REGULAR MEETING
of the
VILLAGE COUNCIL
May 20, 1969
Pursuant to due call and notice thereof, a regular meeting of the Village
Council of the Village of Golden Valley, Hennepin County, Minnesota, was
held at 7800 Golden Valley Road in said Village on May 20, 1969, at
8:00 o'clock P. M.
The following members were present: Carlson, Garis, Stockman and Teresi;
the following were absent: Bies.
Present were Village Manager, Barkley G. Omans; Village Attorney, Robert M.
Skare; Village Engineer, Lowell Odland; Acting Village Clerk, Carol Wachter;
Building Inspector, Dan Lynch.
Continued Public Hearing - Zoning,_ Independent School District #281
(Institutional District):
The Village Manager read a letter from Supt. Leroy E. Hood, School Dist. 281,
to Council requesting postponement of this hearing. A letter was also received
from Mrs. Russell Bjella inviting the Council to attend a neighborhood meeting
on the school location matter. MOVED by Stockman, seconded by Carlson, to
continue the hearing to the meeting of June 3, 1969, Carried unanimously.
Public Hearing - Proposed Public Improvements (69 -VIM -1, 69-WM-3, 69 -Wm -4;
69 -LF -1, 69 -LF -2; 69 -CG -1, 69 -CG -2, 69 -CG -3, 69 -CG -4, 69 -CG -6; 69 -BS -1,
69 -Bs -5, 69 -BS -7, 69 -BS -8, 69 -BS -10; 69 -SC -1:
The Village clerk presented an affidavit showing publication in the official
newspaper of the Notice of Public Hearing on Certain Proposed Public Improve-
ments 69 -Wm -1, 69 -Wm -3, 69 -Wm -4; 69 -LF -1, 69 -LF -2,; 69 -CG -1, 69 -CG -3, 69 -CG -4,
69 -CG -6; 69-B s-1, 69 -BS -5, 69 -BS -7, 69 -BS -8, 69 -BS -10; 69 -SC -1. Said affidavit
was then examined, approved and ordered filed in the office of the Village Clerk.
The Mayor then announced that the meeting was open for public hearing on said
proposed public improvements, and all persons present to do so were afforded
opportunity to express their views thereon.
The following appeared to express their thoughts on the public improvements:
Mr. Paul Welter - 2565 Brunswick Avenue North - objected to trees being removed
in the right-of-way; felt that they were needed to screen his view of the
shopping center across the street, otherwise in favor of improvement.
Mrs. Joseph Sarych - 6909 Medicine Lake Road - objected to being assessed
because of a verbal agreement with the school board promising to assume this
assessment in return for sale of 50 feet of land to them.
J. E. Harnstrom - 6830 Sandburg Lane - in favor of bituminous surfacing because
of the great amount of dust.

The Mayor closed the public
hearing.
Member Garis introduced the
following resolution and MOVED its adoption:
"RESOLUTION ORDERING CONSTRUCTION OF
CERTAIN PROPOSED PUBLIC IMPROVEMENTS
(69-WM-1, 3, 4; 69 -LF -1, 2)
(69 -CG -1, 2, 3, 4, 6)
(69 -BS -1, 5, 7, 8, lo; 69 -SC -1)"
The motion for the adoption of the foregoing resolution was duly seconded
by Member Carlson, and upon vote being taken thereon, the following voted
in favor thereof: Carlson, Garis, Stockman and Teresi; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the

Member Carlson introduced the following resolution and MOVED its adoption:
"RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND ORDERING ADVERTISEMENT FOR BIDS
(Proposed Watermain - 69 -Wm -1, 3, 4)
(Proposed Concrete Curb and Gutter - 69 -CG -1, 2, 3, 4, 6 and)
(Proposed Sanitary Sewer - 69 -LF -1, 2)"
The motion for the adoption of the foregoing resolution was duly seconded
by Member Stockman, and upon vote being taken thereon, the following voted
in favor thereof: Carlson, Garis, Stockman and Teresi; and the following
voted against the same: None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the

Member Carlson introduced the following resolution and MOVED its adoption:

The motion for the adoption of the foregoing resolution was duly seconded
by Member Stockman, and upon vote being taken thereon, the following voted
in favor thereof: Carlson, Garis, Stockman and Teresi; and the following
voted against the same. None, whereupon said resolution was declared duly
passed and adopted, signed by the Mayor and his signature attested by the

The motion for the adoption of the foregoing resolution was duly seconded by
Member Carlson and upon vote being taken thereon, the following voted in favor
thereof: Carlson, Garis, Stockman and Teresi; and the following voted against
the same: None, whereupon said resolution was declared duly passed and adopted,
signed by the Mayor and his signature attested by the Acting Village Clerk.

Second Reading - Ordinance Amending the Village Code (Issuance of Building Permit):

Second Reading - Ordinance re: Water Department Fees and Meter Changes:
MOVED by Stockman, seconded by Carlson, carried to give a second reading to
an ordinance entitled:
"AN ORDINANCE AMENDING THE VILLAGE CODE"

MOVED by Carlson, seconded by Stockman, carried to approve the ordinance
herein quoted by title on its second reading and to order publication thereof.

Winsdale Group Home Committee Report:
The Chairman of the Winsdale Group Home Committee, Mr. Merlin Garner, and
three other members were present to answer questions for council regarding
their report.
MOVED by Garis, seconded by Stockman, to direct that the advisory committee
continue to act so long as there is a group home in the neighborhood and
that if there are any changes, the @ouncil be advised so that adjustments
can be made. Carried unanimously.
Robert Krause, re: BZA Appeal; 2450 Louisiana Avenue North:
MOVED by Carlson, seconded by Stockman, carried to add this item to the agenda.
Regular Meeting of the Village Council, May 20, 1969
Mr. Robert Krause presented his request to the Council and was informed
by them that this was new material and would have to be taken to the
Board of Zoning Appeals.
Glen A. Fuller - Re: Scheid Park Pedestrian Bridge Hearing:
The Village Manager presented a communication from Mr. Glen A. Fuller
thanking the Council for their favorabel decision on the Scheid Park
Pedestrian Bridge proposal.
League of Minnesota Municipalities - League Convention June 18-20:
The Village Manager asked the Council to contact him if any of them wish to
attend the convention: otherwise a staff member will represent the Village.
Golden Valley Human Rights Commission - re: Police Week:
The Village Manager read a letter addressed to the Police Chief from the
Human Rights Commission commending the Police Department on their efforts
to establish better community relations. The week beginning May 11, 1969,
has been declared "Police Week" and the entire nation is giving observance
to its police officers,
Herbert Smith - re, Police Response:
The Village Manager read a letter from Mr, Herbert Smith thanking the
Police Department for their quick, efficient action in recovering an article
of stolen property.
Urban Cab Company - Appearance:
Mr. Howard Lindskog appeared to answer questions concerning the operations
of the Urban Cab Company in the Village of Golden Valley. Many complaints
have been received regarding the poor service and the attitude of their
dispatcher.
MOVED by Stockman, seconded by Carlson, that the renewal be denied for the
Urban Cab Company to operate in Golden Valley until such time as changes are
made in their attitude of service to the public. Carried unanimously. The
Village Manager was also requested to contact other communities in which
Urban Cab Company has operated to determine whether they have had similar
difficulties with service by the applicant.
Tenney's Skelly Service Station - 7155 Medicine Lake Road - Appearance:
Mr. Tenney and a representative of Skelly Oil Company appeared requesting a
service station license.
MOVED by Stockman, seconded by Carlson, that Mr. Tenney be granted a
temporary license to June 17, 1969, at which time all ordinance violations
must be cleared up; further, if such violations are not eliminated by
June 17, 1969, the Village Attorney is instructed to commence legal action
on behalf of the Village of Golden Valley. Carried unanimously.

Brookview Improvements:
The Village Manager read his recommendations for painting of the Community
Center and Club House at Brookview.
MOVED by Carlson, seconded by Garis, to accept the proposal from G. Cobey
Company in the amount of $1,675 for the priming and painting of the south
and east side of the Community Center where it has been resided. Carried
unanimously.
MOVED by Carlson, seconded by Garis, to accept the proposal from G. Cobey
Company in the amount of $1,625 for painting the club house. Carried unanimously.
Weed Ordinance - First Reading:
The Village Manager presented his communication regarding weeds to the Council.

an ordinance entitled:

MOVED by Stockman, seconded by Carlson, carried to approve the ordinance
herein quoted by title on its first reading.
Closing of Ottawa and Circle Down at Highway #100:
The Village Manager brought to the Council's attention complaints on
traffic on Ottawa and the hazard of the entry off Highway #100. This
entry has been temporarily closed on occasion in the past. The Manager
suggested temporary closing and a meeting of the Council with the people
in the area on permanent closing.
MOVED by Carlson, seconded by Garis, that the Village Manager request the
State Highway Department to temporarily close the entrance and that the
residents be invited to meet with the Council on June 3rd to consider
the permanent closing of the entrance. Motion carried.
Request for Building Permit - 601 Boone Avenue North:.
Plans were presented by the Building Inspector. MOVED by Stockman, seconded
by Carlson, carried to approve the request for building permit at 601 Boone
Avenue North, subject to the approval of the Building Inspector, and the
filing of a $3,000 landscaping bond.
Request for Waiver of Platting Ordinance - Lot Division:
The Village Manager presented a request for waiver of Platting Ordinance
for a lot division for the following property:
7525 Medicine Lake Road:
That portion lying North of a line 785.4 feet South of the
North line of Section 29, Township 118, Range 21 of all of
the property hereinafter described: The East 42 2/3 rods
of the of the Northwest 4 of the Northwest' -3-4 of Section 29,
Township 118, North Range 21 West of the 5th Principal
Meridian according to the United States Government Survey,
Hennepin County, Minnesota and all that part of the North-
east 4 of the Northwest 4 of Section 29, Township 118,

All present agreed to add this item to the agenda.
