02-07-61 City Council Minutes12 REGULAR MEETING of the VILLAGE COUNCIL February 7, 1961 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on February 7, 1961, at 7:30 o'clock P.M. The following members were present: Bies, Flannagan, Scherer, and Teresi; and the following was absent: Nadasdy. Present were Village Manager, Roger K. Ulstad; Village Attorney, Stanley D. Kane; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman. The Acting Mayor called the meeting to order at 7:40 o'clock P. M. Invocation: Rev. Michael D. Furney, Valley of Peace Lutheran Church. Minutes of January 17, 1961: MOVED by Teresi seconded by Flannagan carried to approve the minutes of January 17, 1961, as submitted to the Council. Continued Public Hearing - Rezoning, Brown Property: MOVED by Flannagan seconded by Teresi carried to continue the Public Hearing set for February 7, 1961, to the meeting of February 21, 1961, upon request of the petitioner, Irving Brown. Minneapolis Gas Company - Metropolitan Industrial Study: All present agreed to add the above matter to the agenda. The Village Manager read a letter from the Minneapolis Gas Company, dated February 7, 1961, said letter was ordered placed on file in the Clerkts office. Mr. Bert H. Roberts, Vice President, Area Development, explained the back- ground and reasons for the Metropolitan Industrial Study and maps relating thereto. Mr.Welslager and Mr. Reidberg presented the Golden Valley map series and explained the various overlays to the Council. Request to Advertise for Bids for Patrol Car on March 7, 1961: The Village Manager presented the request to advertise for bids for Patrol Car on March 7, 1961. Approval of Dues for Hennepin County League of Towns & Municipalities: The Village Manager presented the request for approval of dues for Hennepin County League of Towns & Municipalities, Golden Valley's share for 1961, $10.00; and recommended the Executive Committee of the League to hire a full time Executive Secretary and establish a budget of $21,700.00, for the next two year period. MOVED by Flannagan seconded by Teresi carried to approve the League's hiring a full time Executive Secretary and to pay Golden Valleyts share of the proposed budget of $500.00. Resolution re: Hennepin County Nursing District: The Village Manager presented the resolution for consideration regarding the Rural Hennepin County Nursing District. Member Flannagan introduced the following resolution and MOVED its adoption: "A RESOLUTION RELATING TO PARTICIPATION IN THE RURAL HENNEPIN COUNTY NURSING DISTRICT" The motion for the adoption of the foregoing resolution was duly seconded by Member Scherer and, upon vote being taken thereon, the following members voted in favor thereof: Bies, Flannagan, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. See Resolutions Book page 9 - Re: Suburban Health Department: The Village Manager gave a resume of the studies concerning the possibility of six municipalities in Hennepin County forming a Suburban Health Department. MOVED.by Teresi seconded by Flannagan carried that the Council is interested in forming a Suburban Health Department, omitting the Mental Health Program at this time. Appointment of Weed Inspector for Golden Valley: MOVED by Scherer seconded by Teresi carried to reappoint Mr. Walter Julian as Weed Inspector for Golden Valley for 1961. Re: 6730 Winsdale Street, Ordinance Violation: The Village Manager explained the condition that has existed at 6730 Winsdale Street. A Residence and garage used for living quarters on a 50 foot lot in violation of the ordinance. The Building Inspector has tagged the garage since it is now vacant. The owner of 6730 Winsdale did not appear. Council took no action. IE Regular Meeting of the Village Council, February 7, 1961 Page 3. Ordinance Re: "Off -Sale Intoxicating Liquor": The Village Attorney presented a proposed amendment regarding "Off -Sale Intoxicating Liquor". MOVED by Flannagan seconded by Teresi carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (Increasing Off -Sale Liquor License Fees) MOVED by Teresi seconded by Flannagan carried to approve the ordinance herein quoted by title on its first reading. Resolution Re: Approval & Sale of Tax Forfeited Land, Classification T.i c t. (1 771 MOVED by Scherer seconded by Teresi carried to acquire the tax forfeited land on Classification List "506-C" for village use.
