01-02-68 City Council Minutes1 1 1 U REGULAR MEETING of the VILLAGE COUNCIL January 2, 1968 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on November 21, 1967, at 7:30 o'clock P. M. The following members were present: Bies, Carlson, Garis, Stockman, and Teresi; and the following were absent: None. Present were'Village Engineer, Lowell Odland; Village Clerk, Helen Penniman; Assistant Village Attorney, Robert Barth; Building Inspector, Dan Lynch; Director Park & Recreation Commission, John Brenna; President of Park & Recreation Commission, Gene Roelke; President of the Planning Commission, Paul Senstad. The Oath of Office was administered by Judge A. Paul Lommen to Mayor Cliff Teresi and Councilman Roger S. Carlson. Minutes of December 19, 1967; December 28, 1967: MOVED by Garis seconded by Stockman carried to approve the minutes of December 19, 1967, and December 28, 1967, as corrected. Public Hearing, Industrial Zoning District (Regulating Building Heights): MOVED by Bies seconded by Garis carried to continue the public hearing on the meeting of January 16, 1968. Request to Advertise for Bids, Public Improvement (Sewer Repair 68 -SR -1 & 2): The Village Clerk presented the request to advertise for bids for sanitary sewer repair (68 -SR -1 & 2). MOVED by Stockman seconded by Garis carried to advertise for bids for sanitary sewer repair (68 -SR -1 & 2) on January 16, 1968. Second Reading Ordinance - Governing Sub -division & Platting of Land: MOVED by Garis seconded by Bies carried to give a second reading to an ordinance entitled: "AN ORDINANCE AMEIZING THE VILLAGE CODE" (An Ordinance Governing the Subdivision and Platting of Land, Providing for the Installation or Guarantee of installation of Utilities, Street Paving and Other Improvements by the Subdivider, Providing for the Dedication of Land for Public Use, and Providing for Plat Approval Fees) Regular Meeting of the Village Council, January 2, 1968 MOVED by Garis seconded by Stockman carried to approve the ordinance herein quoted by title on its second reading and to order publication thereof. See Ordinance Book page Second Reading Ordinance - Regulating Use & Operation of Snowmobiles: MOVED by Garis seconded by Bies carried to continue the second reading of the ordinance to the meeting of January 16, 1968. Second Reading Ordinance - Amending the Building Code - MOVED by Garis seconded by Stockman carried to give a second reading to an ordinance entitled: "AN ORDINANCE AMENDING THE BUILDING CODE" MOVED by Garis seconded by Stockman carried to approve the ordinance herein quoted by title on its second reading and to order publication thereof. See Ordinance Book page Recommendation - Reorganization of Planning Commission• Mr. Paul Senstad, President of the Planning Commission, and Otto Schmid, Planner, were present and presented the recommendation for reorganization of the Planning Commission as proposed by the Planning Commission. (see Minutes of 12-14-1967). Council discussed the number of members comprising the Planning Commission and other points in the recommendation. Council discussed interviews with future candidates for appointment to the Planning Commission as well as other commissions and committees. MOVED by Garis seconded by Bies carried toapprove and accept the Planning Commission reorganization recommendation limiting the number of members to nine with a quorum being five. Request for Building Permit - 7115 Sandburg Road, Harvey Machine• The proponent was not present and Council received no new plans or communication. MOVED by Bies seconded by Stockman carried to defer the matter. Recommendation re: Scheid Park Bridge: Mr. Gene Roelke, President of Park & Recreation Commission, and John Brenna, Director of Park & Recreation Commission, presented a recommend - dation that a bridge be constructed at Scheid Park using a combination of County and Village funds. The estimated cost of the bridge between $15,000 and $20,000. Regular Meeting of the Village Council, January 2, 1968 Council discussed the hazards and reviewed the recommendation for a screened foot bridge to Scheid Park. MOVED by Carlson seconded by Stockman carried to approve the recommendation of the Park & Recreation Commission to enter into a contract with Hennepin County for construction of a foot bridge over County Road J/66 to Scheid Park. Communication - Sales & Rental of Trailers: The Village Clerk read a letter dated December 26, 1967, from Campsite Trailers, Inc., requesting a special permit for selling and leasing of camping trailers, at the northwest corner of T.H. #55 & Ensign Avenue North. (former Standard Oil Station). The proponents were present to answer questions for Council. The zoning ordinance requires that storage in a commercial zone be provided for in an enclosure. Council took no action on the matter. Request for Public Hearin - Public Improvements, Storm Sewer Sanity Sewer, Watermains Golden Valley Industrial Park The Village Clerk presented a request for a public hearing for public improvements (storm sewer, sanitary sewer, watermains) for Golden Valley Industrial Park. Member Stockman introduced the following resolution and MOVED its adoption: "RESOLUTIOib PROVIDING FOR PUBLIC HEARING ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS" (Proposed Storm Sewer 68 -SS -2; Sanitary Sewer 68 -LF -3 and vlatermain 68-401-2) The Motion for the adoption of the foregoing resolution was duly seconded by Member Carlson, and upon vote being taken thereon, the following members voted in favor thereof: Bies, Carlson, Garis, Stockman, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. Request for Public Hearing - Amending Zoning Code 5.05 (Com'l. Dist.): MOVED by Garis seconded by Stockman carried to call a public hearing to amend the zoning code 5.05 (Commercial District) on January 16, 1968. I Regular Meeting of the Village Council, January 2, 1968 Contract for Dog Control: The Village Clerk submitted the proposed contract for dog annual renewal. Council requested figures for comparison of the Village performing its own patrol service for dog control. No action was taken, pending the requested cost figures on dog control. Designation - Official Depository: MOVED by Garis seconded by Bies carried to defer action until the service offered from other banks could be ascertained. Designation - Official Publication: MOVED by Garis seconded by Stockman carried to designate the Golden Valley Press as the official publication for the year 1968. Appointment of Acting Mayor: MOVED BY Stockman seconded by Carlson carried to appoint Gordon Garis Acting Mayor in the absence of the Mayor. Appointment of Planning Commission Members: MOVED by Stockman seconded by Bies carried to defer appointments to the Planning Commission. Appointment of Civil Service Commissioner: ITOVED by Carlson seconded by Garis carried to appoint Robert J. Hazelrigg to the Civil Service Commission for a three year term. Appointment of Park & Recreation Commissioners: MOVED by Bies seconded by Carlson carried to defer appointments to the Park and Recreation Commission. Appointment of Sanitary Sewer Commission Member & Alternate & Rate Authority: MOVED by Stockman seconded by Bies carried to appoint Gordon Garis as representative to the Sanitary Sewer Commission and Suburban Rate Authority with Roger K. Ulstad as alternate representative. Appointment of Suburban Sanitary Disposal Authority Director: ROVED by Garis seconded by Stockman carried to appoint John Z. Bies as Suburban Sanitary Disposal Authority Director from the Village of Golden Valley. Ll 1 Regular Meeting of the Village Council, January 2, 1968 Appointment of Village Health Officer & Doctor: MOVED by Garis seconded by Bies carried to appoint Dr. Albert Krieser as Village Health Officer & Doctor for the year 1968. Appointment of Weed Inspector: MOVED by Stockman seconded by Bies carried to appoint Harry Hamman as Village Weed Inspector for the year 1968. Appointment of Representative to Hennepin County League of Municipalities: MOVED by Bies seconded by Garis carried to appoint Ray B. Stockman ass representative to Hennepin County League of Municipalities and John L. Bies as alternate. Communication - Safety Council: The Village Clerk read a letter dated December 27, 1967, from the Golden Valley Safety Council reviewing the past years activities and outlining the program planned for next year. Council took no action. Licenses: MOVED by Stockman seconded by Garis carried to approve the license as follows: NO. Licensee 4490 Berts' Golden Valley Mobile Type Fee Filling Station (4 pumps) $20.00 Bills: MOVED by Stockman seconded by Garis carried to approve the bills as submitted on the prelist.
