04-23-56 City Council MinutesSPECIAL MEETING of the VILLAGE COUNCIL April 23, 1956 Pursuant to due call and notice thereof a Special Meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at the Village Hall in said Village on April 23, 1956, at 7:00 o'clock P.M. The following members were present: Bies, Nadasdy, Rahn, Stark, Teresi, and the following were absent: None. The Mayor called the meeting to order at 7:05 o'clock P:M. Supplemental Sewer Assessment for 1956: The Village Administrator presented copies of his letter dated April 23, 1956 suggesting a formula for fair and practical supplemental assessment of Sanitary Sewer Lateral Improvement #1. MOVED by Stark seconded by Bies carried that Item #4 of aforementioned letter be accepted and adopted as read. Fund #20 Improvements, Cloverleaf Terrace: - Imorovements consist of all streets in Cloverleaf Terrace concrete curb and gutter, bituminous surfacing, and storm sewer. The Engineer stated that this improvement had been petitioned by 51% of benefitted property owners. Curb and gutter assessments would be spread over a 5 year period, surfacing over a period of one year, and storm sewer:assess- ments would be assessable over a ten year period. Discussion followed, re- garding financing of streets that were torn up when the Northeast Trunk Sewer was installed. The Village Engineer explained to the Council his opinions regarding such streets. Those streets torn up by sewer installation will be reconstructed from salvaged blacktop where there was blacktop subject approval at Public hearing May 9, 1956. In cases where there was no blacktop, the Engineer proposed that upon petitions of 51% of benefitted property owners that bituminous stabilized base be constructed in 1956 and this cost assessed over a one year period. This would form a good base for a future finished bituminous mat, which could be installed after the consolidation of sewer ditches. MOVED by Rahn seconded by Stark carried that any petitions received for bituminous surfacing which had sewer construction or sewer construction is being antici- pated only bituminous stabilized base will be constructed in 1i56. MOVTD by Rahn seconded by Teresi carried that a public hearing be held upon completion of plans bI; the Engineering department for purposes of Cloverleaf Terrace street construction as petitioned. West 2 Yale Garden Homes: e 102 The Engineer presented petitions for street improvements. MOVED by Teresi seconded by Bies carried that street improvements be carried out on all streets except those streets cn which lots 11, 12, 13 and 14 abut or until right of way easements be obtained from these properties. Public hearing will be called upon completion of plans by the Engineering Department. Fund #20 Improvements, Jersey, Laurel, and Louisiana: Mr. Douglas Rees, representing Rees, Thompson, Scroggins, stated that he will deed Jersey Avenue from Laurel extended to T.H. 12. The fill for construction he felt, should be furnished by the Church of the Good Sheppard. Mr. Rees made it clear that he does not want to pay full costs of construction in- cluding purchase of fill and that such costs should be shared by the Church who wants the road A.s for Laurel Avenue, Mr. Rees will deed 100 feet right way for construction of Laurel Avenue where it will abut his property with the understanding that if such a deed is given to the Village, Laurel Avenue will be constructed within four years or the land will revert back to him minus the sewer easement. Mr. Rees further stated that he is willing to give easements for one-half of Louisiana construction. The Council directed the Village Engineer to proceed to obtain a cost estimate for construction of Jersey Avenue to its terminous at Highway 12. Fund #20 Improvements, General Mills: The Engineer suggested that this matter be deferred until General Mills gives a definite indication as to whether or not they will build. Fund #20 Improvements, Graceful Addition: The improvements consist of concrete curb and gutter and read surfacing. A 52% petition was submitted. The Council instructed the Engineer to proceed with costs estimates after which time public hearings will be held. Fund #20 Improvements, Olympia Street from Hampshire to Florida: The Engineer was instructed by the Council to obtain cost estimates after which time a public hearing will be held. Fund #20 Improvements Storm Sewer, Aud. Sub. #361 (Shangri-La): This improvement was deferred pending receipt of petition. Fund #20 Improvements, Dawn Acres Storm Sewer: This improvement was deferred until F. & R. :'ealty Comr)any submits a petition for improvement. This petition will determine by whom and how the improvement will be paid. "t, Fund 120 Improvements, Noble Avenue: This project consists of construction of a 3" bituminous stabilized base. The Council agreed to finance the costs of this project by assessing property owners for all work done in 1956 and the balance of the work, consisting of a 2" plant mixer mat, to be completed in 1957, is to be paid partially from Village funds budgeted for 1957. The benefitted property owners would be assessed from 60% of the total cost and the Village 40%. The service drive off of Noble Avenue is to be resurfaced and' assessed in the same manner as all other streets in Sewer District #1, that are to be re- surfaced. Fund #20 Improvements, "Old Wayzata Blvd." The Council agreed not to include this project in 1956 improvements. Fund #20 Improvements, Mary Hills Sanitary Lateral Sewer: At the suggestion of the Engineer, the Council agreed to have the developers decide if they will construct their own laterals subject to the inspection and approval of the Village Engineer. It is to be understood that the cost of inspection will be borne by the developers. Fund 120 Improvements, Noble Avenue, Culver to Lowry: The Engineer reported Noble Avenue, Culver to Lowry, to have a poor base and generally in bad shape. Village labor and equipment could be used. MOVED by Teresi seconded by Rahn carried that Noble Avenue, Culver to Lowry be subcut and restored out of General Funds, except for partial damage resulting from sewer installation going up one side of the street. Fund #20 Improvements, Merribee Hills --curb and Gutter: The engineer reported the Elmer Crowl developer of this area has requested per- mission to construct curb and gutter and bituminous surfacing under the direction and with inspection and approval of the Engineer. The Council then directed the Village Engineer to arrange with developers to have them install said improvements under bond, the amount of which to be deter- mined by the Village Engineer. Street and Engineering Department Personnel: The Engineer explained the need for additional personnel. ROVED by Teresi seconded by Bies carried that the Village Engineer be authorized to hire two road crew men, one grader operator and one truck driver. Further, that Lyle Larson be retained on a permanent full time basis as a garage mechanic or other duties as the Engineer may direct. The Council also agreed that the proposed salary increase of Donald Boll, Assistant Engineer, be retroactive to April 15, 1956, which conditions will not apply to members of the road crew. It is also understood that if the road crews wage increase be retroactive to March 15, 1956, then Mr. Boll's salary will also be retroactive to march 15, 1956. Proposed Purchase of .Road Equipment: The Village Attorney was instracted to investigate the possibilities of the purchase of equipment via bond sale and report back to the Council May 1, 1956.
