02-01-66 City Council Minutes14 REGULAR MEETING of the VILLAGE COUNCIL February 1, 1966 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on February 11 1966, at 7:30 o'clock P. M. The following members were present: Flannagan, Gpris, Schaphorst, and Teresi; and the following was absent: Nadasdy. Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M. Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman; Building Inspector, Dan Lynch. Invocation: Acting Mayor Teresi gave the invocation. Minutes of January 18, 1966: MOVED by Schaphorst seconded by Garis carried to approve the minutes of January 18, 1966, as submitted to the Council. Award of Bid - Air Compressor With Accessories: The Village Manager presented the affidavit of publication in the official newspaper. Sealed bids were received and the Village Manager, Village Clerk and Superintendent of Water and Sewer Department met in the Council Chambers at 7800 Golden Valley Road at 11:00 A.M. on January 28, 1966, and have then and there publicly opened and read the bids received. Jaeger 6,385.00 Hayden Murphy Equipment Company Chicago Pneumatic 61642.60 The Village Engineer recommended that the bid of Minneapolis Equipment Company being the lowest responsible bidder meeting the specifications be awarded the bid in the amount of $5,630.00 ($50.00 deduction for permitting their standard tire 6:10 x 15, 4 ply). 1.5 Regular Meeting of the Village Council, February 1, 1966 MOVED by Schaphorst seconded by Garis carried to award the bid to Minneapolis Equipment Company in the amount of $5,630.00, upon recommendation of the Village Engineer. Continued Public Hearing - Public Improvement, Storm Sewer (66 -SS -2): The Village Manager announced that this was a continued public hearing from the meeting of January 18, 1966. Residents of the area are attempting towork out a solution of mutual problems effecting the property owners. MOVED by Schaphorst seconded by Garis carried to continue the public hearing indefinitely. Request for Ordinance Waiver - 5315 Unity Avenue North, John M Gideo: The Village Manager announced that the above matter was continued from the meeting of January 18, 1966, and read the Planning Commission recommendation of August 16, 1964, to deny said waiver and the recommendation of January 13, 19661'which was split 5 ayes and 6 nays to approve said waiver. Mr. John M. Gideo was present to answer questions for Council. MOVED by Flannagan seconded by Schaphorst carried to approve the request for an ordinance waiver at 5315 Unity Avenue North for John M. Gideo. Enlargement of Golden Valley - Minneapolis Sanitary Sewer Connection: MOVED by Schaphorst seconded by Garis carried to continue the above matter. Discussion of A with St. Louis Park (Joint on of Sanitary Sewer The Village Manager presented the proposed agreement between St. Louis Park and Golden Valley for the joint ownership of the existing sanitary sewer on Wayzata Boulevard. St. Louis Park agrees to pay half of the cost of the original construction to Golden Valley in the amount of $17,317.00 being a construction cost of $9.50 per assessable foot. MOVED by Garis seconded by Schaphorst carried to approve and sign the agreement between St. Louis Park and Golden Valley for the joint ownership of the sanitary sewer on Wayzata Boulevard with St. Louis Park paying half of the construction costs in the amount of $17,3117.00. Request for Sign Permit - Diversified Developers, 5730 Duluth Street: The Building Inspector presented the request for a sign permit for Diversified Developers at 5730 Duluth Street. MOVED by Schaphorst seconded by Garis carried to approve the request for a sign permit for Diversified Developers at 5730 Duluth Street with the provision that said sign have printed block letters of the same type for each tennant, and subject to the approval of the Building Inspector. 16 Regular Meeting of the Village Council, February 1, 1966 Request for Sign Permit - Valley Standard, 9000 Olson Highway: The Building Inspector presented the request for a sign permit for Valley Standard at 9000 Olson Highway. MOVED by Flannagan seconded by Schaphorst carried to defer action on the sign permit for Valley Standard at 9000 Olson Highway. Request to Call $1,000 Fire Station Bond, Due April 1, 1967: The Village Manager presented a request from the Village Treasurer to call the last Fire Station Bond in the amount of $1,000 due April 1, 1967. MOVED by Flannagan seconded by Schaphorst carried to approve the request to call the Fire Station Bond of $1,000, due April 1, 1967, upon recommendation of the Village Treasurer. Preliminary Request for Building Permit - Superior "1100" Oil Company: The Building Inspector presented the preliminary request for a building permit for Superior "400" Oil Company at 9315 Medicine Lake Road. A representative from Superior Oil Company stated that they were willing to dedicate the land for a proposed service road. MOVED by Flannagan seconded by Schaphorst carried to defer action on the above referenced matter pending final street plans. Request for Building Permit - 1910 Douglas Drive North; Socony Mobil Oil Co.: The Building Inspector presented the request for a building permit for Socony Mobil Oil Company at 1910 Douglas Drive North. MOVED by Flannagan seconded by Schaphorst carried to approve the request for a building permit for Socony Mobil Oil Company at 1910 Douglas Drive North, subject to furnishing a $2,000 landscape bond and approval of the Building Inspector. Member Garis voted "NO". Request for Building Permit - 9105 Medicine Lake Road, Socony Mobil Oil Co.: The Building Inspector presented the request for a building permit for Socony Mobil Oil Company at 9405 Medicine Lake Road. MOVED by Flannagan seconded by Schaphorst carried to approve the request for a building permit for Socony Mobil Oil Company at 9.05 Medicine Lake Road, subject to a $2,000 landscape bond and approval of the Building Inspector. Report on Survey of Junked Automobiles in Service Stations: Council deferred action on the above matter to the meeting of February 15, 1966. i? Regular Meeting of the Village Council, February 1, 1966 Discussion of Brownie Lake Storm Sewer & Public Hearing: Council discussed the proposed storm sewer for Brownie Lake. MOVED by Garis seconded by Flannagan carried to rescind the motion calling a public hearing on February 15, 1966, for Brownie Lake Storm Sewer and deferred further discussion, pending discussions with St. Louis Park. Request to Advertise for Bids - Petroleum Products & Street Materials: The Village Manager presented the request to advertise for bids for petroleum Products and street materials for 1966. MOVED by Schaphorst seconded by Flannagan carried to advertise for bids for petroleum products and street materials on March 1, 1966. Communications: The Village Manager read a letter from Skyline Builders requesting the matter of rezoning of property at 23rd & Winnetka Avenue North to be placed on the Council agenda for February 15, 1966. Council took no action. The Village Manager read a letter from the M. B. Hagen Realty Company request- ing the matter of rezoning the property at Harold Avenue and Winnetka Avenue South on the Council agenda for March 1, 1966. Council took no action. Council took no action on either request pending a meeting with the Golden Valley Planning Commission regarding multiple dwellings in the Village. The Village Manager read an invitation to Open House for the Brooklyn Center Public Library on February 5th and 6th. An announcement was read regarding a seven county Metropolitan Conference on February 5th. The Village Manager read a notice from the Hennepin County League of Municipalities about their monthly meeting on February 3, 1966. MOVED by Flannagan seconded by Schaphorst carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (An Ordinance Regulating Hotel Registrations) MOVED by Flannagan seconded by Schaphorst carried to approve the ordinance herein quoted by title on its first reading. Proposed Amendment to License & Regulate Hotels: The Village Attorney presented a proposed ordinance amending the Village Code, To License and Regulate Hotels in Golden Valley. MOVED by Schaphorst seconded by Garis carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (An Ordinance to License and Regulate Hotels in the Village of Golden Valley - Chapter 119) MOVED by Schaphorst seconded by Garis carried to approve the ordinance herein quoted by title on its first reading. Bills: MOVED by Garis seconded by Flannagan carried to approve the bills as submitted on the prelist. MOVED by Schaphorst seconded by Flannagan carried to adjourn the meeting at 10:15 P. M.
