11-16-65 City Council Minutes210 REGULAR MEETING OF THE VILLAGE COUNCIL November 16, 1965 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on November 16, 1965, at 7:30 o'clock P. M. The following members were present: Flannagan, Garis, Nadasdy, Schaphorst, and Teresi; and the following were absent: None. Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M. Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman, Building Inspector, Dan Lynch; Village Assessor, Robert Burns; Village Treasurer, John Murphy; Director of Civil Defense, Wallace Caryl; President of the Planning Commission, Robert Raugland. Invocation: Mayor Nadasdy gave the invocation. Minutes of November 2, 1965: MOVED by Garis seconded by Flannagan carried to approve the minutes of November 2, 1965, as submitted to the Council. Bond -Sale _,- $490,,000 Improvement Bonds of 1965: The Village Clerk presented an affidavit of publication of the notice of sale of the $490,000 Improvement Bonds of 1965, of the Village, for which bids were to be received at this meeting in accordance with a resolution adopted by the Village Council on November 2, 1965. Said affidavit was examined, approved and ordered placed on file. The Village Clerk announced that three sealed bids had been received by 7:00 o'clock P. M. on this date, and that the bids so received were as follows: Name of Bidder Interest Rate Premium American National Bank and Trust Company Piper, Jaffray & Hopwood Juran & Moody, Inc. 3..713143% PAR 3.7933% PAR 3.81301% PAR Member Flannagan introduced the following resolution and MOVED its adoption: "RESOLUTION AWARDING SALE OF IMPRt)wmm BONDS OF 1969 1 1 211 Regular Meeting of the Village Council, November 16, 1965 The motion for the adoption of the foregoing resolution was duly seconded by Member 'Schaphorst., and upon vote being taken thereon, the following voted in favor thereof: Flannagan, Garis, Nadasdy, Schapharst, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. See Resolutions Book page Awards of In -Service Training Course: Mayor Nadasdy presented certificates for In -Service Training Course, "The Technique of Municipal Administration" to the following Village employees: Robert Burns, Assessor Wallace Caryl, Director of Civil Defense John Murphy, Finance Officer Mr. Caryl, spokesman for the group, expressed their appreciation for the opportunity of attending the training course. Request to Advertise for Bids - Police Patrol Vehicles (2): The Village Manager presented a request to advertise for bids for two Police Patrol vehicles. MOVED by Garis seconded by Schaphorst carried to advertise for bids on two Police Patrol vehicles on December 7, 1965. Reduction of Sewer Assessment - 1415 South Brenner Pass: The Village Assessor presented a request for a reduction of the sewer assess- ment for 11415 South Brenner Pass of the France Avenue portion. MOVED by Schaphorst seconded by Flannagan carried to cancel the assessment for sewer on France Avenue and refund $626.40, and retain the sewer assessment on Brenner Pass. Request for Sign Permit - 1800 Lilac Drive North: The Building'Inspector presented a request for a sign permit for the developer of the property at 1800 Lilac Drive North. MOVED by Flannagan seconded by Garis carried to approve the request for a temporary sign permit for one year for the developer of the property at 1800 Mac Drive North, the sign to contain the present wording subject to the approval of the Building Inspector. Request for Sign Permit - 7650. Wayzata Boulevard, Celebrity Lanes: The Building Inspector presented a request for a sign permit for Celebrity Lanes at 7650 Wayzata Boulevard, with a reduction of sign area. 212 Regular Meeting of the Village Council, November 16, 1965 MOVED by Flannagan seconded by Schaphorst carried to approve the request for a sign permit for Celebrity Lanes at 7650 Wayzata Boulevard, subject to painting the east and west sides of the building and subject to the approval of the Building Inspector. Request for Building Permit - Standard Oil Company, 900 Mendelssohn Avenue North: All present agreed to add the above matter to the agenda. A representative from Standard 031 Company, 900 Mendelssohn Avenue North was present and presented proposed plans for an addition to the building. The proposed plans showed a baked enamel on steel with brick trim. Council discussed the proposal and suggested a concrete block with brick trim on the north and south sides of the building. Ordinance Waiver - A. R. Bunnell, 6739 Golden Valley Road: All present agreed to add the above matter to the agenda. Mr. Bunnell requested a waiver along the railroad track for a garage for the apartment building at 6735 Golden Valley Road. Mr. Robert Raugland, President of the Planning Commission, presented the recommendation of the Planning Commission to approve the said ordinance waiver. (see minutes of 11-11-65). Request for Public Hear3. - Ordinan_c_e_Change, Commercial Zoning, Sec. 19, sec. 5.01. Para. : Mr. Robert Halseth was present to request a public hearing for an ordinance change in Commercial Zoning and to answer questions for Council. Mr. Robert Raugland, President of the Planning Commission, presented the recommendation of the Planning Commission to approve the request for ordinance change. (see minutes of 11-11-65) MOVED by Flannagan seconded by Schaphorst carried to call a public hearing on December 7, 1965, for said ordinance change. Discussion re: Single Family Dwellings: All present agreed to add the above matter to the agenda. Mr. Wm. M. MCRostie appeared and requested clarification of the definition of a single family dwelling and use permitted in same, i.e. with respect to kitchen facilities. Council took no action. 1 Regular Meeting of the Village Council, November 16, 1965 Re: 6935 Glenwood Avenue - Building Permit: All present agreed to add the above matter to the agenda. Mr. Al Stein and Mr. Jonas G. Schwartz, his attorney, appeared to request a building permit to remodel 6935 Glenwood Avenue. Mr. Schwartz read several recommendations from appraisers and home builders regarding the condition of the building which was damaged during the tornado last spring. The Building Inspector and Mr. Schwartz agreed to meet at the site at 8:00 A. N. the following morning. 3st for Public Hearing - 010 -6th Avenue North (Institutional I 306 Golden Valley Road (B & PO): The Village Manager presented a request for public hearing on zoning the above referenced properties. MOVED by Teresi seconded by Schaphorst carried to call a public hearing on December 8, 1965, to zone 9010 -6th Avenue North and 6306 Golden Valley Road. Request for,Public Hearing - Zoning, 2520 Winnetka Avenue North (Commercial): The Village Manager presented a request for a public hearing to zone 2520 Winnetka Avenue North to Commercial zoning. MOVED by Teresi seconded by Schaphorst carried to call a public hearing on December 21, 1965, to zone 2520 Winnetka Avenue North to Commercial Zone. Planning Commission Report on Organization of Board of Appeals: Mr. Robert Raugland, President of the Planning Commission, presented the Planning Commission recommendation regarding the organization of the Board of Appeals. MOVED by Flannagan seconded by Schaphorst carried to call a public hearing on December 8, 1965, regarding the Board of Appeals. Further Discussion - Financing Public Safety Building: The Village Manager, Mr. Raugland and Mr. Caryl recommended that the Village not proceed with obtaining federal funds for the Civil Defense portion of the proposed Public Safety Building. Request for Waiver of Public Hearing - Watermain (65WM- 2,x.3): Member Teresi introduced the following resolution and MOVED its adoption: "RESOLUTION WAIStI".D'G THE PUBLIC HEARING PURSUANT TO MIN[WOTA STATUTES 129.031, SUED. #3 AND ORDERING CONSTRUCTION OF CERTAIN PROPOSED PUBLIC IMPROVEMENTS" (65 WM-42 and 65WM-113) Regular Meeting of the Village Council, November 16, 1965 The motion for the adoption of the foregoing resolution was duly seconded by Member Flannagan, and upon vote being taken thereon, the following members voted in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst, and Teresi; the following voted against the same: None, whereupon said reso- lution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. Resolution Authorizing Addition by Change Order (65-WM-42,43): Member Flannagan introduced the following resolution and MOVED its adoption: "RESOLUTION APPROVING PLANTS AND SPECIFICATIONS AND AUTHORIZING CONTRACT CHA-NGES PURSUANT TO MINNESOTA STATUTES 429.o4l, SUED. 7" (65-WM-42 and 65 TQM -43 ) The motion for the adoption of the foregoing resolution was duly seconded by Member Schaphorst and, upon vote being taken thereon, the following voted in favor thereof: Flannagan, Gari.s, Nadasdy, Schaphorst, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. Agreement for Division of Cost & Ap2roval of Final Plans - CSAH #18 & Western Avenue, County Project 219: The Village Engineer presented a division of cost of 35% by the County and 65% by the Village for County Project #6219, the Village share of approximately $131,520.00. MOVED by Teresi seconded by Flannagan carried to approve the division of costs. Member Flannagan introduced the following resolution and MOVED its adoption: "RESOLUTION" (County Project #6219) The motion for the adoption of the foregoing resolution was duly seconded by Member Teresi, and upon vote being taken thereon, the following voted in favor thereof: Flannagan, Garis, Nadasdy, Schaphorst, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. See Resolutions Book page I z 42E q q Recommendation for Temporary Relief - Meadow Lane Drainage: The Village Engineer submitted a proposed plan for temporary relief of storm water in the Meadow Lane Drainage area. MOVED by Flannagan seconded by Teresi carried to approve the plan as submitted by the Village Engineer for the Meadow Lane drainage area. 1 2t.5 Regular Meeting of the Village Council, November 16, 1965 Execution of Contract with Edwarcb & Kelcey - Traffic Engineer: The Village Engineer submitted the contract for approval, for a traffic engineering report by Edwards & Kelcey, in.the amount of $10,000. MOVED by Flannagan seconded by Garis carried to approve the contract with Edwards & Kelcey in the amount of $10,000. League of Minnesota Municipalities: The Village Manager submitted a notice of the League meeting to be held on November 19, 1965, at Coffman Memorial -Union. No action was taken.
