06-26-56 Special MeetingR" Special Meeting; of the Village Council June 26th, 1956 Pursuant to due call adnotice thereof a special meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held in the Meadowbrook School in said Village on June 26, 1956, at 7:30 P.M. The following members were present: Bies, Nadasy, Rahn, and Teresi: the following -members were absent: None. Member Stark arrived late. The Mayor called the meeting to order at 7:35 o'clock P.M. Public Hearing: 1956 Public Improvements: The Clerk presented an affidavit of the publication in the official newspaper of a notice of public hearing and re -hearing on certain proprosed public imnT'Ovements described in the resolution of the Council relating thereto, adopted on June -15, 1956 and supplementary resolution ordering hearing and re -hearing , adopted on June 19, 1956. Said affidavit was examined, approved, and ordered placed on file in the office of the Village Clerk. The Mayor announced that the meeting was open for hearing and re -hearing on said improvements, and all persons present who wished to do so were afforded theoppertunity to express their views thereon. Improvement No.20. (a): As described in the Affidavit of Publication: A number of persons spoke in favor of the grading and graveling projects on Jersey and Louisiana Avenues between T.H. #12 and Glenwood Aveiaue, among them being Mr. MacNamara representing the Church if the Good Shepherd. Mr. Rees and Mr. Thompson representing the firm of Rees, Thompson and Scroffins, Inc. Improvement No. 20 (b): As described in the Affidavit of Publication: Grading and gravelling of Western Avenue: Objector Objection None None Improvement No. 20 (c) : As decribed in the Affidavit of Publication: Storm Sewer Construction: Objector Elmer Crowl Objection Requested further study of said proposed construction declaring that this was an inadvisable time to build storm sewere. Improvement No. 20 (d) : As described in the Affidavit of Publication: Improvement in Cloverleaf Terrace Addition: Objector None Objection None 50 11 Minutes of the Special Meeting of the Village Council, June 26,1956" Improvement No. 20 (e): As described in the Affidavit of Publication: The Village Clerk stated that a petition to construct curb and gutter in Cloverlea' Terrace Addition was on file in the Clerks office and stated that it contained the signatures of 53% bf the residents of said addition. The Clerk fubthur stated that the following petitions containing the signature of 53% of . the residents in the area affected were also on file in his office. Holiday Lane (the service drive from Highway # 55 to Highway # 100), Xenia Avenue, and Welcome Avenue. Objector Objection Archie H9 Asumma Mr. Asumma stated that he felt there was no present need for the curb and gutter. Mr. Staub Did not favor construction of curb and gutter. Mr. George Petty 4612 Valley View Road Requested that the street be oiled in lieu of curb and gutter construction. Member Stark then introduced the following resolution and moved its adoptions "RF,SOLi.TTION ORDERING CONSTRUCTIONOF CERTAIN PROPOSED IMPROVEMENTS" The motion for the adoption of the foregoing resolution was duly seconded by Member Rahn and, upon vote beim~ taken thereon, the following; members voted in favor thereof: Pies, Nadasdy, Rahn, Stark and Teresi.: the following voted against the same: None, whereupon said resolution was declared passed and adopted, signed by the Mayor, and his signature attested by the Clerk. See Resolutions Book Page-qsl�. -- Member Stark introducedland read the following resolution and Moved its adoption: "' ROSOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS" The motion for the adoption of the foregoing resolution was duly seconded by Member Teresi and upon vote being taken thereon, the following members voted in favor thereof: Bies, Nadasdy, Rahn, Stark, and Teresi, and the following voted against the same: None, whereupon said resolutionwas declared duly passed and adopted , signed by the Mayor, and his signature attested by the Clerk. Mary Hills and Dawn Acres - Sanitary Sewer Construction: The clerk presented an affidavit of publication in the official newspaper of a notice of public hearing and re -hearing on certain proposed lateral sewer im- provement described in the resolution of the Council relating thereof, adopted on June 15, 1956, and supplementary resolution ordering hearing and re -hearing, a-dopted June 19, 1956. Said affidavit was examined, approved, and ordered filed in the office of the Village Clerk. The Mayor announced that the meeting was open for public hearing and re -hearing on said proposed improvements, and all persons present who desired to do so were afforded the opportunity to express their views thereon. i Ar 7 11 Minutes of the Special Meeting of the Village Council, June 26, 1956" Objector: Objection None None Member Rahn then introduced the following resolution and MOVED its adoption: "RESOLUTION ORDERING CONSTRUCTION OF CERTAIN PROPOSED LATERAL SANITARY SEWER IMPROVEMENT". The motion for the adoption of the foregoing resolution was duly seconded by Member Stark and, upon vote being taken thereon, the following members voted in favor thereof: Bies, Nadasdy, Rahn, Stark, and Teresi: and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Clerk. Certain Public Improvements - Fund #20: West One-half Yale Garden Homes The Village Clerk presented preliminary plans for a public improvement prepared by the Engineer for the Village, and said Engineer's estimate of the cost of said improvement as follows: Total cost of improvement- $31,592.00, which plans and estimate was examined by the Council, approved, and ordered placed on file in the office of the Village Clerk. Member Teresi introduced and read the following written resolution and MOVED'its adoption: " RESOLUTION PROVIDING FOR PUBLIC HEARING ON PROPOSED PUBLIC IMPROVEMENT". The motion for the adoption of the foregoing resolution was duly seconded by Member Stark and, upon vote being taken thereon, the following voted in favor thereof: Bies, Nadasdy, Rahn, Stark, and Teresi, and the following voted against the same; None, whereupon said resolution was declared duly passed and adopted, signed by th,e Mayor and his signature attested by the Clerk. Public Hearing - Northwest Interceptor Sanitary Sewer Trunk: The Clerk presented an affidavit showing publication in the official newspaper of the notice of public hearing on a proposed trunk sanitary sewer improvement decribed in the resolution of this Council relating thereto adopted on June 5, 1956. Said affidavit was then examined, approved'and ordered placed on file in the office of the Village Clerk. The Mayor then announced that the meeting was open for public hearing on said pro- posed improvement and all persons present who desired to do so were afforded the opportunity to express their views theron. Objector Objection Mr. Charles Horn Mr. Horn's client was included in the North (Represenative of International Sanitary Sewer Trunk # 1 area. Paper Company) Member Teresi then introduced the following resolution and MOVED its adoption: "'RESOLUTION ORDERING CONSTRUCTION OF TRUNK SEWER IMPROVEMENT". -4- �' Minutes of the Special Meeting of the village Council" June 26, 1956 The motion for the adoption of the foregoing resolution was duly seconded by Member Stark, and upon vote being taken thereon the following members voted in favor thereof: Bies, Nadasdy, Icahn, Stark and Teresi, and the following voted against the sames None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk. Orr Engineering Company: Lateral Sanitary Sewer, Mary Hills -Dawn Acres: Mr. Harry Mayeron representing the G.M.Orr Engineering Gompany recommended khat the bid of Barbarossa and Nodland Company be accepted. Member Teresi introduced the following resolution and moved its adoption: "RESOLUTION AWARDING CONTRACT" The motion for the adoption of the foregoing resolution was duly seconded by Member Stark, and upon vote being taken thereon the following members voted in favor thereof: Bies, "VTadasdy, Rahn, Stark and Teresi, and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Clerk. Suburban Sanitary Disposal Authority : Member Stark intr6duced the following written resolution and NDVED its adoption: 11RESOLUTION PROVIDING FOR PARTICIPATION IN CERTAIN STUDIES OF PROPOSED MUNICIPAL DISPOSAL FACILITIES." -- The motion for the adoption of the foregoing resolution was duly seconded by Member Bies and upon vote being taken theron the following voted in favor thereof: Bies, Nadasdy, Stark, and Teresi, and the following abstained: Rahn, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk.
