01-15-63 City Council MinutesREGULAR MEETING of the VILLAGE COUNCIL January 15, 1963 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on January 15, 1963, at 7;30 o'clock P.M. The following members were present: Flannagan, Schaphorst, and Scherer; and the following were absent: Nadasdy, Teresi. Present were Village Manager, Roger K. Ulstad; Village Attorney, Stanley D. Kane; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman; Building Inspector, Dan Lynch; President of the Planning Commission, Joe L. Brown. The meeting was called to order at 7:35 P.M. Invocation: Rev. Norman D. Long, Church of the Brethren, 8025 Medicine Lake Rd. Minutes of January 2, 1963: MOVED by Scherer seconded by Schaphorst carried to defer action on the minutes of January 2, 1963, to the meeting of February 5, 1963• Awarding of Bids - One Motor Patrol: MOVED by Schaphorst seconded by Scherer carried to defer action on the above referenced matter to the meeting of February 5, 1963. Public Hearing - Zoning, 7700 Olson Highway (Business & Prof. Office): Council continued the public hearing to the meeting of February 5, 1963. Public Hearing - Zoning, 6212 Golden Valley Road (Multiple Dwelling): Council continued the public hearing to the meeting of February 5, 1963. Request for Sign Permit - Custom Tool & Design, 2430 Winnetka Ave. North: The Building Inspector presented the request for a sign permit for Custom Tool & Design at 2430 Winnetka Avenue North. MOVED by Scherer seconded by Schaphorst carried to approve the request for a sign permit for Custom Tool & Design at 2430 Winnetka Avenue North, sub- ject to applicatn setting sign back from property line as far as possible and landscaping the ground; subject to the approval of the Building Inspector. I Regular Meeting of the Village Council, January 15, 1963 Request for Sign Permit - Texaco Service Station, 1875 No. Lilac Drive: The Building Inspector presented the request for a sign permit for a Texaco Service Station at 1875 No. Lilac Drive. MOVED by Schaphorst seconded by Scherer carried to defer action on the above matter to the meeting of February 5, 1963. Request for Sign Permit - Oswald Meat Company, 729 Winnetka Avenue North: The Building Inspector presented the request for a sign permit for Oswald Meat Company at 729 Winnetka Avenue North. MOVED by Scherer seconded by Schaphorst carried to approve the request for a sign permit for Oswald Meat Company at 729 Winnetka Avenue North, subject to the approval of the Building Inspector. Request for Sign Permit --Red Owl, 7820 Olson Highway (S& H Green Stamps): The Building Inspector presented the request for a sign permit for the Red Owl at 7820 Olson Highway. MOVED by Schaphorst seconded by Scherer carried to approve the request for a sign permit for Red Owl (S&H Green Stamps) at 7820 Olson Highway, subject to the approval of the Building Inspector. Request to Move Garage, 3348 Regent Avenue North, LeRoy Lutz: The Building Inspector presented the request to move a garage into the vil- lage at 3348 Regent Avenue North for LeRoy Lutz. MOVED by Scherer seconded by Schaphorst carried to approve the request to move a garage into the village at 3318 Regent Avenue North by LeRoy Lutz, subject to the approval of the Building Inspector. Resolution Renewing Contract - Suburban Hennepin County Relief Board: The Village Manager presented the resolution renewing the contract with Suburban Hennepin County Relief Board for 1963. Member Scherer introduced the following resolution and MOVED its adoption: "RESOLUT ION" The motion for the adoption of the foregoing resolution was seconded by Member Schaphorst and, upon vote being taken thereon, the following voted in favor thereof, Flannagan, Schaphorst, Scherer, and the following voted agaist the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Acting Mayor and his signature attested by the Village Clerk. MOVED by Scherer seconded by Schaphorst carried to approve the following license: No. Licensee 2618 Gopher Taxi Company TTe Fee Taxi -Cab (2) $22.00 Request for Ordinance Waiver - 7740 Winsdale Street, Reynolds Const. Co.: The Village Manager presented the request for Ordinance 1daiver for 7740 Winsdale Street for Reynolds Construction Company. Mr. Joe L. Brown, President of the Planning Commission, presented the recommendation of the Planning Commission to deny said Ordianance Waiver. (see minutes of 1-10-62) . Council took no action. Request for Ordinance Waiver - 1518 Gettysburg North - Merger of Title:: The Village Manager presented the request for Ordinance Waiver for 1518 Gettysburg Avenue North, a merger of title. Mr. Joe L. Brown, President of the Planning Commission, presented the recommendation of the Planning Commission to approve said Ordinance Waiver. (see minutes of 1-10-62). MOVED by Scherer seconded by Schaphorst carried to approve the request for Ordinance Waiver for 1518 Gettysburg Avenue North, upon recommendation of the Planning Commission. Communication From Representative Idm. E. Frenzel: The Village Manager read a letter from Wm. E. Frenzel dated January 7, 1963, regarding County Board Redistricting. Council. suggested a special meeting of the Village Council with Ir. Wm. E. Frenzel, to be arranged by the Village Manager. Request for Street Light, Louisiana & ,,Tayzata Boulevard: The Village Manager presented a request for a street light at the inter- section of Louisiana Avenue South & Wayzata Boulevard. MOVED by Scherer seconded by Schaphorst carried to approve the request for a street light at the intersection of Louisiana Ave. So. & Wayzata Boulevard. 7 �� Regular Meeting of the Village Council, January 15, 1963 Request to Advertise for Bids; Police Patrol Car, Pick -U` p Truck, Survey Vehicle, & Electric Card File: The Village Manager presented a request to advertise for bids for a Police Patrol Car, one Pick -Up Truck, One Survey Vehicle and one Electric Card File on February 5, 1963. MOVED by Scherer seconded by Schaphorst carried to approve the request to advertise for bids for a Police Patrol Car, one Pick -Up Truck, One Survey Vehicle and one Electric Card File on February 5, 1963. Request for Public Hearing_- Replat, Greenview Terrace, February 19, 1963: The Village Manager presented a request to call a pulbic hearing to replat Greenview Terrace on February 19, 1963. (Bus. & Prof. Office): The Village Manager presented a request to call a public hearing to Zone 4225 Golden Valley Road to Business & Professional Office on February 19, 1963. MOVED by Schaphorst seconded by Scherer carried to call a Public Hearing to Zone 1225 Golden Valley Road to Business & Professional Office on February 19, 1963. Recommendation From Planning Commission - Sign Ordinance: The Village Manager presented a proposed Sign Ordinance upon recommendation of the Planning Commission. Mr. Joe L. Brown, President of the Planning Commission discussed the proposed Sign Ordinance with the Council. 1 1 Di Regular Meeting of the Village Council, January 15, 1963 Council instructed the Village Attorney to prepare a Sign Ordinance upon recommendation of the Planning Commission. Preliminary Approval of Sanitary Sewer Extension, Florida & Medicine Lake Road: The Village Engineer presented preliminary plans for the Sanitary Sewer Extension on Florida and Medicine Lake Road with a proposed acquisition rate of .10¢ per front foot to property owners for street and sewer right of way. 14OVED by Scherer seconded by Schaphorst carried to approve the preliminary plans for Sanitary Sewer Extension on Florida and Medicine Lake Road, and to approve the offer of .10� per front foot to property owners. Request for House Movers License, A.A.A. House Movers: The Building Inspector presented a request for a House Plovers License for A.A.A. House Movers. MOVED by Scherer seconded by Schaphorst carried to approve the request for a House Movers License for A.A.A. House Movers. Communication from Payor Honsey of New Hope: The Village Manager read a letter January 12, 1963. Said letter was Office. Council took no action. Bills: from Mayor Honsey of New Hope dated ordered placed on file in the Clerkts MOVED by Scherer seconded by Schaphorst carried to approve the bills as submitted on the prelist. Internal Communications Consultant: All present agreed to add the above matter to the agenda. The Village Manager presented Mr. John W. (Jack) Norstad to the Village Council. Mr. Norstad spoke to the Council regarding his qualifications and experience in internal communications consultant work for suburban government. Council agreed to retain Mx. John W. (Jack) Norstad for a three months trail period as Internal Communications Consultant for $100.00 monthly. Report of Village Attorney - Zane Avenue Grade Crossing: All present agreed to add the above matter to the agenda. The Village Attorney outlined the decision of the Railroad & Warehouse to Regular Meeting of the Village Council, January 15, 1963 Commission dated December 28, 1962, on the Zane Avenue Grade Crossing. MOVED by Schaphorst seconded by Scherer carried unanimously to instruct the Village Attorney not to appeal the Order of the Commission and to instruct the Village Manager and Engineer to endeavor to secure the agreement of $1e Railroad Company to a modification of the Order of the Commission by reducing the daylighted area or by sharing the expense of automatic signals.
