REGULAR MEETING of the VILLAGE COUNCIL December 1, 1964 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on December 1, 1964, at 7:30 o'clock P.M. The following members were present: Flannagan, Garis, Nadasdy, Schaphorst, and the following was absent: Teresi. Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M. Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman, Village Assessor, Robert Burns, and Building Inspector, Dan Lynch. Minutes of November 17, 1964: MOVED by Schaphorst seconded by Flannagan carried to approve the minutes of November 17, 1964, as submitted to the Council. Continued Public Hearing - Zoning, Sandburg Road & Nevada, John Bonner: The Village Manager announced that this was a continued public hearing from the November 17, 1961, meeting. The Mayor announced that this was the time and place for the public hear- ing above referred to and all persons who desired to do so were afforded the opportunity to express their views thereon, and all written objections heretofore filed with the Clerk were presented and considered, as follows: OBJECTOR Kenneth A. Richmann 2000 Quebec Avenue North Erwin Moebeck 2501 Florida Avenue North Glen Christiansen 7600 Duluth Street OBJECTION Representing neighbors in opposi- tion and presented a petition with 32 signatures. Stated that more would have been present, but for open house at school. 100% contacted signed the petition in opposition. Proposed Tower will interefere with radio and T.V. reception. This is a village of residences not businesses. Development has been good to date; will disrupt the image and affect property values. Willinterfere with two-way radio reception. Objects to appearance and inter- ference with reception. Not the type of building wanted in the area. Asked why some people on Florida Avenue were not notified. Stated students climb the tower. A more suitable site can be found. The Village Manager presented the recommendation of the Planning Commission to deny the proposed rezoning. (see minutes of October 15, 1964). Mr. John P. Bonner explained the operation of the proposed business; he then requested that the matter be continued to the next council meeting or until there was a full council to vote on the zoning matter. MOVED by Flannagan seconded by Garis carried to continue the public hearing to the meeting on December 15, 1964. See Resolutions Book page Public Hearing - Easement Vacation, Advertising Creative Center: The Village Manager presented an affidavit of publication in the official newspaper of the Notice of Public Hearing as described in said affidavit. Said affidavit was examined, approved and ordered filed in the Clerk's office. The Mayor announced that this was the time and place for the public hearing above referred to and all persons who desired to do so were afforded oppor- tunity to express their views thereon, and all written objections heretofore filed with the Clerk were presented and considered, as follows: OBJECTOR OBJECTION None None The Mayor closed the public hearing. Member Schaphorst introduced the following resolution and MOVED its adoption: "RESOLUTION" (Easement Vacation - Utility and Drainage Easements, Advertising -Creative Center) The motion for the adoption of the foregoing resolution was seconded by Member Garis and, upon vote being taken thereon, the following members voted in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. See Resolutions Book page Request for Ordinance Waiver - 4820 Drake Road, Helen Stevens: The Village Manager presented the request for an ordinance waiver for Helen Stevens at 4820 Drake Road, continued from the meeting on November 17, 1964. Regular Meeting of the Village Council, December 1, 1961 MOVED by Schaphorst seconded by Flannagan carried to approve the ordinance waiver, subject to a. deed restriction of a. minimum valuation of $20,000 on the building on the newly created lot. Request for Building Permit - 7600 Ridgeway Road, Harvey M. & Lee A. Moral: The Building Inspector presented a request for a building permit for an amateur Radio Tower at 7600 Ridgeway Road for Harvey M. and Lee A. Moral. MOVED by Flannagan seconded by Garis carried to approve the request for a building permit for an amateur radio tower at 7600 Ridgeway Road. Request for Building Permit - 9200 Wayzata Boulevard, General Mills: The Building Inspector presented the request for a. building permit for General Mills addition to their office building at 9200 Wayzata Boulevard. Mr. Hans Schmelzer, Chief Engineer for General Mills, was present and stated that General Mills proposed to construct a four story, 18,000 square foot addition now and an additional six stories in the future. Completion date on the present construction is September 1, 1965. Council continued the matter to December 15, 1964, pending a recommendation from the Planning Commission. Lyons Food - Agreement and Bond: The Village Manager presented an agreement between the Lyons Food Company and the Village of Golden Valley. Mr. Roger Stahr was present to answer questions for Council. MOVED by Flannagan seconded by Schaphorst carried to accept the bond and to approve the form of the agreement. Request for Sign Permit - Paul K. Enghauser, Duluth & Adair Avenue: The Building Inspector presented the request for a sign permit for a temporary developers sign on the corner of Duluth and Adair Avenue. Mr. Paul K. Enghauser was present to answer questions for Council. MOVED by Schaphorst seconded by Garis carried to approve the request as pre- sented on a temporary basis. Request to Advertise for Bids - Police Patrol Car: The Village Manager presented a request to advertise for bids for a Police Patrol Car on December 15, 196h. Regular Meeting of the Village Council, December 1, 1964 MOVED by Garis seconded by Flannagan carried to approve the request to advertise for bids for a. Police Patrol Car and direct money appropriation from the 1964 eycess of Court receipts over the amount budgeted. Report on Hearing before Tay. Commissioner - Village Assessor: The Village Assessor presented a written report on the hearing before the Tay Commissioner regarding the Minneapolis Gas Company. Council commended the Assessor and requested the report be placed on file in the Clerk's Office. Meeting with Planning Commission - Re: France Avenue Interchange: The Village Manager presented a request for a. meeting between the Village Council and the Planning Commission regarding the France Avenue Interchange. Council designated December 8, 1964, to meet with the Planning Commission, and also to meet as a Canvass Board to canvass the Village Elections returns. Street Pattern - Oregon Avenue (Duluth to Plymouth): The Village Attorney reported on the legal procedures to establish a street pattern by the Village. Council took no action. Hennepin County League of Municipalities - Notice: The Village Manager read the notice from the Hennepin County League of Municipalities regarding a meeting on December 3, 1964. Requirements for Service Stations -_Building Permits: All, present agreed to add the above referenced matter to the agenda.
