05-14-63 Special Meeting7 51, SPECIAL MEETING of the VILLAGE COUNCIL May lig, 1963 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on May 14, 1963, at 8:00 11clock P.M. The following members were present: Flannagan, Schaphorst, Scherer, and Teresi; and the following were absent: Nadasdy. Three Town Water Agreement: The Village Manager presented the proposed Three Town Water Agree- ment for discussion and consideration. MOVED by Flannagan seconded by Schaphorst carried unanimously to authorize the proper Village Officials to execute the Three Town Water Agreement as submitted, incorporating the changes agreed upon at this meeting, and directing delivery of executed copies of the agreement to New Hope and Crystal upon receipt of copies executed by New Hope and Crystal. Request for Building Permit; St. Margaret Mary Church: The Village Manager presented a request for a building permit for an addition to the School building at St. Margaret Mary, 2301 Zenith Avenue North. MOVED by Schaphorst seconded by Scherer carried to approve the request for a building permit for an addition to the School at St. Margaret Mary at 2301 Zenith Avenue North, subject to the approval of the Build- ing Inspector. Request for Building Permit - Standard Oil Company, 9000 Olson Highway: The Village Manager presented a request for a building permit for an addition to the Standard Oil Service Station at 9000 Olson Highway. MOVED by Teresi seconded by Scherer carried to approve the request for a building permit for an addition to the Standard Oil Service Station at 9000 Olson Highway, subject to the approval of the Building Inspector. Designation of Official Newspaper for Golden Valley: Member Schaphorst introduced the following resolution and MOVED its adoption: "RESOLUTION DESIGNATING THE ST. LOUIS PARK DISPATCH AS OFFICIAL NEWSPAPER FOR VILLAGE OF GOLDEN VALLEY" The motion for the adoption of the foregoing resolution was duly seconded by Member Scherer and, upon vote being taken thereon, the following members voted in fovor thereof: Flannagan, Schaphorst, Scherer, and Teresi; 76 Special Meeting of the Village Council and the following voted against the same: None, whereupon said resolu- tion was declared duly passed and adopted, and was signed by the Pre- siding Officer which was attested by the Clerk. See Resolutions Book Page. MOVED by Scherer seconded by Flannagan carried to adjourn the meeting at 10:00 P. M. Canvass Board, Village Special Election: The Acting Mayor called the Council to order as a Canvassing Board. The Village Clerk presented to the Council the official returns of the Special Election held in and for the Village on May 14, 1963, as filed in his office by the judges of the election for the Village, together with affidavits showing posting and publication of notice of said election and sample ballot, in accordance with the resolution adopted by the Council on April 2, 1963. Said returns and affidavits were examined and found satisfactory and directed to be placed on file. Member Schaphorst then introduced the following resolution and MOVED its adoption: "RESOLUTION CANVASSING RETURNS ON BOND QUESTION SUBMITTED AT SPECIAL ELECTION'S Shall the Village Council of the Village of Golden Valley be authorized to borrow money and issue its general obligation bonds in an amount not exceeding $250,000 for the purpose of construction and equipment of a municipal outdoor swimming pool? Votes YES 664 Votes NO 1511 _ Apoiled, Blank or Defective Ballots 2 Total Votes 2177 Said proposition, having received less than a majority of the votes cast thereon, is hereby declared to have not carried. The motion for the adoption of the foregoing resolution was duly seconded by Member Scherer and, upon roll call there were Four Ayes, and No Nays, as follows: Flannagan, Aye; Schaphorst, Aye; Scherer Aye; Teresi, Aye; whereupon said resolution was declared duly passed and adopted, signed by the Acting Mayor and his signature attested by the Village Clerk.
