SPECIAL MEETING
of the
VILLAGE COUNCIL
December 14, 1963
Pursuant to due call and notice thereof, a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on December 14, 1963, at
3:30 P.M.
The following members were present: Flannagan, Nadasdy, Schaphorst, Scherer;
and the following was absent: Teresi.
Present were Village Manager, Roger K. Ulstad; Village Engineer, Don Sorensen.
The meeting was called to order at 3:15 P.M.
Golden Valley Industrial Booklet:
The Village Manager presented a proposed Industrial Booklet for Council
consideration, estimated cost of $250.00.
MOVED by Flannagan seconded by Scherer carried to approve the Golden Valley
Industrial Booklet and approve the expenditure of $250.00,from the contin-
gency fund of 1963 budget for said booklet.
Personnel Study:
The Village Manager presented a request for approval of a personnel study,
estimated cost of $500.00.
MOVED by Flannagan seconded by Scherer carried to approve the personel study
and cost of said study ($500.00) from the contingency fund of 1963 budget.
Cycle Billing of Utilities:
The Village Manager requested approval of cycle billing of utilities in the
village due to increased water connections and accounts in order to facili-
tate billing.
MJVED by Flannagan seconded by Scherer carried to approve the request for
cycle billing of utilities in Golden Valley.
Renewal of Contract - Animal Rescue League:
The Village Manager submitted the proposed new contracts for dog patroling
during the year 1964.
MVED by Scherer seconded by Flannagan carried to approve the new contract
as submitted by Animal Rescue League for 1964.

Request to Purchase Additional Radio Units:
The Village Manager presented the request to purchase eight additional radio
units under the bids opened during 1963.
MOVED by Scherer seconded by Schaphorst carried to approve the purchase of
eight additional radio units as per bids opened in 1963, from the money
provided in the 1961 budget with any difference or increase from the con-
tingency fund.
Transfer of Funds to Building Fund:
The Village Manager presented a request to transfer funds from the General
Fund to the Building Fund in the amount of $10,800.00 for work budgeted for
in 1963 and postponed to 1964.
MOVED by Flannagan seconded by Schaphorst carried to approve the request of
the Village Manager to transfer $10,800.00 from the General Fund to the
Building Fund for work postponed to 1961.
Public Examiner:
Council. discussed the fact that the Village is very happy with the present
private audit firm, but felt that for the year 1961, a request should be
made to the State of Minnesota for a Public Examiner to audit the Village
records. It has been policy in the past years to call on the State Examiner
periodically.
MOVED by Flannagan seconded by Schaphorst carried to request the Village
records be audited for the year 1964 by the State Public Examiner.
Informal Insurance Proposals:
The Village Manager presented tabulations on informal insurance proposals
for Workmen's Compensation and Liability Insurance for 1964 and recommended
the award be given to Hardware Mutuals Insurance Company.
MOVED by Scherer seconded by Schaphorst carried to award the Workmen's Com-
pensation and Liability Insurance to Hardware Mutuals Insurance Company for
1964, upon recommendation of the Village Manager.
Transfer of Funds to Managers Budget:
The Village Manager presented a request to transfer funds in the amount of
$1,000.00 from the 1964 contingency fund to the Manager's budget to provide
for a secretary for the Village Manager.
PAVED by Flannagan seconded by Schaphorst carried to approve the request for
a transfer of $4.9000.00 from the 1964 contingency fund to the Manager's bud-
get for secretarial work.

at 4:30 P.M.
