06-23-59 Special MeetingSPECIAL MEETING of the VILLAGE COUNCIL June 23, 1959 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on June 23, 1959, at 8:00 o'clock P. M. The following members were present: Bies, Flannagan, Scherer, and Teresi; and the following was absent: Nadasdy. Present were Village Clerk and Administrator, Roger K. Ulstad; Village Attorney, Stanley D. Kane; Village Engineer, Donald Sorensen; Deputy Clerk, Helen Penniman; Justice A. Paul Lommen; Justice Chester Campbell. Award of Bids for Concrete Curb and Gutter: The Village Engineer reported on the bids opeded publicly on June 16, 1959, as follows: The Engineer recommended the bid be awarded to the low bidder, 0. Drevdahl and Son Company in the amount of $16,083.60. Member Flannagan then introduced the following resolution and MOVED its adoption: "RESOLUTION AWARDING CONTRACT FOR STREET IMPROVEMENT NO. C. G. 1341' The motion for the adoption of the foregoing resolution was duly seconded by Member Scherer and upon vote being taken thereon, the following voted in favor thereof: Bies, Flannagan, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Clerk. See Resolution Book page `, . MOVED by Flannagan seconded by Scherer carried to award the bid for concrete curb and gutter to 0. Drevdahl and Son Company, upon the reco- mmendation of the Village Engineer. Informal Discussion with justices of the Peace_: Justice A. Paul Lommen and Justice Chester Campbell appeared and dis- cussed the background of Justice Court, Traffic Bureaus and Municipal Courts with the Council. After discussion Council felt the volume of minor offenses was to small to justify setting up a Traffic Bureau at this time, and the same applied to establishing a Municipal Court. Mr. Charles Merchant re: Laurel Avenue: Mr. Merchant did not appear, Council tabled the matter. Special Meeting of the Village Council, June 23, 1959 Continental Baking Company: Mr. Harstead, Attorney for Continental Baking Company, reported that the final agreements were near completion, and informed the Cazncil that Mr. George Minder requested an indication that his property could be zoned to Light Industrial as a condition to his,final agreement with the Minneapolis Northfield and Southern Railroad. Mr. Godward, Consulting Engineer, discussed the proposed location of the spur track along Laurel Avenue. Council agreed to call a public hearing for the proposed rezoning of the north 300 feet abutting Laurel Avenue for rezoning to Light Industrial or other zone upon the recomm— endation of the Planning Commission. Council referred the matter to the Planning Commission on July 16, 1959. MOVED by Teresi seconded by Flannagan carried to call a Public Hearing to rezone 300 feet to the north of Laurel Avenue, on July 21, 1959. Discussion re: Extension of New Highway #66 West of Highway #100: The Engineer submitted the proposed plans for New Highway #66 West of Highway #100. Council affirmed the plans should remain as proposed at the June 9, 1959, meeting. MOVED by Scherer seconded by Flannagan carried to adjourn the meeting at 10:00 o'clock P. M.
