SPECIAL MEETING
of the
VILLAGE COUNCIL
April 91 1956
Pursuant to due call and notice thereof a Special Meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was held
at the Village Hall in said Village on April 9, 1956, at 7:30 o'clock P.M.
The following members were present: Bies, Nadasdy, Rahn, Stark, and Teresi;
the following were absent: None. The Mayor called the meeting to order
7:50 o*clock P.M.
Fund #20 Improvement, Holiday Lane:
Resurfacing the entire length of Holiday Lane. Mr. Owens stated that this
improvement came on a sufficient petition. The Village Engineer then pre—
sented cost estimates showing the cost of construction to be approximately
$6,600.00 for curb, gutter, and bituminous surfacing. The Council instructed
the Engineer to proceed with the compelation of necessary data for said
improvement.
Pike—Lazerte Property, Paul Enghauser Request to Install Sewer Laterals:
Mr. Enghauser requested permission to install sewer laterals on the Ray
Blumberg Property.
MOVED by Rahn seconded by Teresi carried to grant permission to Mr. Enghauser
to install lateral sewers on the Ray Blumberg Property with Planning Commission
approval of the plat of the property in question and in accordance with Village
specifications and under the supervision of the Village Engineer.
Institutional Zoning --Report of the Planning Commission -
Chairman, Mr. M.K. Patterson, of the Zoning Committee, outlined the need for
amendments to the zoning code. He stated that the Zoning Committee was
receptive to the basic idea of establishing a seperate zoning catagory for
institutional occupancy and prohibiting such uses in other zoning districts,
but that it was a serious mistake to enact an ordinance in the abbreviated
form as published in the Notice of Hearing dated March 22, 1956. The Village
Attorney was instructed to draft an ordinance embodying Mr. Patterson*s re—
commendations where possible.
Fund #20 Improvements — Noble Avenue:
Mr. Robert Raugland appeared on behalf of petitioners for road black topping.
Council deferred the matter to a future meeting.
Fund-#20_Improvements. Laurel Avenue Construction:
The Village Engineer presented cost estimates for the construction of Laurel
Avenue. Iie pointed out that the peat base, which would have to be excavated
and replaced with select fill, accounted for a high estimated cost of
$100,000.00. The Council decided not to construct said street in 1956.
MOVED by Bies seconded by Stark carried to direct the Village Attorney to
proceed in securing all necessary easements for construction of Laurel Avenue
at a later date, where possible, either by negotiation or condemnation.
Fund #20 Improvements — Western AvenueJersey to Glenwood:
The Village Engineer reported that all property owners, except one, were willing
to give road easements for the construction of Western Avenue from Jersey to
Glenwood Avenue.
MOVED by Teresi seconded by Bies carried that the Village Attorney secure all
necessary easements for the construction of Western Avenue from Jersey to
Glenwood, either by condemnation or negotiation. -"
.Fund #20 Improvements — East Half Yale Garden Homes:
MOVED by Stark seconded by Bies carried that the graveling of 33rd Avenue
and Regent Avenue immediately after sewer installation in 1955, be made part
of total sewer costs, but that the rough grading of all other streets in said
area previous to sewer installation be assessed as a street improvement.
Storm Sewer — East Half Yale Garden Homes:
Mr. Bert Putnam informed the Council of the poor drainage in Yale Gardens, and
that water pockets in the area are a menace to the health, safety, and welfare._
of the community.
MOVED by Stark seconded by Bies carried that all necessary street and sanitary
and storm sewer right of ways in East Half Yale Garden Homes Sewer District be
acquired by condemnation.
MOVED by Bies seconded by Stark carried that the Village Engineer be instructed
to study surface water drainage in the East Half Yale Garden Homes and to
report his findings to the Council at the next regular meeting.
Fund #20 Improvements — Winnetka Avenue:
The Village Engineer presented cost estimates for Winnetka Avenue. Total
costs for curb, gutter, and bridge repairs, storm sewers and grading would be
approximately $61,000.00, of which Hennepin County would pay $36,000.00.
Total storm sewer costs would be split between the Village and the County, or
$5,300.00 each. The Village Engineer was directed to commence negotitations
with the County for Winnetka Avenue Improvements.
Mr. Patterson, representative of Minneapolis Gas Company, requested permission
that gas mains be laid at the time sewer are installed. The Council informed
Mr. Patterson that such agreements require County approval and no action
was taken.
Municipal Employees: Bargaining:
The Village Attorney reported on the provisions of the Minnesota Statures
governing arbitration boards and stated that the Village would be compelled
to pay fees to board members.
Discussion followed, no action was taken.
