03-07-67 City Council Minutes30 REGULAR MEETING of the VILLAGE COUNCIL March 7, 1967 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on March 7, 1967, at 7:30 o'clock P.M. The following members were present: Bies, Garis, Stockman, and Teresi; and the following was absent: Nadasdy. Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M. Skare; Village Engineer, Donald Sorensen; Village Clerk, Helen Penniman; Building Inspector, Dan Lynch; Chief of Fire Department, Al Hanover and Chief of Police, Everett Frandsen. Invocation: Pastor Dale Vitalis, Calvary Lutheran Church. Minutes of February 21, 1967: MOVED by Garis seconded by Stockman carried to approve the minutes of February 21, 1967, as submitted to Council. Award of Bid - Petroleum Products (Re -tabulation): The Village Engineer submitted a re -tabulation of the bids for petroleum products since in re-examining the proposals as submitted it was noted that Sinclair Refining Company included a 6¢ State Tax on diesel fuel in arriving at their unit price. Neither Mobil Oil Corporation nor American Oil included the 6¢ State Tax. When this is taken into consideration, Sinclair Refining Company then becomes the low bidder in the amount of $18,119.00. MOVED by Stockman seconded by Garis carried to rescind the motion of the Council on February 21, 1967, awarding the petroleum products bid to the Mobil Oil Corporation. MOVED by Stockman seconded by Bies carried to award the bid for petroleum products to Sinclair Refining Company, in the amount of $18,149.00, upon recommendation of the Village Engineer. Award of Bid - Police Patrol Vehicle: The Village Manager presented the affidavit of publication in the official newspaper. Sealed bids were received and the Village Clerk, Finance Officer and Police Sergeant met at the Civic Center at 7800 Golden Valley Road at 11:00 A. M. on March 3, 1967, and have then and there publicly opened and read the bids received. The bids were tabulated and found to be as follows: BIDDER Fairview Plymouth TOTAL BID $1,850.90 1 1 1 1 Regular Meeting of the Village Council, March 7, 1967 The Chief of Police recommended that the bid be denied inasmuch as the completed questionnaire was not returned describing the car bid upon, the Chief of Police recommended that the village readvertise for bids. MOVED by Stockman seconded by Bies carried to deny the bid of Fairview Plymouth and readvertise for bids on April 4, 1967, upon recommendation of the Chief of Police. Request for Building Permit - 7000 Wayzata Boulevard, Shell Oil Station: The Building Inspector presented the proposed plans for the Shell Oil Station at 7000 Wayzata Boulevard. Mr. Norman E. Dyer, Representative of Shell Oil Company, was present to answer questions for Council. A discussion followed regarding the set -back from a proposed private access road along tlayzata Boulevard in relation to the existing buildings on either side of this location as well as the Village street plans and the Edwards & Kelsey report. MOVED by Stockman seconded by Garis carried to defer action on the above referenced matter to the meeting of March 21, 1967. est for Permit - 2330 Louisiana Ave North - General Sheet Metal Corporation: The Building Inspector presented the plans and request for a building permit for General Sheet Metal Corporation at 2330 Louisiana Avenue North. The Village Planner submitted a report requested by Council on the outside parking of vehicles in the Advertising Creative Center. General Sheet Metal Corporation proposed to store all materials inside the building; they will have (3) 3!� ton pick-up trucks parked in the rear of the building in an illuminated parking area. Brick front with 20 foot returns on each side. MOVED by Garis seconded by Bies carried to approve the request for a building permit for General Sheet Metal Corporation at 2330 Louisiana Avenue North, subject to a 20 foot brick return on each side, posting a landscape bond in the amount of $3,000.00, and subject to the approval of the Building Inspector. uest for Public Hearin - Plans for Drive to Medicine Lake Road Member Garis introduced the following resolution and MOVED its adoption: "RESOLUTION PROVIDING FOR PUBLIC HEARING ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS" (MCSA 2$-521-03, 67 -CP -51 67 -CW -1 Hennepin Co. Project 6615) 32 Regular Meeting of the Village Council, March 7, 1967 The motion for the adoption of the foregoing resolution was seconded by Member Stockman, and upon vote being taken thereon the following voted in favor thereof: Bies, Garis, Stockman and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. See Resolutions Book page 1� Approval of Plans for Improvement of Douglas Drive to Medicine Lake Road: The Village Engineer presented a report and estimate of the cost for the proposed improvement of Douglas Drive from the railroad tracks north to Medicine Lake Road. Golden Valley's share of the costs including a sidewalk on the west side of the improvement is $52,879.16. MOVED by Stockman seconded by Garis carried to approve the proposed improvement of Douglas Drive, subject to reviewing the sidewalk set -back along the school and Honeywell property. Preliminary Plans C.S.A.H. #18 from T. H. #55 to Medicine Lake Road: The Village Engineer presented the preliminary County Highway plans for C.S.A.H. #18 from T. H. #55 to Medicine Lake Road, identified as C-11 and H-2. MOVED by Stockman seconded by Bies carried to approve the preliminary plans C-11 and H-2 for C.S.A.H. #18 from T. H. #55 to Medicine Lake Road, upon recommendation of the Village Engineer. MOVED by Stockman seconded by Garis carried to call an informal public hearing during May, 1967, regarding the proposed improvement C.S.A.H. #18 from T. H. #55 to Medicine Lake Road. Request for Sign Permit - 9000 Olson Highway, Standard Oil (S & H Stamps): The Building Inspector presented the request for a sign permit for Standard Oil at 9000 Olson Highway for S & H stamps. MOVED by Garis seconded by Bies carried to deny the request for a sign permit for Standard Oil at 9000 Olson Highway, upon recommendation of the Building Inspector. Request for Sign Permit - 3940 Olson Highway, Shell Oil ( S & H Stamps): The Building Inspector presented the request for a sign permit for Shell Oil at 3940 Olson Highway for S & H stamps. MOVED by Garis seconded by Bies carried to deny the request for a sign permit for Pure Oil at 1900 Douglas Drive for Gold Bond stamps, upon recommendation of the Building Inspector. Re: Utility Vehicle - Fire Department Association: Chief of the Fire Department, Al Hanover, appeared and informed Council of the Fire Department Association's intention to purchase a utility vehicle with Association funds, in anticipation that the Village of Golden Valley might lease this equipment from the Association in the future. Countil took no action on the matter. Campfire Girls 57th Anniversary: All present agreed to add the above matter to the council agenda. Representative of the Golden Valley School Camp Fire Girls presented a cake to the Mayor and Council in honor of their S7th Anniversary. Mrs. Ray Peterson, their leader, was present with the group. Acting Mayor Teresi thanked the Camp Fixe Girls for the cake and invited them to visit a council meeting again. First Reading - Ordinance Regulating Parking: MOVED by Bies seconded by Stockman carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (Traffic - Parking Regulations) MOVED by Garis seconded by Stockman carried to approve the ordinance herein quoted by title on its first reading. Appointment of Member to Human Rights Commission: MOVED by Garis seconded by Stockman carried to appoint Mrs. Joyce Jackson, 1102 Welcome Avenue, to the Human Rights Commission. Report on Bowling Alley Survey: The Chief of Police, Everett Frandsen, reported on the operation of bowling alleys in the surrounding municipalities and recommended that Golden Valley continue its policy of "no beer in bowling alleys". Council asked that the proprietor of the Golden Valley Lanes appear and make his request before Council.
