SPECIAL MEETING
of the
VILLAGE COUNCIL
July 24, 1956
Pursuant to due call and notice thereof a Special Meeting of the Village Council
of the Village of Golden Valley, Hennepin County, Minnesota, was held at the
Village Hall in said Village on July 24, 1956, at 7:30 o'clock P.M. The following
members were present: Bies, Nadasdy, Rahn, Teresi and the following were absent:
Stark. The Mayor called the meeting to order at 7:35 o'clock P.M.
The Mayor announced that sealed bids for the construction of Improvement No. 20
had been received in accordance with the notice of advertisement for bids published
by the Clerk as directed by the resolution of this council adopted June 26, 1956.
Said bids were received at a meeting at 11:00 o'clock A.M., July 20, 1956, were
there opened, publicly read and referred to the Engineer for study, tabulation and
recommendation at this meeting. The Engineer for the Village stated that he had
tabulated the total contract cost under terms of said bids in accordance with the
unit prices stated therein, and recommended acceptance of the following bids:

Member Bies then introduced the following resolution and MOVED its adoption:
"RESOLUTION AWARDING CONTRACT FOR IMPROVEMENT NO. 20"
The motion for the adoption of the foregoing resolution was duly seconded by
Member Teresi and upon vote being taken thereon, the following voted in favor
thereof: Bies, Nadasdy, and Rahn, and the following voted against the same:
None, whereupon said resolution was declared duly passed and adopted, signed
by the Mayor and his signature attested by the Clerk. See Resolutions Book

Public Hearing Improvement on W Yale Garden Homes:
The Village Engineer presented an affidavit showing publication of notice of
public hearing on Improvement W 2 Yale Garden Homes in the official newspaper,
on July 12 and July 19, 1956, in accordance with the resolution adopted by this
Council on June 26, 1956.
The Mayor announced that the meeting was open for the consideration of objections,
if any, to the -proposed improvement. All persons present were then given oppor-
tunity to present oral objections, and all written objections heretofore filed
with the Clerk were presented and considered, and all such objections were
tabulated as follows:

The Village Engineer stated that a sufficient petition was on file in the
Administrative Office. MOVED by Bies seconded by Teresi carried to authorize
construction of the streets in the North 2 lots 15 through 20. Mr. Cavanaugh
will obtain easements on lots 11 through 14 in the West z of Yale Garden
Homes.
MOVED by Rahn seconded by Teresi carried to authorize a surveyor to do the field
work for preparation of plans.
South Trunk Sewer Assessment Method:
The Council discussed different methods of assessment and requested that a report
be submitted at the next regular council meeting.
Golden Valle Baptist Church Building Permit:
The Village Engineer presented plans and'specifications for the construction of
the Golden Valley Baptist Church located at 7001 Harold Avenue, Mr. Fredrickson
stated that the plans and specifications were satisfactory.
MOVED by Rahn seconded by Bies carried to grant a building permit to the Golden
Valley Baptist Church.
New Hope Annexation:
A group of residents of New Hope, approximately 29 persons appeared before the
Council to request the Village of Golden Valley to annex the Village of New
Hope. Mr. E. M. Lamphere stated New Hope had the following to offer: approx-
imately 3,200 acres, 90% undeveloped, approximately 600 acres zoned industrial,
125 acres zoned Commercial, with an $832,000.00 assessed valuation for 1955
payable in 1956, only 10% developed in the North and Northeast area, with an
approximate population of 1,500. MOVED by Rahn seconded by Teresi carried to
instruct all department heads to express their opinion. pro and con on the
annexation of New Hope, a written report to be submitted on the 4th of September,
1956 by the following:

Council requested a letter be sent to the New Hope Village Council informing
them of the request by a delegation of residents for annexation to Golden Valley
and a report of the results of Council action on September 4, 1956.
MOVED by Bies seconded by Rahn carried to adjourn the meeting.
