05-06-58 City Council Minutes1 1 1 n REGULAR MEETING of the VILIAGE COUNCIL May 6, 1958 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota was held at 8030 Olson Memorial Highway in said Village on May 6, 1958, at 7:30 o'clock P. M. The following members were present: Bies, Flannagan, Scherer, and Teresi; and the following was absent: Nadasdy. The Acting Mayor called the meeting to order at 7:35 o'clock P. M. Present were Village Clerk and Administrator Roger K. Ulstad, Village Attorney Stanley Kane, Village Engineer Donald Sorensen, VillageTreasurer C. W. Bryan, Deputy Clerk Helen Penniman, Sewer and Water Superintendent Donald Spaulding, Plumbing Inspector Harry Hamman, President of the Planning Commission George Pennock Minutes of April 15, 1958 and April 29, 1958: MOVED by Teresi seconded by Flannagan carried to approve the minutes of April 153, 1958, and April 29, 1958. Call for Bids — Voting Machines: The Village Administrator presented an affidavit of publication of notice of call for bids for eighteen voting machines in the official newspaper per specifications. Said affidavit was examined, approved and ordered placed on file in the Clerk's office. The Acting Mayor announced that this was the time and place affixed in said notice for the opening and consideration of sealed bids presented in the course of said notice. The Administrator stated that two bids for the voting machines were received as follows: NAME TOTAL BID Shoup Voting Machine Corporation $29,674.08 Automatic Voting Machine Corporation $28,548.00 The Administrator recommended that the Council accept the low bid of the Automatic Voting Machine Corporation. MOVED by Teresi seconded by Flannagan carried to accept the recommendation of the Administrator and award the bid to the Automatic Voting Machine Corporation in the amount of $28,548.00, and return the bid bond to the unsuccessful bidder. b2 Regular Meeting of the Village Council, May 6, 1958 Request to Advertise for Bids for Hose Dryer: The Administrator presented a request and specifications dated April 15, 1958, from the Firc Department to advertise for bids. MOVED by Teresi seconded by Flannagan carried to advertise a call forbids for a Hose Dryer at the meeting of May 20, 1958. Request to Advertise for Bids for Sewer Truck: The Administrator presented a request to advertise for bids dated March 11, 1958. MOVED by Teresi seconded by Flannagan carried to advertise for call for bids for a Sewer Truck at the meeting of May 20, 1958. Public Hearing-Pronosed Lateral Sanitary Sewer -.Ewald Heights: The Administrator presented_ an affidavit showing publication in the.official newspaper of the notice of public hearing on a certain propos:': -«blit improvement described in the resolution of this Council relating thereto, adopted on April 15, 1958. Said affidavit was then examined, approved and ordered placed on file in the office ofthe Village Clerk. The Mayor announced that the meeting was open for public hearing on said proposed public improvement and all persons present .to do so were afforded opportunity to express their views thereon. No persons presented objections except the following: OBJECTOR OBJECTION None None The Acting Mayor closed the public hearing. Member Flannagan introduced the following resolution and MOVED its adoption: "RESOLUTION ORDERING CONSTRUCTION OF A CERTAIN PUBLIC IMPROVEMENT" (Sanitary Sewer 58-L.F.-25 Ewald Heights, etc. Sanitary Sewer Lateral) The motion for the adoption of the foregoing resolution was duly seconded by Member Teresi and, upon vote being taken thereon, the following members voted in favor thereof: Bies, Flannagan, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk. See Resolutions Book page 1 2 Regular Meeting of the Village Council, May 6, 1958 Discussion Re: Petition o2posing lateral sewer extension on Sumter 58-L.F.-Z0: The .Engineer presented a petition submitted against the extension of sewer on Sumter from Phoenix to Plymouth. OBJECTOR OBJECTION Mr. Bernard Buckley Opposed tosewer on Sumter from 1203 Sumter Avenue North Phoenix to Plymouth. MOVED by Flannagan seconded by Scherer carried to take no action on the above referenced petition. Public Hearin-Rezonin Thompson Lumber Co an -Industrial Zone: The Administrator presented an affidavit showing publication in the official newspaper of anotice of public hearing to be held at this time and place regarding the proposed rezoning as described in said affidavit from Open Development to Industrial Zone. Said affidavit was examined, approved and ordered placed on file in the Clerk*s office. The Acting Mayor announced that this was the time and place for Public Hearing above referred to and all persons present who desired to do so were afforded an opportunity to express their views thereon, and all written objections heretofore filed with the Clerk were presented and considered as follows: OB ECTOR None OBJECTION None Mr. George Pennock, President of the Planning Commission presented the re- commendations of the Planning Commission (see minutes of April 10, 1958). The Acting Mayor closed the Public Hearing. MOVED by Teresi seconded by Flannagan carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Thompson Lumber Cam pany-Industrial) LVED by Teresi seconded by Flannagan carried to approve the ordinance herein quoted by title on its first reading. Public Hearing - Rubel, Wayzata Boulevard - Multiple Dwelling Zone: The Administrator presented an affidavit showing publication in the official newspaper of a notice of public hearing to be held at this time and place regarding the proposed rezoning as described in said affidavit from Residential to Multiple Dwelling Zone. Said affidavit was examined, approved and ordered placed on file in the Clerk*s office. Regular Meeting of the Village Council, May 6, 1958 The Acting Mayor announced that this was the time and place for the Public Hearing above referred to and all persons present who desired to do so were afforded an opportunity to express their veiws thereon, and all written objections heretofore filed with the Clerk were presented and considered as follows: OBJECTOR A group of residents in said area appeared. OBJECTION They objected to rezoning said area to Multiple Dwelling Zone from Residential Zone. The Acting Mayor then closed the Public Hearing. MOVED by Flannagan seconded by Teresi carried to deny the request to rezone said area from Residential Zone to Multiple Dwelling Zone. Member Scherer abstained from voting. Request for Public Hearin --RezoningO1 m is and Douglas Drive - StanleyKlink: Mr. Atkinson of Klink Realty appeared and requested a public hearing to rezone property at Olympia and Douglas Drive from Open Development to Multiple Dwelling Zone. Mr. George Pennock, President of the Planning Commission presented the Planning Commission recommendations (see minutes of April 10, 1958). MOVED by Flannagan seconded by Teresi carried to advertise for call for Public Hearing to Rezone property at Olympia and Douglas Drive from Open Development to Multiple Dwelling Zone at the meeting of June 3, 1958. Public Hearing - Street Vacations: The Administrator presented an affidavit showing publication in the official newspaper of a notice of public hearing to be held at this time and place regarding certain street vacations. Said affidavit was examined, approved, and ordered placed on file in the Clerk's office. The Acting Mayor announced that this was the time and place for the Public Hearing above referred to and all persons present who desired to do so were afforded an opportunity to express their views thereon, and all written objections heretofore filed with the Clerk were presented and considered as follows: OBJECTOR OBJECTION None None The Acting Mayor closed the Public Hearing. See Resolutions Book Page Commercial Building Permit - Drive -In Restaurant 9010 Olson Memorial Highway: Mr. Lee Palmer appeared and presented survey, plans and specifications for a Drive -In Restaurant at 9010 Olson Memorial Highway. MOVED by Teresi seconded by Flannagan carried to grant a building permit for a Drive -In Restaurant at 9010 Olson Memorial Highway, subject to the approval of plans and specifications by the Village Building Inspector. Commercial Building Permit - Office Buildin Minneapolis, Northfield and Southern Railroad, 801 Indiana Avenue: The Building Inspector presented plans and specifications for an Office Building at 801 Indiana Avenue for the Minneapolis, Northfield and Southern Railway Company. LVED by Teresi seconded by Flannagan carried to grant a building permit for an Office Building at 801 Indiana Avenue, subject to the approval of plans by the Village Building Inspector. Commercial Building Permit - Office Building,6450 Wayzata Boulevard Carl M. Hansen: Mr. Hansen presented a survey, plans and specifications for an Office Building at 6450 Wayzata Boulevard. MOVED by Flannagan seconded by Teresi carried to grant a building permit for an Office Building at 6450 Wayzata Boulevard, subject to the approval of plans by the Village Building Inspector. Commercial Building Permit - Holiday Motor Hotel (38) Units: Mr. Bennett presented a survey, plans and specifications for the addition of thirty-eight (38) units to the Holiday Motor Hotel. MOVED by Teresi seconded by Flannagan carried to grant a building permit for thirty-eight (38) units to the Holiday Motor Hotel, subject to the approval of plans by the Village Building Inspector. Commercial Building Permit -Office and Warehouse 750 Florida Avenue South Rauenhorst Construction Company_: Mr. Rauenhorst presented a survey, plans and specifications for an Office and Warehouse building at 750 Florida Avenue South. 9 Regular Meeting of the Village Council, May 6, 1958 MOVED by Flannagan seconded by Teresi carried to grant a building permit for Office and Warehouse building at 750 Florida Avenue, South, subject to the approval of plans by the Village Building Inspector. Re: Purchase of Backhoe for Tractor: The Administrator presented a request for the purchase of a Backhoe for the Industrial Tractor according to specifications dated March 31, 1958. MOVED by Teresi seconded by Flannagan carried to approve the purchase of a Backhoe for the Industrial Tractor purchased April 15, 1958. Re: Acquisition of additional 10 feet for street riEht-of-way, Lot 42 Ottots First Addition, Vincent Mandile: MOVED by Scherer seconded by Ter"esi carried to acquire an additional 10 feet for Street right-of-way on Lot 42, Otto*s First Addition subject to granting hardship waiver upon application for four lots to be platted from Lot 42. Re: Ac uisition of Easement No. 1 South Trunk Sewer District Laurel and Colorado: The Village Attorney gave a resume of the work regarding the, acquisition of said easement.
