06-05-62 City Council MinutesREGULAR MEETING of the VILLAGE COUNCIL June 5, 1962 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on June 5, 1962, at 8:00 o'clock P. M. The following members were present: Flannagan, Nadasdy, Scherer, and Teresi; and the following was absent: Bies. Present were Village Manager, Roger K. Ulstad; Village Attorney, Stanley D. Kane; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman; Building Inspector, Dan Lynch. The Mayor called the meeting to order at 8:25 P. M. Invocation: Elder Ross Toomer, Church of Jesms Christ of Latter Day Saints, 4000 Golden Valley Road. Minutes of May 15,1962: MOVED by Teresi seconded by Flannagan carried to defer action on the minutes of May 15, 1962, to the meeting of June 19, 1962. Awarding of Bids - Police Patrol Car: The Village Manager announced that in accordance with the terms of the Advertisement for Bids published in the official newspaper, sealed bids for said Police Patrol car have been received and the Village Manager, Village Clerk, and Chief -of -Police have met in the Council Chambers at 7800 Golden Valley Road at 11:00 otclock A. M. on June 1, 1962, and have then and there publicly opened and read the bids received. The Chief -of -Police tabulated said bids and they were found to be as follows: Bidder Total Bid Suburban Chevrolet Company $2,173.80 Hopkins, Minnesota Hopkins Motor Sales Company $25187.96 Hopkins, Minnesota The Chief -of -Police recommended the bid be awarded to Suburban Chevrolet Company of Hopkins, Minnesota, in the amount of $2,173.80, being the lowest bid meeting specifications. MOVED by Teresi seconded by Flannagan carried to award the bid for one Police Patrol Car to the Suburban Chevrolet Company in the amount of $2,173.80, upon recommendation of the Chief -of -Police. 10 5, Regular Meeting of the Village Council, June 5, 1962 Presentation of Award to Raymond Stockman - National Recreation Association: The Mayor presented an award for Outstanding Achievement from the National Recreation Association to Mr. Raymond Stockman, former Chairman of the Park & Recreation Commission. Mr. Stockman accepted the award on behalf of the Park & Recreation Commission. Public Hearing-- Piatting,Qregoryts Addition: The Village Manager presented an affidavit of publication in the official newspaper of the Notice of Public Hearing as described in said affidavit. Said affidavit was examined, approved and ordered filed in the Clerk's Office. The Mayor announced that this was the time and place for the public hearing above referred to and all persons who desired to do so were afforded oppor- tunity to express their views thereon, and all written objections heretofore filed with the Clerk were presented and considered, as follows: OBJECTOR OBJECTION None None The Mayor closed the public hearing. The Village Manager presented the recommendation of the Planning Commission to approve plan A. (see minutes of May 12, 1962). Member Flannagan introduced the following resolution and MOVED its adoption: "RESOLUTION" (Acceptance of Platting of Gregoxyts Addition) The motion for the adoption of the foregoing resolution was duly seconded by Member Scherer and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Nadasdy, Scherer, and Teresi; and the follow- ing voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. Second Reading - Ordinance Comes in Light Industrial and Industrial Uses - LVED by Flannagan seconded by Teresi carried to give a second reading to an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Changes in Light Industrial and Industrial Uses) MOVED by Teresi seconded by Flannagan carried to approve the ordinance herein quoted by title on its second reading and to order publication thereof. Request for Approval of Registered Land Survey - Pon Construction Co.: The Village Manager presented the Registered Land Survey for Ryan Con- struction Company for property located at 8401 Wayzata Boulevard. LVED by Teresi seconded by Flannagan carried to approve the Registered Land Survey for Ryan Construction Company and to authorize the proper officials to sign same. for Preliminary Approval of Plans - 8401 Wayzata Boulevard, Alnhn TanPc_ fR.vnn Construction Co.): The Building Inspector presented the preliminary plans for approval for Aloha Lanes Bowling Alley at 8401 Wayzata Boulevard. MOVED by Teresi seconded by Flannagan carried to approve the preliminary plans as corrected. Request for Building Permit - 1725 Lilac Drive,- Ken Nordling, Multiple Dwelling: 1.07 Regular Meeting of the Village Council, June 5, 1962 Council deferred the above matter to the meeting of June 19, 1962, at request of proponent. Request for Building Permit - 8126 -6th Avenue North, Addition to Garage: The Building Inspector presented the plans for an addition to a garage at 81126 -6th Avenue North for Mr. Hans Reiss. LVED by Flannagan seconded by Scherer carried to approve the request for a building permit for an addition to a garage at 81126 -6th Avenue North, subject to the approval of the Building Inspector. Request for Permit to Display Carri Craft, Golden Hills Shopping Center: The Village Manager presented the request for a permit to display a Carri Craft boat in the Golden Hills Shopping Center for 60 days. MOVED by Teresi seconded by Flannagan carried to approve a permit for 60 days to display a Carri Craft boat in the Golden Hills Shopping Center, subject to clearing any traffic problem with the Police Department. Request to Display Patio Fixtures 76 0 Wayzata Boulevard: The Village Manager presented the request to display Patio Fixtures at 7650 Wayzata Boulevard for 90 days. Area 35 feet x 35 feet. LVED by Flannagan seconded by Scherer carried to approve the request to display Patio Fixtures for 90 days at 7650 Wayzata Boulevard, subject to the Village Manager's approval and deposit of $25.00 cash bond. Renewal of Contract With Suburban Herne in County Relief Board: Member Flannagan introduced the following resolution and MOVED its adoption: "RESOLUTION" (Suburban Hennepin County Relief Board) The motion for the adoption of the foregoing resolution was duly seconded by Member Scherer and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Nadasdy, Scherer, and Teresi; and the follow- ing voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. Resolution Ordering_Dust Treatment for Certain Streets (62-pk,25, 27 32TIL 33): Member Scherer introduced the following resolution and MOVED its adoption: "RESOLUTION ORDERING DUST TREATMENT FOR CERTAIN STREETS" (62 -DA -25, 27, 28, 32, 33) The motion for the adoption of the foregoing resolution was duly seconded by Member Flannagan and, upon vote being taken thereon, the following members voted in favor thereof: Flannagan, Nadasdy, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. MOVED by Flannagan seconded by Teresi carried to approve "Division of Cost Agreement For Grading, Gravel Base, Bituminous Surfacing, Bridge, Curb & Gutter, Storm Sewer and Other Related Improvements of Municipal County State Aid Street #66 in the Village of Golden Valley", and authorize the proper officials to sign the agreement. Resolution Amending Assessment Roll: Member Scherer introduced the following resolution and MOVED its adoption: "RESOLUTION AIMING ASSESSMENT ROLL By CANCELLING INTEREST CHARGES" The motion for the adoption of the foregoing resolution was duly seconded by Member Flannagan and, upon vote being taken thereon, the following members voted in favor thereof: Flannagan., Nadasdy, Scherer, and Teresi; and the following voted against the same: None, whereupon said resolu- tion was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. Regular Meeting of the Village Council, June 5, 1962 Discussion of Concrete Streets- Curb & Gutter: The Village Manager informed the Council that the developers of Brentwood Park and Bergstromxs Valley Heights, Bergstrom's Valley Heights 2nd Addition, have requested concrete streets; curb and gutter be installed. Council discussed the construction of concrete streets; curb and gutter at length. Council took no action.
