VILLAGE COUNCIL
December 8, 1965
Pursuant to due call and notice thereof, a special meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on December 8, 1965, at
7:30 o'clock P. M.
The following members were presents Flannagan, Garis, Nadasdy, Schaphortt,
and Teresi; and the following were absebt: None.
Present were Village Manager, Roger R. Ulstad; Village Attorney, Robert M.
Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman;
Building Inspector, Dan Lynch; President of the Planning Commission, Robert
Raugland.
Invocation: Mayor Nadasdy gave the invocation.
Minutes of November 16, 1965:
Approval of the minutes was continued by Council to December 21, 1965.
Award of Bids - Dump Truck with Hydraulic Self Loader:
The Village Clerk presented the affidavit of publication in the official
newspaper. Sealed bids were received and the Village Manager and Village
Clerk met in the Council Chamber at 7800 Golden Valley Road, at 1.1:00 A.M.
on December 3, 1965, and have then and there publicly opened and read the
bids received. The Village Engineer tabulated the said bids and they were
found to be as follows:

Bill Boyer Ford $ 11,525.00
Jay Kline, Chevrolet Company 10,490.00
The Midway Company 10,901.88
The Village Engineer recommended that Jay Kline Chevrolet Company being the
lowest responsible bidder be awarded the bid in the amount of $10,490.00
MOVED by Schaphorst seconded by Flannagan carried to award the bid to Jay
Kline Chevrolet in the amount of $10,490.00, upon recommendation of the
Village Engineer.
Award of Bids - Police Patrol Vehicles:
The Village Clerk presented the affidavit of publication in the official
newspaper. Sealed bids were received and the Chief -of -Police and Village
Clerk met in the Council Chamber at 7800 Golden Valley Road, at 11:00 A.M.

on December 6, 1965, and have then and there publicly opened and read the
bids received. The Chief -of -Police tabulated said bids and they were
found to be as follows:

Major Ford Company 3,112.00
Midway -Ford Company 3,184.00
sten Chevrolet 3,799.00
The Chief -of -Police recommended that Major Ford being the lowest responsible
bidder meeting the specifications be awarded the bid in the amount of
$3,112.00
MOVED by Flannagan seconded by Schaphorst carried to award the bid to Major
Ford in the amount of $3,112.00, upon recommendation of the Chief -of -Police.
Public Heariniz - Plat. Melody Manor:
The Village Manager presented an affidavit of publication in the official
newspaper of the Notice of Public Hearing as described in said affidavit.
Said affidavit was examined, approved and ordered filed in the Clerk's
office.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons who desired to do so were afforded
opportunity to express their views thereon. No persons presented objections
except the following:
OBJECTOR OBJECTION
Mr. Byron C. Storlie Mr. Storiie questioned regarding
1885 Hampshire Lane Duluth Street on the north.
The Mayor closed the public hearing.
Member Flannagan introduced the following resolution and MDVED its adoption:
"RESOLUTION"
(Acceptance of Plat - Melody Manor)
The motion for the adoption of the foregoing resolution was seconded by
Member Schaphorst, and upon vote being taken thereon, the following voted
in favor thereof: Flannagan, Qaris, Nadasdg, Schaphorst, and Teresa; and
the following voted against the same: None, whereupon said resolution was
declared duly passed and adopted, signed by the Mayor and his signature

Public Hearing - Zoning, The Robert Miller Home, Inc., 9010 -6th Avenue North:
The Village.Clerk presented an affidavit of publication in the official news-
paper of the Notice of Public Hearing as described in said affidavit. Said
affidavit was examined, approved and ordered filed in the Clerk's Office.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons who desired to do so were afforded oppor-
tunity to express their views thereon, and all written objections heretofore
filed with the Clerk were presented and considered as follows:

OBJECTION
Mrs. Olson presented a petition with
12 signatures of residents of the area
opposing the proposed zoning. -Mrs.
Olson represented the signers and
residents and spoke against said zoning.
Mr. Settler spoke in opposition to
the zoning and approved the Planning
Commission recommendation and concurred
with. Mrs. Olson's objections.
Mr. Brunett stated he was concerned for
his wife and children.
Stated his wife was very nervous and if
this zoning were approved, they would
have to move.
REASON
Spoke on behalf of the proponents re:
112 unit fireproof building, estimated
valuation $300,000, approved by the
State of Minnesota. A 23-2 story brick
exterior, estimated revenue $10,000.
Proposed for board and room care of
mentally deficient men; similar to
"Greenbriar" in St. Paul.
Presented material from the Governor's
Planning Council, regarding mentally
retarded.
Dr. Bartsch and Mr. Van Sleek, Manager of "Greenbrier", were present to answer
questions regarding this type of establishment.
Mr. Robert Raugland, President of the Planning Commission, presented the
recommendation of the Planning Commission to deny said zoning. (see
minutes of 11-11-65).

When questioned on the use planned for the remaifaib&- 8 acres of property
included in this institutional zoning request, Mr. Swanson replied they
were considering multiple dwellings.
Mrs. Robert Brunett asked if there would be a fence around the building.
Mr. Clarence Sheedy questioned if this was a part of the new federal program,
and asked what the set -back of the proposed building would be.
The Mayor closed the public hearing.
Mr. & Mrs. Warner, Managers for the proposed home, appeared before Council
and were introduced.
Member Flannagan stated he wanted to know more on a personal basis before
acting on the rezoning request.
Member Schaphorst recommended that the council visit "Greenbriar" in St. Paul
before the next meeting.
Member Garis agreed that Council should visit "Greenbriar" and questioned
the appropriateness of the location.
Member Teresi stated visiting "Greenbriar" home will not change the opinion
of the residents in the area.
Mayor Nadasdy stated the Planning Commission found that this was not the
location for Institutional 3 zoning, and stated that this would be spot
zoning.
MOVED by Flannagan seconded by Schaphorst carried to continue the public
hearing to the meeting of December 21, 1965. Member Teresi voted "NO".

The Village Clerk presented an affidavit of publication in the official news-
peper of the Notice of Public Hearing as described in said affidavit. Said
affidavit was examined, approved and ordered filed in the Clerk's Office.
The Mayor announced that this was the time and place for the public hearing
above referred to and all persons who desired to do so were afforded oppor-
tunity to express their views thereon, and all written objections heretofore
filed with the Clerk were presented and considered as follows:
OBJECTOR OBJECTION
Mr. Bill. V'anBeusekom Stated this was spot zoning and the proposed
1170 Douglas Drive building would cause a traffic hazard.
Mr. Phil C. Sportz
6421 Phoenix Street
Would cause more traffic, already heavy
traffic.
