SPECIAL MEETING
of the
Village Council
April 1, 1954
Pursuant to due call and notice thereof a special meeting of
the Village Council of the Village of Golden Valley, Hennepin
County, Minnesota, was held in the Village Hall in said Vil-
lage on the 1st day of April, 1954, at 5:00 P.M. The follow-
ing members were present: Bias, Foss, Huebsch, Rahn, Stark;
and the following members were absent: None.
Mr. Harry Mayeron, representing the G. M. Orr Engineering Co.,
was present by request.
The Mayor instructed that there be placed on the Agenda of the
regular meeting scheduled April 6th, 1954, a discussion as to
whether or not notices of special meetings called under the
rules of procedure of this Village should or should not state
the reason for calling said special meeting.
Mayor Huebsch advised the Council that the Mayor of New Hope
had approached him with the information that the Village of
New Hope may want to join in with Golden Valley in the con-
struction of a joint sanitary sewer interceptor. The Village
Attorney stated that if pipe sizes for the sewer heretofore
considered by this Council must be increased in order to ser-
vice New Hope, the Village of Golden Valley should require a
rigid contract with New Hope calling for payment by New Hope
of the cost of increasing pipe sizes.
The Council then discussed Crystal participation in construct-
ing a joint sanitary sewer interceptor. An informal poll of
the members showed that each member would agree to participa-
tion by Crystal in the following percentages: Mayor Huebsch,
40%; Member Rahn, 40%; Member Stark said that he would go a-
long on 40% as the basis of an offer to Crystal. 1liember Foss,
35%; Member Bias, silent.
With the consent of all Councilmen Member Stark was instructed
to get in touch with Member Bronstad of the Crystal Council and
advise him that the Village of Golden Valley would share in the
initial construction costs of the joint sanitary sewer interceptor
to the extent of 60% if the Village of Crystal would agree to the
remaining 40%.
Re: Village Engineer: MOVED by Bias seconded by Foss carried
that the Council retain the services of Mr. Norris Ogard as
Village Engineer at an annual salary of 46,000.00 per year,
Mr. Ogard to assume the duties of Building Inspector and to
have general supervision of road maintenance. It was further
agreed that the Village Engineer was to be responsible to the
Administrative Assistant for the performances of his day to

day duties, and that the Council would desire a 30 day notice
from Mr. Ogard should he wish to leave the employment of the
Village of Golden Valley.
Member Rahn was excused from the meeting.
The Council discussed the above tentative offer to be made to
the Village of Crystal in some detail after which the meeting
adjourned by mutual consent.
