REGUTAR MEETING
of the
VILLAGE COUNCIL
Match 18'-.1958
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 8030 Olson Memorial Highway in said Village on March 18, 1958, at
7:30 o'clock P, M.
z
The following members were presents Bies, Flannagan, Scherer, and Teresi;
and the following was absent: Nadasdy.
The Acting Mayor called the meeting to order at 7:45 o'clockP. M.
Present were Acting Village Clerk and Administrator Donald Sorensen, Village
Attorney Stanley Kane, Village Treasurer C. W. Bryan, Building Inspector
Dan Lynch, Acting Chief -of -Police Everett Frandsen, Road Superintendent Arno
Denzin, Assistant Village Attorney Neal Peterson, Deppty Clerk -Helen Penniman,
Consulting Engineer*s Harry Mayeron and Robert J. Huston, Chairm of the Zon-
ing Committee of the.Planning Commission Paul Velz.
Minutes of the Meeting of March 4, 1958, and March 11, 1958:
MOVED by Teresi seconded by Flannagan carried to approve the minutes of March
40 1958, and March 11, 1958.
Awarding of Bids - Police Patrol Car:
The Acting Administrator presented an affidavit of publication of notice of
call for bids for a Police Patrol Car in the official newspaper per specifi-
cations. Said affidavit was examined, approved and ordered placed on file
in the Clerk's office.
The Acting Mayor announced that this was the time and place affixed in said
notice for the opening and consideration of sealed bids presented in the
course of said notice. The Acting Administrator stated that three bids for
the Police Patrol Car were received as follows:

MOVED by Teresi seconded by Flannagan carried to refer the above bids to
the Acting Chief -of -Police for tabulation.
Awarding of Bids - Industrial Tractor:
The Acting Administrator presented an affidavit of publication of notice of
call for a Industrial Type Tractor in the official newspaper per specifica-
tions. Said affidavit was examined, approved and ordered placed on file in
the Clerk*s office.
The Acting Mayor announced that this was the time and place affixed in said
notice for the opening and consideration of ,sealed bids presented in the
course of said notice. the Acting Administrator stated that five bids for
the Industrial Tractor were received as follows:

MOVED by Teresi seconded by Flannagan carried to refer the above bids to
the Village Engineer for tabulation and report recommendation to the Council
at the meeting of April 1, 1958.
Awarding of Bids - Police Patrol Car:
Acting Chief -of -Police recommended the bid of Dahlberg Brother Ford Company,
in the amount of.$1,099.00.
MOVED by Teresi seconded by Flannagan carried to accept the low bid of Dahl-
berg Brothers Ford Company, in the amount of $1,099.00, and to return the
bid checks of the unsuccessful bidders.
Regular Meeting of the Village Council
March 18, 1958
Multiple Dwelling - Douglas Drive at Olympia (Klink Realty):
Mr, Paul Velz, Chairman of the Zoning Committee of the Planning Commission
submitted the Planning Commission report dated March 13, 1958. The above
referenced matter was referred to the Zoning Committee for further study.
The Zoning Committee will make the report to the Planning Commission on
March -20, 1958.
MOVED by Teresi seconded by Flannagan to defer the matter to the April 1,
1958 meeting.
MultiRle Dwelling= Turner's Crossroad at Woodstock (B. A. Robbins):
-Mr. Paul Velz, Chairman of the Zoning Committee of the Planning Commission
submitted the Planning Commission report dated March --13, 1958.
MOVED by Teresi seconded by Flannagan carried to defer the action to the
meeting of April 1, 1958, pending a full Council.
Requcst'-for Rezoning for Multiple Dwelling - 2100 Lilac- Drive, F and R
Mr. Paul Velz, Chairman of the Zoning Committee of the Planning Commission
reported the Planning recommended approval of said rezoning.
(See minutes of March 13, 1958)
MOVED by Flannagan seconded by Teresi carried to call a Public Hearing to
rezone 2100 Lilac Drive North from Open Development to Multiple Dwelling
Zone, at the meeting of April 15, 1958.
Public Hearing - Rezone Trach Property Prudential:
The Actine'Village Clerk and Administrator presented an affidavit of pub-
lication of notice in the official Village newspaper of public hearing to be
held at this time and place regarding the proposed rezoning as described in
said affidavit from Open Development to Multiple Dwelling Zone. Said affi-
davit was examined, approved and ordered placed on file in'the Clerk's office.
The Acting Mayor accounced that this was the time and place for the Public
Hearing above referred to and all persons present who desired to --do so were
afforded an opportunity to express their views thereon, and all written
objections heretofore filed with the Clerk were presented and considered
as follows:

MOVED by Teresi seconded by Flannagan carried to approve the ordinance
herein quoted by title on its first reading.
Continued Public Hearing -Lateral Sanitary Sewer 58-L.F.(5,13,144,15A,17,19,
21):
The Acting Mayor announced that the purpose of this continued public hearing
was and is further consideration of the proposed Lateral Sanitary Sewer -Im-
provement (Project 58-L.F.) on which public hearing was held at the meeting
of March 11, 1958, at which time action was deferred. No persons presented
objections except the following:

ements above approved by resolution with additional improvements to be con-
sidered at the meeting of April 1, 1958.
Street Vacation, Triton Drive from Regent to Quail:
Mr. Paul Velz, Chairman of the Zoning Committee of the Planning Commission
submitted the Planning Commission recommendation dated March 13,:1958.
The Council requested estimates and recommendations for storm sewer, street
construction, for Triton Drive from the Village Engineer for the meeting of
April 1, 1958.
Bills:
MOVED by Teresi seconded by Scherer carried to approve the bills as submitted
on the prelist. t
Hardship Waiver - Thomas Mulcahy, 111 Ardmore Drive:
Mr.. Paul Velz, Chairman of the Zoning Committee of the Planning Commission
submitted the Planning Commission recommendation dated March 130 1958.
LOVED by Scherer seconded by Flannagan carried to grant a 10 foot waiver as
requested in lieu of the 5 foot waiver recommended by the Planning Commission.
Correction of Zonings prior to codification of Zoning Code:
Mr. Paul Velz, Chairman of Zoning Committee of the Planning Commission sub-
mitted a written report dated March 13, 1958.
MOVED by Scherer seconded by Flannagan carried to refer said report to the
Village Attorney for study and recommendation.
Intim ernalAud�_Codes for Sanitary Sewer Lateral No. 1:
The Council dererred the matter to the:meeting of April 1, 1958.
Site Location-Minnegolis, Northfield Fand `Southern R.R.:
MOVED by Scherer seconded by Flannagan carried to approve the site location
as submitted and ordered said plat placed on file in the Building Inspectors
office.

New Village Hall Committee Rej2ort:
The Council ordered said report dated March 12, 1958, placed on file in
the Clerk's off ice.
Traffic Control Signals, T. H. #55 and Douglas Drive Extended:
Member Flannagan introduced the following resolution and MOVED its adoption:
"RESOLUTION APPROVING INSTALLATION OF TRAFFIC CONTROL SIGNALS" (T.H. #55
and Douglas Drive Extended)
The motion for the adoption of the foregoing resolution was duly seconded
by Member Scherer; and upon vote being taken thereon, the following voted
in favor thereof: Bies, Flannagan, Scherer, and Teresi;
and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted, signed by '
the Acting Mayor, and his signature attested by the Clerk. See Resolutions

Automatic Voting Machines:
The Acting Village Clerk and Administrator read a letter from the Schoup
Voting Machine Corporation, dated March 11, 1958. Said letter was ordered
placed on file in the Clerk*s office. The Council discussed the matter at
length.

MOVED by Teresi seconded by Flannagan carried to have the Mayor sign the
preceding referenced licenses at the meeting of April 1, 1958.
MOVED by Teresi seconded by Scherer carried to refer the matter of license
plates for Milk Trucks, Garbage Trucks, Scavengers, Auto Livery, and
Peddlers, to the Village Attorney for study and recommendation.
Appointment of Member to Suburban Sanitary Disposal Authority:
Council deferred the matter to the meeting of April 1, 1958.
Re: Games of Skill:
Council requested the Police Department to survey the games of skill in the
Village and submit a report for the meeting of April 1, 1958.
MOVED by Flannagan seconded by Scherer carried to adjourn the meeting at
11:30 P. M.
