03-21-67 City Council MinutesREGULAR MEETING of the VILLAGE COUNCIL March 21, 1967 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said village on March 21, 1967, at 7:30 o'clock P.M. The following members were present: Bies, Nadasdy, Stockman and Teresi; and the following was absent: Garis. Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M. Skare; Village Assistant Engineer, Tom Snetsinger; Village Clerk, Helen Penniman; Building Inspector, Dan Lynch; Chief of Police, Everett Frandsen; President of the Planning Commission, Paul Senstad. Invocation: Rev. Gerald H. Jackson, Golden Valley Methodist Church. Minutes of March 7, 1967: MOVED by Teresi seconded by Stockman carried to defer action on the minutes of March 7, 1967, to the meeting of April 4, 1967. Public Hearing - Zoning, Lots 17-21, Auditor's Subdivision No. 322 (Residential): The Village Clerk presented an affidavit of publication in the official newspaper of the notice of Public Hearing as described in said affidavit. Said affidavit was examined, approved and ordered filed in the Clerk's office. The Mayor announced that this was the time and place for the public hearing above referred to and all persons who desired to do so were afforded opportunity to express their views thereon. No persons presented objections except the following: OBJECTOR None OBJECTION None Mr. Paul Senstad, President of the Planning Commission presented the recommenda- tion of the Planning Commission to approve the proposed zoning. (see minutes of 1-12-67). The Mayor closed the public hearing. MOVED by Teresi seconded by Stockman carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Residential Zoning District) (Lots 17-21, Auditor's Sub. No. 322) MOVED by Teresi seconded by Stockman carried to approve the ordinance herein quoted by title on its first reading. 1 1 Regular Meeting of the Village Council, March 21, 1967 Public Hearing - Zoning, Railroad -(Minneapolis, Northfield & Southern Railway): The Village Clerk presented an affidavit of publication in the official news- paper of the notice of Public Hearing as described in said affidavit. Said affidavit was examined, approved and ordered filed in the Clerk's office. The Mayor announced that this was the time and place for the public hearing above referred to and all persons who desired to do so were afforded the opportunity to express their views thereon. No persons presented objections except the following: OBJECTOR OBJECTION Mr. Leslie Miller Questioned the area involved in the 722 Indiana Avenue North new expansion. Mr. Ken Faulkner Prospective owner of one of the Hopkins, Minn. double bungalows. PROPONENT REASON Mr. I. W. McPherson, representing Mr. McPherson agreed to reduce the Minneapolis Northfield & Southern activity in the Western Avenue yard to Railway the level of 8 or 9 years ago, and stated that all switching would be done in the Glenwood yard. The planning for the Glenwood yard expansion started as a result of the complaints at the Western Avenue yard. The Village Manager read a letter dated March 9, 1967, from the Minneapolis, Northfield & Southern Railway. Mr. Paul Senstad, President of the Planning Commission, presented the Planning Commission recommendation to approve said zoning, except for lots 147, 148, and 119. (see minutes of 2-16-67). The Mayor closed the public hearing. MOVED by Teresi seconded by Bies carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Railroad Zoning District) (Minneapolis, Northfield and Southern Railway) MOVED by Teresi seconded by Stockman carried to approve the ordinance herein quoted by title on its first reading. Mr. McPherson agreed to furnish the records of the activity* at Western Avenue yard prior to 1960 before the second reading of the ordinance zoning the area of the expansion in the Glenwood yard. 38 Regular Meeting of the Village Council, March 21, 1967 Public Hearing - Plat, Suburban Industrial Park: The Village Manager presented an affidavit of publication in the official news- paper of the Notice of Public Hearing as described in said affidavit. Said affidavit was examined, approved and ordered filed in the Clerk's office. The Mayor announced that this was the time and place for the public hearing above referred to and all persons who desired to do so were afforded opportunity to express their views thereon. No persons presented objections except the following: OBJECTOR None OBJECTION None Mr. Paul Senstad, President of the Planning Commission, presented the recom- mendation of the Planning Commission to approve the plat, and increase the utility easement from 6 feet to 12 feet. (see minutes of 2-16-67). Mr. Robert Krause, the proponent, agreed to the increase for utility easement and recommended by the Planning Commission. Member Stockman introduced the following resolution and T4OVED its adoption: "RESOLUTION" (Acceptance of Plat -Suburban Industrial Park) The motion for the adoption of the foregoing resolution was seconded by Member Bies and upon vote being taken thereon, the following voted in favor thereof: Bies, Nadasdy, Stockman and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. See Resolutions Book page. Continued Public HearinE - Zonjng:, Business & Professional Office (Charles E. Anderson): The Village Manager announced that this was a continued public hearing from the meeting of February 21, 1967. Mr. Paul Senstad, President of the Planning Commission, presented the recom- mendation of the Planning Commission to deny said zoning. (seeminutes of 12-15-1966 and 3-16-1967). Mr. Anderson requested that the public hearing be continued until. all five members of the council were present. MOVED by Stockman seconded by Bies carried to continue the public hearing until the next meeting at which there is a full attendance of the Councilmen. Request for Building Permit, 7000 Wayzata Boulevard, Shell Oil Station: The Village Manager informed the Council that Mr. Sullivan of the State Highway Department has requested a date for an informal review of the preliminary plans for T. H. #12. 1 r-, J 1 Regular Meeting of the Village Council, March 21, 1967 MOVED by Stockman seconded by Bies carried to defer the matter to the meeting of April 18, 1967, pending a meeting with the State Highway Department. Communication - Re: Lot 65, Auditor's Subdivision 322: The Village Manager read a letter from the Golden Valley Baptist Church and Smith Construction Company, indicating a desire to purchase a lot described as that part of Lot 65 lying north of south 225 feet thereof, Auditor's subdivision 322, owned by the Village of Golden Valley. The Village Manager reviewed the acquisition of the property and decision to dispose of the property owned by the village and under consideration. MOVED by Teresi seconded by Bies carried that all interested parties submit a written proposal including: Price, plans for the property, including zoning, and any division of property or waivers necessary. Public Hearing - Administration Under the Zoning Code: The Village Clerk presented an affidavit of publication in the official newspaper of the Notice of Public Hearing as described in said affidavit. Said affidavit was examined, approved and ordered filed in the Clerk's office. The Mayor announced that this was the time and place for the public hearing above referred to and all persons who desired to do so were afforded opportunity to express their views thereon. No persons presented objections except the following: OBJECTOR OBJECTION None None The Mayor closed the public hearing. Mr. Paul Senstad, President of the Planning Commission, presented the recommendation of the Planning Commission to approve the proposed change in administration under the zoning code. (see minutes of 2-16-1967). MOVED by Teresi seconded by Stockman carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (Administration Under the Zoning Code) MOVED by Teresi seconded by Bies carried to approve the ordinance herein quoted by title on its first reading. Hennepin County Plans for Douglas Drive Improvement, CSAH-102 CP -6615: The Village Manager reviewed the proposed division of costs for the Douglas Drive Improvement CSAH-102 CP -6615. Council took no action. Regular Meeting of the Village Council, March 21, 1967 Golden Valley Bowling Lanes - Neil Fleisher: Mr. Fleisher appeared to request a 3.2 Non -Intoxicating "On -Sale" license to supplement the bowling lanes income, especially needed during the summer months. The Police Chief gave a resume of his survey in surrounding municipalities and stated that the sale of beer in the bowling lanes would create an additional burden on the police department. After a discussion council took no action. Request to Determine Zoning - A&,ertising Creative Center: Mr. Robert Krause requested a determination of Qualitek Engineering operation with regard to a light industrial zoning district in the Advertising Creative Center. After discussion Council determined that Qualitek Engineering's operation met the requirements of light industrial zone, any future expansion must be confined to the same operation and no heavier use. Request to Determine Zoning - Advertising Creative Center: Mr. Robert Kraues requested a determination of Northwest Swissmatic, Inc. operation with regard to a light industrial zoning district in the Advertising Creative Center. Bell Telephone Exchange at 710 Fbndelssohn Avenue North, subject to the approval of the Building Inspector. Request for Sign Permit - 1805 Lilac Drive North (Krause Anderson): The Building Inspector presented a request for a renewal of the developers sign at 1805 Lilac Drive North for Krause Anderson. MOVED by Teresi seconded by Bies carried to renew the sign permit at 1805 Lilac Drive North for Krauee Anderson for one year. 1 1 1 41 Regular Meeting of the Village Council,March 21, 1967 Request for Sign Permit - T.H. #100 & T.H. #12 (Premier Realty): The Building Inspector presented the request for a sign permit at the south- east corner of T.H. ##100 & T.H. ##12 for Premier Realty. MOVED by Bies seconded by Teresi carried to approve the request for a sign permit at the southeast corner of T. H. #100 & T. Appointment of Library Committee Member: The Village Manager informed the Council that Mrs. Edgar Hall had resigned from the Library Committee. MOVED by Teresi seconded by Stockman carried to appoint Bernie Zimpfer of 2660 Regent Avenue North to replace Mrs. Hall on the Library Committee. Request to Deposit St. Louis Park Connection Charge (Old Wayzata Blvd.) in Public Works Reserve Fund: The Village Manager requested that the money received from St. Louis Park as a connection charge for sewer service on old Wayzata Blvd. be deposited in the Public Works Reserve Fund. MOVED by Stockman seconded by Teresi carried to deposit the St. Louis Park connection charge in the Public Works Reserve Fund.
