02-07-56 City Council MinutesREGULAR MEETING of the VILLAGE COUNCIL February 7, 1956 Pursuant to due call and notice thereof a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held in the Village Hall in said Village on February 71 1956, at 7:30 otclock P.M. The following members were present: Bies, Nadasdy, 1n, Stark and Teresi; and the following were absent: None. The Mayor called the meeting to order at 7.-45 o'clock P.M. MOVED by Rahn seconded by Teresi carried that the minutes of the meetings of January 18, January 24, and January 282 1956 be tabled until the meeting of February 21, 1956. G. M. Orr Engineering Company re: Advertisement for Bids -Sanitary Sewer Sout-Trunk.- Mr. Harry Mayeron of the G. 11. Orr Engineering Company presented the plans and specifications for the South Trunk Sewer, and stated that contractors could bid on (1) Section A, the portion to service Golden Valley only, or (2) Section B, the portion which would jointly service Golden Valley and St. Louis Park, or (3) the entire project consisting of Section A and Section B. Member Rahn introduced the following resolution herein quoted by title and MOVED its adoption. "RESOLUTION APPFOVING PLANS AND SPrCIFICATIONS AND ORDER,TNG ADVERTISEMENT FOR BIDS", said bids to be opened at 11:00 A.M., March 14, 1956. The motion for the adoption of the foregoing resolution was duly seconded by Member Bies, and upon vote being taken thereon the following members voted in favor thereof: Bies, Nadasdy, Rahn, Stark, Teresi: and the following voted against the same; None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Clerk. See Resolution B ook Page I 2��. Bids: Council Table: The Village Clerk presented an affidavit of publication of notice of call for bids for purchase of a Council Table according to specifications approved by this Council on January 17, 1956. Said affidavit was examined, approved, and ordered placed on file. The Mayor announced that this was the time and the place for opening and consideration of sealed bids for the purchase of said Council table in accordance with the notice of advertisement for bids published by the Clerk and heretofore presented to this Council. The Clerk presented to the Council one sealed bid submitted in the course of said notice. Said bid was then opened and found to be in the following amount: $998.00, from Nelson and Johnson Cabinet Ship, 605 Pennsylvania Avenue North. The Attorney stated that inasmuch as only one bid was submitted, the bid must be rejected and returned, and that the Council could purchase said Council table on a time and material basis. MOVED by Stark seconded by Rahn carried to reject said bid and to instruct the Village Administrator to proceed with the construction of said table on a time and material basis. Public Hearing -Zoning to Business Category: The Village Clerk presented an affidavit of publication of notice in the official Village newspaper of public hearing to be held at this time and place regarding the re -zoning of a parcel ofland described in said affidavit from Open Development to Professional and Business Office District. Said affidavit was examined, approved and ordered placed on file. The Mayor announced that this was the time and place for the public hearing above referred to. All persons present who desired to do so were afforded an opportunity to express their views thereon. No one appeared either on behalf of, or against said proposal. MOVED by Rahn seconded by Stark carried to give a first reading to an ordinance entitled, "AN ORDINANCE AMENDING THE ZONING CODE", said ordinance zoning the land described in the affidavit of publication from Open Development to Professional and Business Office District, except street and railroad right of way and e:�c ept land lying south of the railroad right of way. MOVED by Stark seconded by Rahn carried to approve the above ordinance herein quoted by title on its first reading. Public Hearing -Vacation of Certain Streets -Parkview Boulevard from Zenith Avenue North to Manor Drivel Private Lane running east and west from Bruns- wick Avenue North to Private Lane running North and south now known as Zane Avenue North Zane Avenue North from St. Croix Avenue to the north line of Block 6, Yarnall's Golden Valley Outlots: The Village Clerk presented an affidavit of publication of notice in the official Village Newspaper of public hearing to be held at this time and place regarding the vacation of certain streets and private land described in said affidavit. Said affidavit was examined, approved, and ordered placed on file. The Mayor announced that this was the time and place for the public hearing above referred to. All persons present who desired to do so were afforded opportunity to express their views thereon as follows: 0 designated to sign all checks, warrants and other fiscal documents, and that these officers be authorized and directed to execute the proper signature forms on resolutions supplied by the bank. Member Stark voted "NO" on the above ration. Purchase of tires for grader: The Village Administrator stated that the Village grader was in need of new tires, tubes, and rims, and that such items would cost approximately 4P1,000.00 MOVED by Teresi seconded by Bies carried to authorize the Village Clerk to advertise for bids for the purchase of tires, tubes, and rims. Minneapolis, Northfield and Southern Pipe Line Permit: The Attorney presented a pipe line permit from the Minneapolis, Northfield and Southern Railw_:y granting the Village perpetual right to maintain a 12 inch water main along the right-of-way of the Minneapolis, Northfield and Southern tracks, and stated that he had examined the permit and found it satisfactory. MOVED by Bies seconded by Stark carried to accept said permit and to place it on file in the office of the Village Clerk. Cash Drawer: The Village Administrator recommended the purchase of a cash drawer in that several accounts were being handled by the administrative office, each of which had to be kept separate, that such a cash drawer would speed up deposits and other financial transactions, lessen the possibility of error, and aid in fixing responsibilities and control of funds. No action was taken. Petition of Mary Hills for Lateral Sewers: The Village Administrator stated that he had received a petition for lateral sewers for Mary Fi,ls Addition, and that the owners of this property wished to obtain sewer service in 1956. The council agreed that May 12 1956, is the deadline of submission of petitions for sewer construction. Mr. Alvin Pankonie 4715 Golden Valley Road: Mr. Pankonie appeared before the Council with a letter written by the Village Administrator's office on January 23, 1956, stating that he had a choice of taking a reduced assessment ( $1.83 per front foot for 200 feet) at this time, and at some future time paying an additional amount when connecting to the sewer, or keep his present assessment of $5.12 per front foot for 200 feet and secure sewer service to his lot line in 1956 with the only added cost of $72.60 for each stub. M. Mr. Pankonie was asked to make his choice within three months. Administrative Help: Letter from Mr. Owens dated February 4, 1956, was read by each councilmen and ordered placed on file. MOVED by Stark seconded by Bies carried to authorize Mr. Owens, Mr. Stark and Mr. Rahn to interview candidates and employ a man for the position of Administrative Assistant. Oiling of streets in lieu of bituminous pavement: MOVED by Bies seconded by Teresi carried that all residential streets be "oiled" unless (1) bituminous mat is petitioned for, (2) the street is an arterial street, or (3) if past experience proves that such a street has high maintenance costs. Report of Attorney re: McGinnis case: The Attorney stated that he had presented his brief in the case and that the defendent's attorney had asked for an additional two weeks to reply, which time will be up on February 81 1956. The Attorney then stated that he may reply to this brief. He also stated that the Attorney General would not intervene at the District Court level, but would in the State Supreme Court. Microfilming of certain documents: The Village Administrator stated that for a cost of approximately $25.00 the Village Minute Books, Resolution Books, and Ordinance Books could be micro- filmed and stored. MOVED by Stark seconded by Teresi carried to authorize the microfilming of.the above mentioned documents. Change of Voting Districts: The Administrator recommended changing two polling places as follows: District No. 6 from the Baptist Church, Harold and Glenwood Avenue, to the Hennepin Co-operative Seed Exchange Building, 8140 Sixth Avenue North, and District 3 from the Fire Station, 1001 North Lilac Drive, to the General Motors Training School, 800 North Lilac Drive. NOVED by Stark seconded by Bies carried to approve the above mentioned changes in the voting districts. Village Hall: Painting of Interior: MOVED by Bies seconded by Stark carried to authorize the Village Admin- istrator to cause the interior of the Village Hall to be painted. Village Hall Electrical system The Council requested quotations on the electrical system needed for the Village Hall. New Type Police traffic tags, American Bar Association.- MOVED ssociation:MOVED by Rahn seconded by Stark carried to approve the new type police tag recommended by the American Bar Association and to authorize purchase of necessary ticket books. Cigarette License: Robert J. Carlson: MOVED by Rahn seconded by Stark carried to grant Cigarette License No. 10.5 to Mr. Robert J. Carlson, 7500 Wayzata Boulevard, for the Boulevard Sinclair Station.
