01-03-56 City Council MinutesREGULAR 1, Co ETIIS G of the VILLAGE, COUNCIL January 3$ 1956 Pursuant to due call and notice thereof a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held in the Village Hall in said Village on January 3, 1956, at 7:30 O'clock P.M. The following members were present: Nadasdy, Rahn, Stark, and Teresi, and the following were absent: Bies. The Mayor called the meeting to order at 7:45 o'clock P.M. MOVED'by Rahn seconded by Teresi carried that the reading of the minutes of the meeting held on December 20, 1955, be dispensed with am' that said minutes be approved as submitted to each member of this council prior to this meeting and as corrected at.this meeting unless some member of the audience wishes them read. Stark P:�or, Police Committee Trustee Cliff Teresi Fire, Park Committee Mr. Kane, Village j'ttorney stated that he would like to amend his letter of December 30, 1955, in which he requested additional legal aid to provide for the employment of such legal as,sistnace as he finds necessary without limiting the compensation of such persons to $25.00 per month. 1 Re: Fund ##16, Plymouth Avenue Assessments: The Village Administrator read a statement regarding the status of the construction and siding funds of Street Improvement Number 16, to the effect that there were no funds left in the construction account and that sinking account funds were dedicated to the bond holders. He also stated that he did not think that Plymouth Avenue residents were receiving un— equal treatment on this assessment. Several residents addressed the Council, requesting the Council relieve them of the obligation to pay the special assessments now levied against their properties. MOVED by Rahn seconded by Stark carried that this Council recommend the Council of 1961 give, in its discretion, consideration on a preferential basis to the abatement of the tenth year special assessments levied against Lots 1 and 24 Block 2 and Lots 1, 21 31 4y 5, 6, 7, Block 1, Golden Oaks i'irst Addition, by reason of the construction of Fund Number 6ixteen Im— provements, provided that said abatement does not result in an additional obligation being placed against the General Fund, and that the Adminis— trator cause the bituminous pavement now existing on Plymouth Avenue west of Winnetka Avenue to be repaired by the Village street department on a priority basis in 1956, and that the letter of bar. Duane W. Foss dated November 1, 1955 be included. in the permanent record of Street Iaprovement Number 16. Hennepin County Pistol Range: See minutes of November 6, 1951 The Village Administrator presented the plans and specifications of a pistol range now under construction at approximately 9200 Naper Street, said range to have a covered firing point with an opern firing pit, and a concrete block building; housing administrative offices and toilet facilities. The Council discusses the probable nuisance factor of the proposed range. Alr.'Harolow E. Nielsen, 1516 Mendelssohn Avenue North, stated that he dived in close proximity to the proposed pistol range and that he had not heard any disturbing noise from the range, although it has been used many times. MOVED by Stark seconded by Teresi carried to ratify the issuance of build— ing per;.-ait number 3542 and to instruct the Administrator to attempt to negotiate with the proper authorities for either brick facing or a stucco exterior for said building. Member Aahn voted "?ATO" on the above motion. Public Hearing, Street Vacation: This matter was defered to the meeting of January 17, 1956. Final Bills and acce-ptbnce of Sanitary Sewer Lateral Improvement No. 1, Barbarossa and Nodland: n The Village Administrator read two letters from the G.M. Orr Lngineering Company regarding the final payment to Barbarossa and Nodland, said letters recommending withholding $20,000.00 to cover bonds and to guarantee clean- up in the spring. The Village Engineer stated that certain curb and gutter had seeled as a result of sewe construction and will have to be repaired in the spring of 1956. MOVED by Rahn seconded by Start: carried to authorize payment to Barbarosso and Nodland in accordance with the recommendations of the G.M. Orr Engin- eering (%ompany. Request for Commercial Building i�ermit-Thompson Lumber Company: The Village Administrator sta.te11 that the Thompson Lumber Company was now willing to comply with all building requirements, and recommended , issuance of the permit. MOVID by Stark seconded by Rahn carried to issue a building permit to the Thompson Lumber Company per plans and specifications on file in the office of the Village i4erk, upon payment of the proper fees. Re—zonina "Holzapfel Clinic" and use new catagory—"Professional and Business Office District": MOVED by Rahn seconded by Stark carried that the Village Clerk be instruct— ed to insert notice of public hearing in the official newspaper on the reg -zoning of certain properties as stipulated by this Council at this '► meeting from open development to Preofessional and Business District, said public hearing to be held February 7, 1956. Amendment of Log Ordinance: Member Rahn, Chairman of the License Committeq, reported to the Council regarding dog license fees in other municipalities and suggested a $3.00 fee for all dog licenses. MOVD by Hahn seconded by Teresi carried to give a first reading to an ordinaee entitled, "AN OADINANCE AMENDING AN ORDINANCE Llt;i,NSING -UN?D EG'ULATING DOGS, ' WVIDING FOR IMPOUNDING DOGS AN i'IL'SC SCRIBING A PES LTY FO.1t VIOUMON. " MOVED by Rahn seconded by Teresi carried to approve the above ordinate quoted by title on its first reading.
