such a center. The Council agreed to meet with the Chamber of Conmerce at any time if the officers of t'�e Chamber deemed sue'a a meeting would expedite any Chamber plans. AN ORDINANCE AMENDING THE ZONING ORDINANCE BY DIS 71STABLISH- ING A CERTAIN COMWTUNITY STORE DISTRICT. The Tillage Council of the Vi_ll,.ge of G:_ Iden Va ley do ordain as follows: Section 1. The Zoning Ordinance of the Village of Golden Valley, passed by the Village Council May 3, 1930, is hereby amended in Section 5 (i) t'iereof, bar disestablishing the follwoing Community Store District: Commencing at a point on East Line of Government Lot 4, 144.4 feet distant North from S.E. Corner thereof thence parallel with South line thereof 301.65 feet thence North at right angles 301.65 feet to East line of Lot 4, thence South 144.4 feet to point of beginning. Section 2. The Administrative Assistant was instructed to request the Chef of Police for his October reports. Pay Increase of Alden Lidstr: After discussion moved by Pinch seconded by Reiss carried that Alden M. Lidster be granted an increase from $2','5.00 per month to 1)290. ,0 per month, effective December 1, 1952, on the basis of Lidster's meritorious performance. Minneapolis Gas Co. Re: Damageto Village Streets: The letter of the Minneapolis Gas Company dated October 311 1952, was read to the Council and ordered placed on file. Said letter set forth the duties and obligations of the Gas Company when the company finds it necessary to trench in Village Streets for the purpose of extending its gas mains. Motion by Pinch seconded by Putnam carried that the Administrative Assistant be instructed to express the Council's appreciation of the co-operation of th.e Gas Company and to advise the Company that the terms of said letter meet with the approval of the Council and that the Council wishes to confirm all agreements contained therein. Letter from the Minder Engineering_CompanDated October 7, 1952, was read to the Council. Th.e letter called the Council's attention to certain phases of the 1952 Street Improvement Program and clarified the Engineer's opinions thereon. The lets--er was ordered placed on file. Resi ;nation of C.V. Lindrud: Mr. Lindrud' s letter of resignation from the Golden Valley Police, dated November 3, 1952 was presented to the Council The council ordered the matter referred to the Civil Service Comraission. Fire Ordinance: The Fire Chief recommended that the Council consider revision of the present fire ordinance. The matter was referred to the Village Attorney for study and recommendation.
