01-06-53 City Council MinutesM MA RrGULAR MEETING of the VTLLAGE COUNCIL January 6, 1953 Pursuant to due call and.notice thereof, a regular meeting of the Village C.1uncil of the Village of Golden Valley, Hennepin County, Minnesota was held at the Village Hall in said Village on the 6th day of January, 1953, at 7:30 P.M. The following members were present: Foss, Rahn, Reiss, Stark and Stasel; and the following were absent: none. Moved by Reiss seconded by Rahn carried that the minutes of the last meeting be a;,proved as read. 1953 Appointments: The Mayor recommended the reappointment of Mr. Stanley D. Kane as Village Attorneys the attorney's salary to be adjustedy a conference between the Mayor and the Attorney. Moved by Reiss seconded by Rahn carried to confirm the appointment. The Mayor recommended the appointment of the following named persons to the Village Planning Commission: all terms to expire on December 31—,-177-: Mr. Harold Lynch, 2301 Byrd Avenue Mr. Ray Amble, 1223 Winnetka Avenue North Mr. Swan Erickson, 6514 Golden Valley Road Mr. Paul G. V.1z, 801 Boone Avenue The Mayor recormnended the appointment of Mr. Robert L. LaBissoniere, 1317 Toledo Avenue North, to fill out the unexpired term of Mr. M.A. Hetlund, resigned, term to expire on December 31, 1953• Moved by Rahn seconded by Reiss carried to confirm the above appointments. The Mayor recommended Mr. Ray B. Stockman, 4915 ulver Road, to a three year term to the Park Board, Moved by Reiss seconded by Foss carried that the appointment be confirmed. The Mayor recommended the re -appointment of Mr. Melvin R. Olmen, 250 Paisley Lane, to a three year term on the Civil Service Commission. Moved by Reiss seconded b,r Rahn carried that the appointment be confirmed. 225 The Mayor recommended the re -appointment of Mr. Lester Elstad as electrical inspector for the year 1953 and continuation of tiae fee of 6076 of the permit fees collected. Motion b, Reiss seconded by Rahn carried that the appointment be confirmed. The Mayor recommended the re -appointment of Mr. Harr Hamman as lumbin _i_nn_s_�e_ctor for 1953 and contin- uation of the fee o o or the permit fees collected. Moved by Reiss seconded. by Foas carried that the appointment be confirmed. The Mayor recommended the re -appointment of Dr. Alton Olson as health officer for the year 1953, Moved by Rahn seconded by Reiss carried that the appointment be confirmed. The Mayor recommended the r4 -appointment of Mr. Royce W. Owens as Building until such time as a resident engineer for the `=a ;e is obtained. Moved by Rahn seconded by neiss carried that the appointment be confirmed. The Mayor designated Mr. Ralph R. Stark as Acting Major for 1953 when the Mayor is absent. The Mayor appointed the following members oft he Council to the committees indicated: Chairman, Road Committee Mr. H. Reiss Chairman, Finance Committee Mr. K.W. Rahn Chairman, Park Committee Mr. D.W. Foss Chairman, Poor Committee Mr, R. Stark Chairman License Committee Mr. K.W. Rahn The above named Councilmen accepted the Mayors ap)ointments. Mr. Rahn recommended the appointment of Mr. Royce W. Owens as deputy clerk and administrative Assistant for the year 1953• Moved by Stark seconded by Reiss carried that the appointment be confirmed. The Mayor stated that he would appoint a weed inspector for the Village within the next three montfts. Resident Fn ineer: Salary of the office of resident engineer was -eftopen pending the receipt of applications. The Adm- inistrative Assistant was authorized to place advertisements for such an employee in the newspapers, trade journals and similar media. J.W. Craig Co. claim: The Administrative Assistnat presented and read letters rom the Craig Company and the Minder Engineering Company, which wereordered placed on file. Said letters gat ed that if the sum of 4 3,200.02 were paid to the Craig Company for extra work performed in connection with street improvement projects 1L} % 15 and # 16, said sum would �a be an equitable compromise of the Craig Company's claim for 4 4,175.50. The Council found as fact that � 3,200.02 should be paid to J.W. Craig Company. Moved by Aeiss seconded by Stark carried that the sum of 4 3,200.02 be paid to the J.W. Craig Company. Salary of Marie Lhr: Moved by Rahn secnnded by Foss Carried o increase Made E&l s salary X10.00 per month retroactive to January 1, 1953. Re: Patrolman Glenn R e: Moved by Stalk seconded by Reiss 7E�arrie_d that Mr. GI nn Rye's status as a special patrolman terminate as of December 31, 192, and that Mr. Rye be employed by the Village of Golden Valley as a regular Police Patrolman at a salary of 4� 297.00 per month retroactive to January 1, 1953 per the recommendation of the Civil Service Commission of December 2, 1952• Building and Zoning Ordinance: The report of t he Village Attorney on the propose new ordinance regarding buiiding and tonin;_; was deferred until January 20, 1953• Cigarette Licenses: Moved by Reiss seconded by Rahn carried to issue cigarette licenses for the year 1953 tothe following named persons per applications on file: #542 Wilbur S. Gadbois--Gadbois Superette A.W. Hanson's Golden Valley Addition: Mr. A.w. Hanson, 7732 Harold Avenue, petitioned the Council to accept the plat of the above named addition. Moved by Stark seconded by Reiss :tarried that the Council accept the plat and that the Mayor and the Clerk be authorised to affix their signature:: thereto. Justice Reports: Justice Campbell submitted a delayed report owe period of 9/2/52-9/?9/52, and Justice Enghauser submitted a report for the month of December, 1952, fines totaling 4 354.00 and 206.00, respectively. Moved by Reiss seconded by Rahn carried that the reports be accepted. The Administrative Assistant was instructed to request that Justice reports be submittted on regular docket sheets. Youngber& Heating Company: The Administrative Assistant presented the recommendations of the Planning Commission as conti.ned in the Commission's letter of December 16, 1952. Moved by Stark seconded b,7 Foss carried that the Youngberg Heating Company be authorized to erect a plumbing shop on Winnetka Avenue North near Sixth Avenue North subject to the company's submission of building plans for approval by the Council. Police reports: Police reports for the month of December 52 were referred to member Foss for analysis and report at the January 20, 1953 meeting. Bonds of Elected Officials: Moved by Reiss seconded by Rahn carried to accept the bonds of Constable W.H. Varner and Justice of Peace Campbell. R commendationsof Police Chief for a Police Commission: Action on the Police Chief's recommendations was deferred until the meeting of January 20, 1953, in order to permit new members of the Council time in which to study the past record of the Police Department and to study the probable effect of such a commission. Personnel Ordinance: The Administrative Assistant was instructed torte e available to the council members the personnel ordinances of neighboring communities, and to place the matter on the Council's agenda for January 20, 1953. Billboard Ordinance: The matter of a new billboard or finance was ordered placed on the Agenda for January 20, 1953. Fire Protection in the Village Halls The Administrative Assistant was in ruc ed tF proceed with his plans for the purchase of fire extinguishers End the construction of a barrier sheild in the basement of the Village Hall per motion of member Reiss, seconded by Rahn, and duly carried. Village Water Inspection: By Minnesota State Department Health was present- e- —to the Council. The council discussed that portion of the report dealing with the necessity tr locating and mapping the distribution system. Fire Marshallts Report: Mr. Neal Rydmark, fire marshal submitted 59 separate reports on commercial buildings and reported that in his opinion that there were very few correctable fire hazards in the village. The council accepted Mr. Rydmarlds report.
