REGULAR MEETING
of the .
VILLAGE COUNCIL
March 7, 1961
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on March 7, 1961, at 7:30
o'clock P. M.
The following members were present: Bies, Flannagan, Scherer, and Teresi;
and the following was absent: Nadasdy.
Present were Village Manager, Roger K. Ulstad; Village Attorney, Stanley D.
Kane; Village Engineer, Donald Sorensen; Building Inspector, Dan Lynch;
Village Clerk, Helen Penniman.
The Acting Mayor called the meeting to order at 7:35 o'clock P. M.
Invocation: Mr. John Curtis, Church of Jesus Christ of Latter Day Saints.
Minutes of February 21, 1961:
MOVED by Flannagan seconded by Scherer carried to approve the minutes of
February 21, 1961, as submitted to the Council.
Awarding of Bids - Police Patrol Vehicle:
The Village Manager presented an affidavit of publication in the official
newspaper of the advertisement for bids for a Police Patrol Vehicle as
described in said affidavit. Said affidavit was examined, approved and
ordered filed in the Clerk's office. The Village Manager, Village Clerk,
and Police Chief met in the Council Chambers at 7800 Golden Valley Road
at 11:00 o'clock A. M. on March 3, 1961, and then and there publicly opened
and read the bids received. The Chief of Police tabulated said bids for
a Police Patrol Vehicle.
The Police Chief tabulated the total of the contract cost under terms of
said bids in accordance with the specifications stated therein, and said
bids were found to be as follows: (see page 2, tabulation)
MOVED by Flannagan seconded by Scherer carried to award the bids for a
Police Patrol Vehicle to Boyer Gilfillan Ford Company in the amount of
$2,164.45, upon the recommendation of the Chief of Police.
Public Hearing - Plat, Maller's Addition:
The Village Manager presented an affidavit of publication in the official
newspaper of the Notice of Public Hearing as described in said affidavit.
Said affidavit was examined, approved and ordered filed in the Clerk's
office.
The Acting Mayor announced that this was the time and place for the public
hearing above referred to and all persons who desired to do so were afforded
an opportunity to express their views thereon, and all written objections
heretofore filed with the Clerk were presented and considered as follows:

None None
The Village Manager presented the recommendation of the Planning Commission
recommending approval of the plat (see minutes of February 16, 1961).
The Acting Mayor closed the public hearing.
Member Teresi introduced the following resolution and MOVED its adoption:
"RESOLUTION"
(Acceptance of Platting
of Maller*s Addition)
The motion for the adoption of the foregoing resolution was duly seconded by
Member Flannagan and, upon vote being taken thereon, the following voted in
favor thereof: Bies, Flannagan, Scherer, and Teresi;
and the following voted against the same: None,
whereupon said resolution was declared duly passed and adopted, signed by the
Mayor and his signature attested by the Village Clerk. See Resolutions Book
page-
Re: Resolution Request by City Council of Bloomington:
The Village Manager presented the request from the City of Bloomington,
dated February 23, 1961, asking for Hennepin County municipalities to support
legislation and to adopt a resolution to permit the citizens of Bloomington
to vote on the question of establishing a municipal liquor store.
MOVED by Teresi seconded by Flannagan carried to take no action since the
Hennepin County League of Towns & Municipalities is supporting such
legislation on behalf of the municipalities.
Request for Deletion of N.S.F. Check:
The Village Manager presented a request from the Village Treasurer to delete
a N.S.F. check from the Village records since the amount had been collected
through due process in Municipal Court.
MOVED by Flannagan seconded by Scherer carried to approve the deletion of
an N.S.F. check in the amount of $50.00, upon the request of the Village
Treasurer.
Second Reading Ordinance; Annual_Updating of Zoning Code:
MOVED by Flannagan seconded by Teresi carried to give a second reading to an
ordinance entitled:
"AN ORDINANCE. AMENDING THE ZONING CODE"

MOVED by Teresi seconded by Flannagan carried to approve the ordinance herein
quoted by title on its second reading and to order publication thereof. See
Ordinance Book page A..S -
Re: Special Assessments, Mr. Ellstrom, 15 Meadow Lane North:
The Village Manager presented Mr. Ellstrom's request for relief on the lateral
sewer assessment on his property. Council discussed the request at length.
MOVED by Flannagan seconded by Teresi carried to deny the request for relief
on lateral sewer assessments on Mr. Ellstrom's property.
Request for Building Permit- 5307 & 5311 Circle Downs, Multiple Dwelling:
The Village Manager informed the Council that the proponent requested the
matter be deferred to March 21, 1961.
Request for Preliminary Approval, 5825 St. Croix Ave., Home for Aged:
The Building Inspector presented the proposed plans for a Home for Aged at
5825 St. Croix Avenue for preliminary approval.
MOVED by Teresi seconded by Flannagan carried to grant preliminary approval
for the Home for Aged, subject to the approval of the Building Inspector.
Request for Approval of Zoning Use - 9010 Olson Highway, Nucleonic Controls Corp.:
The Building Inspector presented Mr. M. R. Brown of Nucleonic Controls Corp.,
who explained his company's product and proposed use of the building at
9010 Olson Highway.
MOVED by Flannagan seconded by Teresi carried to approve the use of the
building located at 9010 Olson Highway.
Request for Sign Permit - 1201 Turner's Crossroad, Willard & Michaels:
The Building Inspector presented the request for a sign permit for Willard &
Michaels Beauty Shop at 1201 Turner's Crossroad, 3x8 size.
MOVED by Flannagan seconded by Scherer carried to approve the sign request for
Willard & Michaels Beauty Shop at 1201 Turner's Crossroad, 3x8 size.

All present agreed to add the above matter to the agenda.
MOVED by Flannagan seconded by Teresi carried to instruct the Village
Attorney to defend the suit against the Village by Mr. Irving Brown,
and to employ experts to assist with the case.
Resolution Regarding Tax -Forfeited Lands:
All present agreed to add the above matter to the agenda.
Member Flannagan introduced the following resolution and MOVED its adoption:
