SPECIAL MEETING
of the
VILLAGE COUNCIL
January 22, 1957
Pursuant to due call and notice thereof a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held in the Meadowbrook School in said Village on January 22, 1957, at
7:15 o'clock P.M. The following members were present: Bies, Nadasdy,
Rahn, Stark, and Teresi; and the following was absent: None. The Mayor
called the meeting to order at 7:20 o'clock P.M.
New Village Hall Plans:
Mr. Ned A. Flanders, 427 Westwood Drive North, acting chairman for a group
of citizens representing the Hennepin County Library Board, presented a
petition requesting that the Council provide space for a branch library in
the new Village Hall.
MOVED by Stark seconded by Rahn carried to provide adequate space in the
new Village Hall for a public library.
Attorney's Report Re: Glorvick & Holzapfel Condemnation:
The Village Attorney reported that condemnation proceedings had been com-
pleted and awards made for the property known as the "Glorvick" property
for the sum of $24,500.00 and for the "Holzapfel" property for the sum of
$30,000.00.
MOVED by Rahn seconded by Bies carried to instruct the Administrator to
issue a check to Mr. Glorvick in the amount of $24,500.00 and a check to
Mr. Holzapfel in the amount of $30,000.00.
Appointment of Architectural Firm to Design the New Village Hall:
MOVED by Rahn seconded by Teresi carried to appoint the architectural firm
of Haarstick and Lundgren to design the new Village Hall. Contract for
said work, dated January 15, 1957, is on file in the Clerk's office.
Public Hearing, Sanitary Sewer Lateral Construction, South Trunk Sewer Dis-
trict No. 2, and in Districts Nos. 1 and 3:
The Administrator presented an affidavit of publication in the official
Village newspaper of notice of public hearing on certain proposed Sanitary
Sewer Lateral construction as described in the resolution of the Council
relating thereto, adopted December 18, 1956. Said affidavit was examined,
approved and ordered placed on fil in the office of the Village Administrator.

The May/announced that the meeting was open for public hearing on said
proposed improvement and all persons present who desired to do so were
afforded an opportunity to express their views thereon, and all written
objections heretofore placed on file were noted and considered as follows:

The Consulting Engineer explained the areaswere determined by similarity
of terrain.
For purposes of public hearing, bidding, assessment, and administration,
the Council divided the 1957 lateral sewer program into two area. Area
(a) includes Tyrol Hills, Glendale, and Spring Green additions, and
other additions included within a district, bounded on the east and south
by the Village limits, on the west by Turner's Crossroad (a lateral will
be built west to Colorado extended, however), and on the north by Olson
Highway and the M. N. & S. Railroad tracks. Area (b) is made up of
several rather isolated areas, including the W innetka Avenue Improvement,
the Douglas Drive Improvement, and others.
The Village Attorney explained policy on petitions, that they require
51% or 4/5 vote of Council.
Mr. Robert K. Adams Stated if they wanted sewer they must

Mrs. Robert Etzler Wanted information re: Assessment of user

Mr. Wm. Van Buesekom Protested construction of lateral
1170 Douglas Drive No. sewer on Douglas Drive North,
from Bassett's Creek south to
Golden Valley Road.
Mr. Brooks Naffziger Didn't understand that Spring Green
421 Turner's Crossroad area would be included with other
areas.
Mr. Robert K. Adams Wants sewer, but also wants water,

cheaper.
Dr. Donald L. Barr Felt that estimate of $5.50 per foot,
1421 Brenner Pass perhaps a little more, was a good
estimate; but the present estimate
is a lot more, in fact, almost
double.
The Administrator stated that taxpayers have 30 days after October 10th,
to prepay their special assessment without interest.
Mr. Paul Enghauser Called for a raise of hands to deter -

construction.
Mr. Robert K. Adams Install laterals now, otherwise can -

Mr. George T. Pennock Wants sewer, discrepancy in cost

Mrs. H. Vernon Lien In favor of lateral installation.

sewer.
Area G along Wayzata Boulevard want sewer.
The Mayor closed the public hearing.
The Council after discussion and consideration decided to continue the
present policy regarding laterals to be constructed, as established
in 1954.
MOVED by Rahn seconded by Teresi carried to omit that part designated
as area A, on Glenwood Avenue from Turners Crossroad to the centerline
of Edgewood Avenue;..
Member Stark asked the audience, "If anyone does not want sewer, please
raise your hands". No hands were raised.
Member Rahn then introduced the following resolution and moved its
adoption:
"RESOLUTION ORDERING CONSTRUCTION OF AND DIRECTING PREPARATION OF FINAL
PLANS AND SPECIFICATIONS FOR LATERAL SEWER IMPROVEMENTS 2(a) THROUGH
2(g)"
The motion for the adoption of the foregoing resolution was duly seconded
by Member Teresi, and upon vote being taken thereon, the following members
voted in favor thereof: Bies, Nadasdy, Rahn, Stark and Teresi; and the
following voted against the same: None, whereupon said resolution was
declared duly passed and adopted, signed by the Mayor and his signature
attested by the Clerk. See Resolution Book, page 19 -
Richland Hills Plat, Final Approval:
MOVED by Stark seconded by Bies carried to grant final approval of Rich-
land Hills Plat as submitted by Fred Jones, subject to furnishing proper
bond and to authorize the proper Village officials to affix their sig-
natures thereo, preliminary approval was granted December 18, 1956.
MOVED by Rahn seconded by Stark carried to adjourn the meeting.
