SPECIAL MEETING
of the.
VILLAGE COUNCIL
August 23, 1954
Pursuant to due call and notice thereof a special meeting
of the Village Council of the Village of Golden Valley,
Hennepin Councy, Minnesota, was held in the Village Hall
in said Village, on the 23rd day of August, 1954s, at 8:00
otelock P.M. Members present were: Bies, Foss, Rahn and
Stark. Acting Mayor Rahn called the meeting to order at
8:07 o'clock P.M. Mayor Huebsch_arrived shortly after_
the call to order, whereupon Member Rahn yielded the chair
to the Magor.
Ret Watermain Extension: Member Rahn reported that the
bomm ttee appointed y the Mayor on August 17, 19540 had
not had the opportunity to meet, that he was of the opinion
that General Motors had no definite information as to their
water needs, and that the International Paper Company would
not participate in the improvement, other than by, assess-
ment, because a water rate of twenty-five cents per hundred
cubic feet was too high.
MOVED by Rahn seconded by Stark carried to table the $257,000.00
Watermain Improvement. The Council stated that it would
consider the installation of an eight or ten inch watermain
to be constructed from France Avenue to the General Motors
Training School, on the statement of Mr. M. L. Davenport,
Industrial Agent for the Minneapolis -Northfield and
Southern Railways that he would contact potential business
and industrial users with respect to such a watermain.
'Sanitary Sewers: Re: Laterals: Mr. Harry Mayeron, of the
G. M. Orr Engineering Company, presented a letter dated
August 23, 1954, said letter stating that the cost of
constructing sanitary sewer laterals id project areas lA,
1B, 1C, 1D, lE, 1F, 1G, 1H, and 11p to be $ 878,500.00.
There followed discussion of each of the above mentioned
areas. At the end of said discussion, the Council accepted
the report of the engineers above referred to. The Council
agreed that the cost of constructing lateral and outlet
sewers in the areas above referred to should be equally
apportioned throughout Sanitary Sewer District No. 1, as
though it were one lateral sewer district.
With reference to area 1D, it was decided to assess Glenwood
Hills Hospital for both sides of the interceptor.
The Council tentatively agreed that the amount assessed
against benefited property should not include the cost of
street replacement, that after the construction of sewers

each area should petition for -street repair and replacement.
Member Rahn then introduced the following resolution and
moved its adoption: "Resolution Providing For Public Hear-
ing On Proposed Sewer Improvement".
The motion for the adoption of the foregoing resolution was,
duly seconded by Member Huebsch, and upon vote being taken
thereon the following members voted in favor thereof: Bies,
Foss, Huebsch, Rahn and Stark and the following voted against
the same: None, whereupon said resolution was declared duly
passed and..adopted, signed by the Mayor and his signature
attested by the Clerk. See Resolution Book page JI(e--
The Council instructed the G. M. Orr Engineering Company
to submit an information sheet covering all matters relative
to sanitary sewer laterals as -discussed at this meeting.
Re: New Ho e: Messrs Jessen and Trucker, members of the
Council of the Village of New Hope, were present. The Golden
Valley Village Council was advised by said gentlemen that
Minneapolis may approve New Hopels.future use of Golden
Valleyls sewer interceptor, subject to the condition that
New Hope agree not to use said interceptor for five years
except by mutual consent of New Hope and Minneapolis.
Members of the Golden Valley Village Council advised Messrs
Jessen and Trucker that Golden Valley could not afford to
longer delay construction of ,,the interceptor, although
Golden Valley welcomed New Hopets intended use of the sewer.
On question, Mr. Mayeron end -Mr. Houston, of the G. M. Orr
Engineering Company,°stated':rtnat if New Hope used the Golden
Valley Sewer, the cost of increased pipe size would be
approximately - 9:0fi.�QOOf, on the basis of current bids.
The Council unanimously agreed that the G. M. Orr Engineering
Company instruct the contractors for the sanitary sewer
ijnterceptor to begin construction work at the earliest poss-
ible time, on that part which would not be affected by the
proposed participation of New Hope.
