11-02-65 City Council MinutesI. 1 1 REGULAR MEETING of the VILLAGE COUNCIL November 2, 1965 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on November 2, 1965, at 7:30 o'clock P. M.. The following members were present: Flannagan, Garis, Nadasdy, Schaphorst, and Teresi and the following were absent: None. Present were Village Manager, Roger K. Ulstad, Village Attorney, Robert M. Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman; Building Inspector, Dan Lynch. Invocation: Mayor Nadasdy gave the invocation. Minutes of October 19, 1965: MOVED by Flannagan seconded by Schaphorst carried to approve the minutes of October 19, 1965, as submitted to the Council. Re: Building Permit - Mueller Sales Corp., 2120 Nevada Avenue North: Mr. Endicott and Mr. Mueller appeared to ask clarification regarding the portion of their proposed building to be brick faced, and answer questions for Council. MOVED by Schaphorst seconded by Flannagan carried to face a portion of the warehouse facing toward the street with brick facing. License - Photographer: MOVED by Flannagan seconded by Garis carried to approve the license as follows: No. Licensee 3536 Cal Hagen - Photographer Type Fee Peddlar (Car) $11.00 Request for Building Permit - Honeywell Regulator Company, 1885 Douglas Drive: The Building Inspector presented the final plans for a building permit for Honeywell Regulator Company at 1885 Douglas Drive. MOVED by Flannagan seconded by Garis carried to approve the request for a building permit for Honeywell Regulator Company at 1885 Douglas Drive, subject to the following: complete landscaping plans submitted and approved before construction starts and subject to the approval of the Building Inspector. ME Regular Meeting of the Village Council, November 2, 1965 Second Reading Ordinance - Performance Standards for Service Stations: MOVED by Flannagan seconded by Schaphorst carried to give a second reading to an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Industrial and Commercial Zoning District Performance Standards for Gasoline Service Stations) MOVED by Teresi seconded by Schaphorst carried to approve the ordinance herein quoted by title on its second reading and to order publication thereof. See Ordinance Book page95,17 . Discussion of Proposed Food & Vending Machine Ordinance: The Council discussed and gave cursory consideration to a proposed food and vending machine ordinance. Council requested that food license holders be notified of the public hearing. MOVED by Flannagan seconded by Garis carried to call a public hearing on December 21, 1965. Request to Advertise for Bids - Truck & Lodall: The Village Manager presented the request to advertise for bids for a truck and lodall. MOVED by Flannagan seconded by Schaphorst carried to advertise for bids for a truck and lodall on December 7, 1965-- Proclamation 965. Proclamation - Veterans Day: Mayor Nadasdy signed the Veteran's Day Proclamation for November 11, 1965. Communication - New Hope, Sewer Contract: All present agreed to add the above matter to the agenda. The Village Manager read a letter dated October 28, 1965, from the Mayor of New Hope, regarding their delinquent sanitary sewer bill. MOVED by Teresi seconded by Schaphorst carried to instruct the Village Attorney to collect the sanitary sewer bill owed by New Hope, allowing 10 days to settle on a 40% - 60% basis, thereafter to collect the total bill with interest plus administrative costs. Resolution Providing for Issuance & Sale of $190,000 Improvement Bonds: All present agreed to add the above matter to the agenda. Member Flannagan introduced the following resolution and MOVED its adoption: "RESOLUTION PROVIDING FOR THE ISSUANCE AND SALE OF $490,000 IMPROVEMENT BONDS OF 1965" The motion for the adoption of the foregoing resolution was duly seconded by Member Schaphorst and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. See Resolutions Book page. Salary Increase - Village Manager: All present agreed to add the above matter to the agenda. MOVED by Teresi seconded by Flannagan carried to increase the salary of the Village Manager $900.00 a year to an annual amount of $14,000.00, effective January l., 1965. 1 Regular Meeting of the Village Council, November 2, 1965 Review of Traffic Engineers Proposals: The Village Engineer submitted a report dated November 2, 1965, regarding the selection of a Consulting Traffic Engineer and recommended the selection of the firm of Edwards & Kelcey be retained and a contract negotiated. MOVED by Teresi seconded by Flannagan carried to negotiate a contract with Edwards & Kelcey as Consulting Traffic Engineers, upon recommendation of the Village Engineer. Proposed Ordinance Licensing New & Used Car Dealers: MOVED by Teresi seconded by Flannagan carried to instruct the Village Attorney to draft ap.'ordinance to license new and used automobile dealers.
