11-06-68 Special Meeting178 SPECIAL MEETING of the VILLAGE COUNCIL November 6, 1968 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road, in said Village on November 6, 1968 at 7:30 o'clock P.M. The following members were present: Bies, Carlson, Garis, Stockman, and Teresi; and the following were absent: None. Present were Village Manager, Roger K. Ulstad; Village Attorney, Robert M. Skare; Village Engineer, Lowell Odland; Village Clerk, Helen Penniman, Building Inspector, Dan Lynch. Minutes of October 1st, October 8th & October 15, 1968: MOVED by Garis seconded by Stockman carried to approve the minutes of October 1, 1968, October 8, 1968, and October 15, 1968 as corrected. Presentation of Award to Gene Roelke, Park & Recreation Commission: Mr. Roelke was unable to be present at the meeting. Council deferred the presentation to November 19, 1968. Second Reading Ordinance - Zoning, S.W. Corner Douglas Drive & Medicine Lake Road: MOVED by Garis seconded by Bies carried to give a second reading to an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Residential Zoning District) (Southwest Corner of Douglas Drive and Medicine Lake Road) The following residents in the area objected to the zoning to residential: Mr. & Mrs. E.O. Thomas, 2511 Douglas Drive North, requested the Council to revoke the 35' set -back on his lot division recommended by the Planning Commission and approved by Council. MOVED by Stockman seconded by Carlson carried to request the Planning Commission for a recommendation for street development for the proposed street running east from Florida or a waiver of the 35' set -back. MOVED by Garis seconded by Stockman to approve the ordinance herein quoted by title on its second reading and to order publication thereof. Bennett Company for a warehouse at 7525 Medicine Lake Road. Council requested a plat plan and lay -out area. MOVED by Stockman seconded bt Carlson carried to defer the matter to the meeting of November 19, 1968. Request for FootinE Permit - 935 Decatur Avenue North,_Ran Construction: The Building Inspector presented the request for a footing permit for Ryan Construction at 935 Decatur Avenue North. Mrs. James Ryan of Ryan Construction was present to answer questions for Council. Council requested additional information on the proposed lay -out and sit plan. MOVED by Bies seconded by Stockman carried to approve the footing permit, subject to the recommendation of the Board of Zoning Appeals, and meeting all building and zoning codes. Petition re: Storm Water, Block 6, Brentwood Addition: MOVED by Garis seconded by Bies carried to continue the matter to the meeting of November 19, 1968. Request for Additional Parking Area, 720 Winnetka Ave. No., McDonalds Hamburgers: Mr. Robert Ehrenberg, representing Belt Line Industrial Park and McDonalds Hamburgers and Mr. James Klinefelter, Supervisor of McDinalds appeared to request the use of the Village parking lot for additional parking and relief of congestion in McDonalds Hamburgers at 720 Winnetka Avenue North. MOVED by Carlson seconded by Garis carried to deny the request for the use of the Village parking lot by McDonalds Hamburgers at 720 Winnetka Avenue North. Special Meeting of the Village Council, November 6, 1968 Re: Service Station, 7000 Wayzata Boulevard, Shell Oil Company: Mr. P. T. Scheel, District Engineer representing Shell Oil Company, appeared and stated that there was a misunderstanding regarding the brick finish on the Shell Oil Service Station at 7000 Wayzata Boulevard. Mr. Scheel stated that the company agreed to meet the requirements of the permit issued for the building. Progress Report on Group Home, 6424 Winsdale Street: The Village Manager read a progress report dated November 6, 1968, from the Village Planner regarding the group home at 6424 Winsdale Street. Council took no action on the matter. First Reading Ordinance - Establishment of a Police Department: MOVED by Garis seconded by Bies carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (The Establishment of a Police Department) Member Stockman voted "NO". MOVED by Bies seconded by Garis carried to approve the ordinance herein quoted by title on its first reading. Member Stockman voted "NO". First Reading Ordinance - Establishment of a Police Civil Service Commission: MOVED by Bies seconded by Garis carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (The Establishment of A Police Civil Service Commission) Member Stockman voted "NO". Request for Approval of Plans & Advertisement for Bids - Building, Facilities at Brookview: The Village Manager presented the proposed plans for improvements and addition to Brookview Golf Club, estimated cost $85,000. Hall): Council deferred the appointment of a Human Rights Commissioner to the meeting of November 19, 1968. Discussion - Proposed Laurel Ave. Agreement (MN&S RR & Liberty Carton): The Village Attorney presented an estimated cost up to $33,000 to move the MN&S RR tracks 20 feet to the south. MOVED by Garis seconded by Stockman to approve in principle the agreement, subject to approval by the Village Attorney as to form and legality.
