VILLAGE COUNCIL
November 18, 1952
Pursuant to due call and notice thereof a regular meeting
of the Village Council of the Village of Golden Valley,
Hennepin County, Minnesota was held at the Village Hall in
said Village on the 18th day of November, 1952 at 7:30 P.M.
The following members were present: Pinch, Putnam, Reiss,
Stark, and Stasel; and the following were absent: none.
Moved by Reiss seconded by Pinch carried that the minutes
of the last meeting be approved as read.
Replacement of Patrolman Lindrud: The Administrative
Assistant presented a letter rom the Chief of Police dated
November 18, 1952, requesting that the Council authorize the
the employment of Mr. Glenn Rye as Patrolman at the same
salary as Mr. Lindrud received at the time of his resignation.
The Administrative Assistant was instructed to advise the
Civil Service Commission that the Council desired a formal
communication from the Commission regarding the Eligibility
List, with recommendations, and a statement from the
Commission regarding Mr. Ryets status in view of his resig-
nation from the Golden Valley Police. The matter was
deferred pending receipt of the communication.
AN ORDINANCE AMENDING THE ZONING ORDINANCE BY DIS -ESTABLISHING
A CERTIN COMUNITY STORE DISTRICT: SEE ORDINANCE
Moved by Reiss seconded by Pinch carried that the abgVQ80K PAGE- f—
ordinance be adopted byt he Council and published in the
official village newspaper.
Zoning and Building Ordinance: Loved by Reiss seconded by
Sark carried a the Council accept the Planning Commission's
recommended revision of the Village Zoning and Building
Ordinance, and that said revision be referred to the Village
Attorney for study and report at the December 4, 1952 meeting
of the Council.
Bids for Deed Well Turbine Pump: The Village Clerk presented
anaffidavit of--publicatiion onotice of intent to purchase
a deep well turbine pump for which bids Frere to be received
at this meeting. Said affidavit was examined, approved and
ordered placed on file.
The Clerk announced that five sealed bias had been
received which were opened, read and considered, as
follows:

Moved by Reiss seconded by Stark carried that the bids be
referred to the Administrative Assistant and Mr. Harry
Mayeron for study, analysis, and recommendation at the
December 4, 1952 meeting.
Constable Smith, claim for payment for police services:
Moved by Reiss, seconded by Pinch, carried that the bill as
presented be paid. Discussion of the motion followed. The
Administrative Assistant read the letter of the Village
Attorney. During the discussion it was brought out that
Justice of Peace Enghauser had ordered Constable Smith to
pursue the fugitive, and that Constable Smith in so doing
had apprehended the man. Constable Smith stated that a
Justice of Peace has jurisdiction in such matters, that is
where the fugitive has committed an offense within the
village or township and is wanted, the Justice may order
the Constable to apprehend the person anyplace in Hennepin
County. Upon questioning, Constable Smith stated that he
worked an average of 30 hours per week as a Constable, for
which his 1952 compensation to date is approximately 05.00,
It was generally agreed that each such claim for payment
should be considered on its merits, and that a Justice of
Peace should in each case have ordered the Constable to
apprehendJ)wanted person anyplace in Hennepin County.
The Administrative Assistant was instructed to verify
the facts as stated above with the Village Attorney and
with Justice Enghauser, whereupon member Reiss withdrew
his motion.

Referendum Ballot: Moved by Stark seconded by Pinch
carried a thefollowing advisory ballot be included in
the December 2, 1952 Village Election: "The Village of
Golden Valley has an ordinmee against drive-in theaters.
Shall the ordinal ce be repealed?"
Office Assistant: Moved by Reiss seconded by Pinch carried
that the Councri create the position of office assistant to
the Administrative Assistant, the duties, qualifications, and
pay for said person to be.in general as stated in the
Administrative Report. It was agreed that Mr. Putnam and
Mr. Owens screen all applicants for the position, and that
the whole Council meet on Saturday, November 29, 1952,
for the purpose of interviewing all applicants and maX$ng
the final selection. The person selected will be`formally
approved at the December 4th meeting.
American Legion Claim re: backstop: The local American
Legion presented a bill for 0 to compensate the Legion
for a wire screen backstop which Village employees approp-
riated and sold for scrap. The Administrative Assistant
was instructed to check withthe Park Board to determine
whether or not said backstop was tendered to the Park
Board, and if so, whether or not the Park Board had
accepted the backstop.
Bills: Moved by Stark seconded by Reiss carried that the
fro.Towing bills in the sum of $12,746.68 be approved with
the exception of the North Hennepin Post Bill in the sum
of 1.00 and the L.W. Northfield Bill in the sum of
