of the
VILLAGE COUNCIL
March 19, 1956.
Pursuant to due call and notice thereof a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held in the Village in said Village on March 19, 1956, at 7:30 otclock P.M.
The following'members were present: Bies, Nadasdy, Rahn, Stark, and
Teresi: and the following were absent: None. The Mayor called the
meeting to order at 7:40 o'clock. P.M.
MOVED by Rahn seconded by Stark carried that the reading of the minutes of
the meeting of March 6, 1956, be dispensed with and that said minutes be
approved as submitted to each memeber of this Council prior to this meeting
and as corrected at this meeting unless some member of the audience wishes
them read. (The minutes were not read.)
MOVED by Rahn seconded by Bies carried to approve the minutes of March 14,
1956, as read.
Awarding of Bids, South Trunk Sewer: (See minutes of March 14, 1956).
Mr. Harry Mayeron of the G.M. Orr Engineering Company presented a letter
dated March 15, 1956, recommending that the low bids of the Barbarosso and
Nodland Company of St. Cloud and Alexandria be accepted for both Section A
and Section B in the total amount of $988,025.00.
Member Rahn the introduced the following resolution and MOVED its adoption
"RESOLUTION AWARDING CONTRACT FOR TRUNK SEWER IMPROVEMENT NO. 211. See
Resolutions Book Page/ .
The motion for the adoption of the foregoing resolution was duly seconded
by Member Bies and upon vote being taken thereon, the following voted in
favor thereof: Bies, Nadasdy, Rahn, Stark, Teresi; and the following voted
against the same: None; whereupon said resolution was declared duly passed
and adopted, signed by the Mayor and his signature attested by the Clerk.
The Council instructed that the aforementioned Resolution include the
following provisions: (1) Said award subject to the sale of bonds, (2)
The award to be subject to the approval of the City of St. Louis Park of the
plans and specifications of the portion in which they share the cost.
MOVED by Rahn seconded by Bies carried to return the bid checks and bonds to
all unsuccessful bidders.
Public Hearing, West one-half Yale Garden Homes:
The Village Clerk presented an affidavit of publication of notice of public
hearing on the Yale Garden Homes "re -plat" pursuant to motion of this
Council. Said affidavit was examined, approved, and ordered placed on file
in the office of the Village Clerk.
The Mayor announced that the meeting was open for public hearing on the
proposed re -platting of the West one-half Yale Garden Homes and all persons
who desired to do so were afforeded opportunity to express their views
thereon .
Mr. George Nason of Morell and Nichols, Planning Engineers, presented the
propsed re -plat to the Council and the residents of the West one-half of
Yale Garden Homes who ere present.
Ralph Wormsbecker: Mr. Wormsbecker stated that at the present time he
would like to keep his entire acreage as one lot but that at some future
time would like to sell lots but did not feel that he could deed a 60 foot
street to the Village on the South side of his property without some
footage coming from the Valley Community Presybterian Church. (See proposed
plat map.)
Clifford Johnson: Mr. Johnson stated that he did not have any major
objections to the platting.
Rudy Radmacher: Mr. Radmacher discussed the matter at length.
W. J. Cavanaugh: Mr. Cavanaugh urged the Council to approve the road
pattern as presented.
MOVED by Rahn seconded by Bies carried to accept the plat as submitted by
Morell and Nichols with the provision that negotiations be conducted between
Mr. Reigert, Mr. Wormsbecker and 'the Valley Community Presbyterian Church
for a street right-of-way along the south lot line of said property owners
and that this public hearing be adjourned to the regular meeting of April
3, 1956.
Public Hearing, Rezoning Schaper Manufacturing Company:
The Village Clerk presented an affidavit of publication of notice in the
official village newspaper of public hearing to be held at this time and
place regarding the re -zoning of a parcel of land described in said
affidavit frog ndustrialNto Commercial Said affidavit was examined,
approved, and ordered placed on I e in the office of the Village Clerk.
The Mayor announced that this was the time and place for the above public hear-
ing. All persons who desired to do so were afforded an opportunity to
express their views thereon as follows:

intended to build on the westerly
portion of the nine acre industrial site
but had now decided to use the east-

Schaper had no objection to zoning the
western half of his property to
Commercial.

an Ordinance entitled, "AN ORDINANCE AMENDING THE ZONING CODE119 said

MOVED by Bies seconded by Stark carried to approve the above ordinance
quoted by title on its first reading.
MOVED by Teresi seconded by Rahn carried to give a second reading to the
above ordinance entitled, "AN ORDINANCE AMENDING THE ZONING CODE", on the
grounds that a public urgency exists.
MOVED by Bies seconded by Teresi carried to approve the above ordinance
herein quoted by title on its second reading and to order publication. See

MOVED by Rahn seconded by Bies carried to call a public hearing for April
3, 1956, and to instruct the Village Clerk to insert notice of public hearing
in the official village newspaper on the re -zoning of certain properties as
stipulated by this Council at the meeting from Commercial to Industrial.
Opening of Bids, Motor Grader:
The Village Clerk presented an affidavit of publication of notice of call
for bids for the purchase of a motor grader according to specifications
approved by this Council on February 21, 1956.
The Mayor announced that this was the time and place for the opening and
consideration of sealed bids for the purchase of a motor grader in accor-
dance with the notice of advertisement for bids published by the Clerk
and heretofore presented to this Council.
The Clerk announced that he had received 6 sealed bids submitted in the
course of bidding.

The Village Engineer examined and tabulated the bids, and recommended that
the bid of Phillipi Equipment Company in the amount of 416,910.00 be accepted
The Road Foreman declined comment.
MOVED by Stark seconded by Rahn carried to accept the bid of Phillippi
Equipment Company in the total amount of $16,910.00 and that the bid checks
of unsuccessful bidders be returned.
Opening of Bids, Electrical Work:
The Village Clerk presented an affidavit of publication of notice of
call for bids for electrical work according to specifications approved
by this Council on February 21, 1956.
The Mayor announced that this was the time and place for the opening and
consideration of sealed bids for the for said electrical work in accordance
with the notice of advertisement for bids published by the Clerk and here-
tofore presented to this Council.
The Clerk announced that he had received 5 sealed bids submitted in the
course of bidding.

The Village Electrical Inspector examined the bids and recommended that
the bid of Lee Electric Company in the amount of $2,200.00 be accepted.
MOVED by Rahn to refuse all bids on the basis of the extremely high bid
prices. Member Rahn's motion died for lack of a second.
MOVED by Stark seconded by Bies carried to accept the bid of Lee Electric
Company in the total amount of $2,200.00 and that bid checks and bonds of
unsuccessful bidders be returned, and that Civil Defense pay one—half the
cost of said wiring out of their 1956 budget. Member Rahn voted "NO" on the
above motion.
Request for Double dwelling permit, Mr. Al Stein, 1500 Xerxes Avenue:
MOVED by Stark seconded by Rahn carried to refer the matter to the Planning
Commission.
Personnel, regarding Local No. 49: (See minutes of March 6, 1956.)
Mr. Larkin McLellan, Business Representative of International Union of
Operating Engineers, requested that the Council recognize Local 49 as the
collective bargaining agent for the street department, and set a meeting
date to discuss wages, seniority, and working conditions.
MOVED by Stark seconded by Rahn carried to refuse to recognize Local 49
as collective bargaining agent for the Road Department. Member Bies voted
"NO" on the above motion.
Mr. McLellan thereupon presented a letter to the Council dated March 19, 1956,.
which was referred to the Village Attorney for legal opinion as to the Council*s
rights.
The Village Attorney stated that he would submit his opinion on this matter
to the Council within a few days.
Tax Forfeited Lands:
MOVED by Rahn seconded by Stark carried to table the matter until the Golden
Valley Park Board makes its recommendations.
Ordinance Second Readings Ordinance setting Medicine Lake Road setbacks:
MOVED by Bies seconded by Rahn carried to give a.second reading to an
ordinance entitled, "AN ORDINANCE AMENDING THE ZONING CODE", said ordinance
establishing a setback of 75 feet from the present center line of Medicine
Lake Road.
MOVED by Rahn seconded by Teresi carried to approve the above ordinance
quoted by title on its second reading and order publication. See Ordinance

MOVED by Bies seconded by Teresi carried to give a second reading to an
ordinance entitled, "AN ORDINANCE AMENDING THE ZONING CODE", said ordinance
zoning the following additions to Residential use:

Second Reading, Ordinance regarding licenses:
MOVED by Rahn seconded by Teresi carried to give a second reading to an
ordinance entitled, "AN ORDINANCE AMENDING THE ZONING CODE", said ordinance
increasing the license fee for filling station to $5.00 per gasoline or
diesel fuel pump.

ordinance entitled, "AN ORDINANCE LICENSING AND REGULATING MUSICAL JUKE

Discussion, scope of inspections, fees, licenses, and permits, Heating Code:
The Village Attorney presented the suggested fees for heating permits for
the Village of Golden Valley.
MOVED by Stark seconded by Bies carried to table the matter until the meeting
of April 3, 1956.
Date of Special Meeting to set polio y for 1956, Fund 20, Public Improvement:
MOVED by Rahn seconded by Bies carried to set March 26, 1956 at 8:00 otclock
P.M. as the date for the special meeting to discuss Fund 20.
