Pursuant to due call and notice thereof a regular meeting
of the Village Council of the Village of Golden Valley,
Hennepin County, Minnesota way held at theVillage Hal130
in said Village on the 3rd da of February, , 1953, a
P.M.
The following members were present: Foss, Rahn, Reiss,
and Stark; and the following were absent; Stasel.
Moved by Hahn seconded by Reiss carried that the minutes
of the last meeting be approved as read.

Minutes of the Meeting: Member Rahn stated his approval
of the propos un Of the Deputy Clerk submitting in

prior to each Council meeting for the purpose of dispensing
with the reading of the minutes of the previous meeting, rights
of challenge for the purpose of correction being reserved,
it also being understood that minutes will be read

should any person in the audience so desire.

Re: tback on Hi hwa� #100: Mr. Paul Enghauser petitioned
a Council or waiver oche 300 foot setback requirement
in the area presently zoned community store which lies
northeast of the junction of Highway 100 and Floyd B. Olson
Memorial Highway (Valley Village). The 300 foot setback
requirement applies only to that part of the above area
lying between Olson Highway and the right-of-way of the
Minnesota Western Railroad. Mr. Enghauser presented his
plans for construction of an office building 160 feet back
from Highway 100. After further discussion the Council
decided to refer the matter to the Planning Commission
inasmuch as the Commission's recommended revision of the
zoning ordinance (sec. 4 (d) ) would extend the 300 foot
setback requirement to all property bordering State
Highway 100.
Re -zoning of Certain Areas from Open
ament to o ongcial:
The Administrative Assistant presented

re -zoned from Open Development to Commercial, and from
Open Development to Industrial as set forth in item (3)
below:
1. That area lying south of the right-of-way of
State Trunk Highway No. 122 east of County Road No. 18,
and north of the southern boundary of theVillage of
Golden Valley, from Open Development to Commercial, all
in the North 2, Section 6, Township 117, Range 21, Village
of Golden Valley,
2. That area lying north of the right-of-way of State
Trunk Highway No. 12, thence northerly along the west boundary
of Superior Golf Course a distance of 600 feet, thence in
a westerly direction to a point on the right-of-way of
County Road No. 18 lying 600 feet north of the right-of-way
of State Highway No. 12, thence south along the right-of-way
of County Road No. 18 to State Trunk Highway No. 12, all
in the North 2, Section 62 Township 117, Range 21, Village
of Golden Valley, from Open Development to Commercial , but
which will be industrial upon adoption of the revised zoning
ordinance:
.3,Beginning at the northeast corner of Lot 7, M, -,a dowbrook
Acres thence in a westerly direction to a point on the east
property line of the W. Hamman property that is 636.5 feet
north of the southeast corner of the W. Hamman property,
thence in a southerly direction to the S.E. Corner of the
W. Hamman property, thence easterly to the southwest corner
of Lot 7, Meadowbrook Acres,thence northeast to point of
beginning, all in North 2, Section
21. 4, Township 117, Range
Moved by Reiss seconded by Foss carried to zone the above
described areas as set forth above.
Re: Signal Lights on Hi hwa #100 and Highway #12: Moved by
Rahn secondee. by Reiss carrie at he Coune accept the
recommendation of the Planning Commission as found in the
Commissionfs Minutes of January 8, 1953, for the reasons set
forth in said minutes, that the Village of Golden Valley
oppose the installation of traffic signal lights at the junction
of Highway #12 and Turners Cross Road, and at the junction of
Highway #100 and Douglas Avenue, the installation of said
lights having been proposed by Mr. J.E.P. Darrell, Traffic
Engineer for the State of Minnesota in his letter of December
26, 1952; provided, however, that reconsideration will be
extended to the proposal of signal lights at the intersection
of Highway #12 and Turner's Cross Road if a plan for the
installation of s&id signals is submitted in conjunction with
a plan for the improvement of said intersection. The
Administrative Asssistant was instructed to advise Mr. Darrell
of the above decisions.
Police and Justice Reports: Police and. Justice reports for
themonth o January, were referred to member Rahn for
analysis and report at the meeting of February 17, 1953•

accepted.
Report of Special Committee: The report of the ccanmi.ttee

until the meetinrr of February 17, 1953•
Applicants for Villa e Engineer: Mr. Stark
treported

Village Engineer, and stated that he was arranging interviews
with all applicants on February 7, 1953•
Tape Recorder: Action on the Police Chief1s request for a
tape recorder was deferred until the meeting of February
17, 1953•
Billboards: The Administrative Assistant was instructed to
adv .se whoever is responsible for the erection of a billboard
near the junction of Highway #100 and Olson Highway that
said billboard is not authorized. Member Reiss stated that
the Police Department should co-operate in the enforcement
of the ordinance relating to billboards by calling the
attention of the .Administrative Assistant to apparent violations.
Members of the audience participated in a general discussion
of billboards, pointing out that certain businesses located
near Golden Valley Road and Sixth Avenue North have shown a
_ decrease in patronage since the opening of Highway #55 to
public. use.
Use of Fire Equipment for Flooding Ice Skating Rinks: An
un enti�ie person in the audience requestedthat the fire
department be requested to flood a certain skating rink. after
discussion the Council denied the request, stating that Fire

Equipment should not be used for such purposes. The Administrative
Assistant a.3vised the Council that the Park Board has a water
pumping apparatus for such purposes, and that it was his
practice to refer all requests for the construction of ice
skating rinks to the Park Board before ordering any work done
by village employees using village equipment.
Inventory of Vi Mage Equipment: Memb -r Rahn stated that he
wane on mile in the V17laF, Hall adequate records of all
villa, -,e equipment which is on loan to authorized village
employees for use in connection with their official jobs.
The Village Council agreed that .such a record is necessary,

and th Et the record should show the items, a description
thereof, where necessary to differentiate one item from
other items, and sizes and allied data. The Administrative
Assistant was instructed to advise all departments of the
above.
Purchase of Village .Supplies and Equipmenta The Council
agreed at all Purchase Urcters for v age supplies and
equipment must bear the signature of the Village Clerk or
the Administrative Assistant as the village official
authorizing the purehase; that the practice of village
personnel buying merchandise for the village consumption
out of personal funds, with the expectation of later
reimbursement by the Village is not to be condoned inthe
future; and that in addition to an authorizing signature
all Purchase Orders must be complete as to item, quantity,
price and the company from whom the purchase is made. The
Administrative Assistant was instructed to notify all village
personnel of the above ruling by the Council.
Village Employees: The Council agreed to the following state-
ments of poi. c: y.- That overtime work by village employees
must be approved in advance by the Village Clerk or the
Administrative Assistant except in cases of emergency or
when employees are engaged in snow removal operations where
the discretion of the senior employee on the job will
control, in which case the senior employee will report
overtime activities to the Village Clerk or Administrative
Assistant at the earliest convenient time: That time
sheets showing the persons engaged in Village activities be
kept by all department heads, the form, content, and other
details of said time sheets to be determined by the Village
Clerk; That the Administrative Assistant is responsible to
the Village Clerk and the Council for the administration
of the above ruling by the Village Council.
