04-11-61 Special MeetingSPECIAL MEETING of the VILLAGE COUNCIL April 11, 1961 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on April 11, 1961, at 7:30 o•clock P. M. The following members were present: Flannagan, Nadasdy, Scherer and Teresi; and the following member was absent: Bies. Present were Village Manager, Roger K. Ulstad; Village Attorney, Stanley D. Kane; Village Engineer, Donald Sorensen; Village Treasurer, John Murphy. The Mayor called the meeting to order at 7:35 o'clock P. M. Audit Report: Council discussed the audit report at length. MOVED by Flannagan seconded by Teresi carried to approve the audit report as submitted to the council for the year 1960. MOVED by Flannagan seconded by Scherer carried to retain the George M. Hansen and Company as auditors for the year 1961. Resolution Calling for Bids on May 2. 1961: Member Teresi introduced the following resolution and MOVED its adoption: "RESOLUTION APPROVING PLANS & SPECIFICATIONS & ORDERING ADVERTISEMENTS FOR BIDS" (61 -CG -3,4,6,9,11; 61 -SS -1,3,4) The motion for the adoption of the foregoing resolution was duly seconded by Member Flannagan and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Nadasdy, Scherer, and Teresi; and the following voted against the same; None. whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk. See Resolutions Book page., Member Flannagan introduced the following resolution and MOVED its adoption: "RESOLUTION APPROVING PLANS & SPECIFICATIONS & ORDERING WORK DONE BY DAY LABOR" (61 -BS -2,3,4,5,6,9,11,12,13,14,16,19,20,22, & 29) 55 Special Meeting of the Village Council, April 11, 1961 Page 2. The motion for the adoption of the foregoing resolution was duly seconded by Member Teresi and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Nadasdy, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk. See Resolutions Book page 3- 3r, . Resolution Requesting Public Hearing for Public Improvements: . Member Scherer introduced the following resolution and MOVED its adoption: '"RESOLUTION PROVIDING FOR PUBLIC HEARINGS ON PROPOSED PUBLIC IMPROVEMENTS" (61 -GG -1,3; 61 -SS -2,5; 61 -LF -1,2,3,4,5,6,7,$,9,11,12,13,14; 61 -BS -24; 61 -CG -12) The motion for the adoption of the foregoing resolution was duly seconded by Member Teresi and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Nadasdy, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolution was,declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk. Village Attorney Prosecution of Cases in Village Municipal Court: MOVED by Scherer seconded by Flannagan carried to approve payment for prosecution of cases in Village Municipal Court by the Village Attorney at the rate of $10.00 per case, retroactive to January 1, 1961. Special Meeting on April 25, 1961: MOVED by Teresi seconded by Scherer carried to call a special meeting on April 25, 1961, to complete unfinished business. Policv of Assessment on State Aid Streets for Storm Sewers: MOVED by Teresi seconded by Flannagan carried to establish the policy of storm sewer costs on arterial streets to be paid out of state aid maintenance funds, future curb & gutter and street costs to be assessed directly to the property owner.
