08-12-69 City Council Minutesoil SPECIAL MEETING of the VILLAGE COUNCIL August 12, 1969 Pursuant to due call and notice thereof, a special meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road, in said Village on August 12, 1969, at 8:00 o'clock P.M. The following members were present: Bies, Garis, and Teresi; and the follow- ing were absent: Carlson, Stockman. Present were Village Manager, Barkley G. Omans; Village Engineer, Lowell Odland; Village Clerk, Helen Penniman; Building Inspector, Dan Lynch. Award of Bid - Public Improvements (69 -LF -7; 69-WM-9; 69 -SS -7): The Village Manager reviewed the bids received on August 1, 1969. Council requested the Village Manager to negotiate with Rauenhorst Corp. on the basis of increased costs for the proposed public improvements. MOVED by Garis seconded by Bies carried to take no action on the bids. State Aid Assessment Policy: The Village Manager reported on State Aid Assessment Policy and recommended the uniform State Aid Assessment for street not include other costs such as storm sewer. The Council concurred in the report. Financing - 1969 Bond Issue: The Village Manager reviewed the village financing for 1969 Bond Issue, relating to State Aid Street Fund, Park & Recreation, Improvement (Special Assessment Financing) and temporary improvement bonds. MOVED by Garis seconded by Bies carried to concur in the recommendation of the Village Manager to finance these functions by Bond Issue, and to take the necessary actions for expeditious sale of bonds. Authorization for Expenditure for Sewer Lateral, 105 Winnetka Avenue South: The Village Manager requested authorization for an expenditure of $2,250.00 from the Utility Operating Fund to install 150' of 6" sewer and a manhole at 105 Winnetka Avenue South. MOVED by Garis seconded by Bies carried to approve the expenditure of $2,250.00 for a lateral sewer at 105 Winnetka Avenue South. Resignation - Otto Schmid, Village Planner: The Village Manager informed the Council of the resignation of Otto Schmid, Village Planner. Mr. Schmid is joining a private planning agency. 12 Special Meeting of the Village Council, August 12, 1969 Request for Waiver of Public Hearing - Public Improvements (69 -LF -7, 60 -Wm -9, 69 -SS -7) Member Bies introduced the following resolution and MOVED its adoption: "RESOLUTION WAIVING THE PUBLIC HEARING PURSUANT TO MINNESOTA STATUTES 429.031, SUBD. 3 AND ORDERING CONSTRUCTION OF CERTAIN PROPOSED PUBLIC IMPROVEMENTS" (Proposed Sanitary Sewer - 69 -LF -7, Proposed Watermain - 69-WM-9, and Proposed Storm Sewer - 69 -SS -7) The motion for the adoption of the foregoing resolution was duly seconded by Member Garis, and upon vote being taken thereon, the following members voted in favor thereof: Bies, Garis, and Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. Member Garis introduced the following resolution and MOVED its adoption: "RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS" (Proposed Sanitary Sewer - 69 -LF -7, Proposed Watermain - 69-WM-9, and Proposed Storm Sewer - 69 -SS -7) The motion for the adoption of the foregoing resolution was duly seconded by Member Bies, and upon vote being taken thereon, the following members voted in favor thereof: Bies, Garis, Teresi; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. See Resolution Book page 91 1- . Quit Claim Deed to General Mills on Vacated Street Properties: The Village Manager presented a Quit Claim Deed to General Mills for vacated street property. MOVED by Garis seconded by Bies carried to approve the deed and authorize the Village officials to sign said deed. Village Case with Paramount Builders - Western Avenue: Council deferred the above matter to the Sept. 2, 1969 meeting. Request for Sign Waiver - Leo's Sinclair, 7901 Golden Valley Road: The Building Inspector presented the request for a sign waiver for Leo's Sinclair Service Station at 7901 Golden Valley Road, for a banjo sign on an existing post. X28 Special Meeting of the Village Council, August 12, 1969 MOVED by Bies seconded by Garis carried to approve the request for a sign waiver for a banjo sign at Leo's Sinclair Service Station at 7901 Golden Valley Road, subject to approval of the Building Inspector. Request for Waiver of Platting Ordinance - 1517-1533 Pennsylvania Avenue North: The Building Inspector presented a request for waiver of Platting Ordinance for a lot division for the following property: 1533 Pennsylvania Avenue North: Lot 3 and the North 1/2 of Lots 4, Block 1, Winnetka Addition 1517 Pennsylvania Avenue North: The South 1/2 of Lot 4 and all of Lot 5, Block 1, Winnetka Addition. MOVED by Garis seconded by Bies carried to approve the waiver of Platting Ordinance for the above referenced property, upon recommendation of the Planning Commission. Request for Waiver of Platting Ordinance - Robert Krause: The Building Inspector presented a request for waiver of Platting Ordinance for division for the following property: 7050 Madison Avenue West: Lot 10, Block 1, Advertising -Creative Center, except that part of the east 30.99 feet of said lot which lies south of the westerly extension of the north line of Lot 9 in said Block 1, and all of Lot 11, in said Block 1. 7000 Madison Avenue West: That part of the east 30.99 feet of Lot 10, Block 1, Advertising - Creative Center lying south of the westerly extension of the north line of Lot 9 in said Block 1. And those parts of Lots 8 and 9, Block 1, Advertising -Creative Center lying west of a line 113.01 feet east of, measured at right angles to, and parallel with the west line of said Lot 9 and its extensions. 2500 Louisiana Avenue North: Those parts of Lots 8 and 9, Block 1, Advertising -Creative Center lying east of a line 113.01 feet east of, measured at right angles to, and parallel with the west line of said Lot 9 and its extensions. Planning Commission Minutes - 7-14-1969: MOVED by Garis seconded by Bies carried to receive and file the Planning Commission minutes of 7-14-1969, as submitted to Council. Human Rights Commission Minutes - 7-10-1969: MOVED by Bies seconded by Garis carried to receive and file the Human Rights Commission minutes of 7-10-1969, as submitted to Council. Council requested that the questionnaire discussed in the minutes of 7-10-1969, be submitted to Council with the estimated cost of the proposed survey. 1968 Audit - George M. Hansen Company, C.P.A. MOVED by Garis seconded by Bies carried to accept the audit and instruct the Village Manager t6 compliment the Village Finance Officer. Board of Zoning Appeals Minutes - 7-8-1969: MOVED by Garis seconded by Bies carried to receive and file the Board of Zoning Appeals Minutes for 7-8-1969, as submitted to Council. Letter from D. R. Browne, 4135 Leber Lane, Requesting Bituminous Surfacing: All present agreed to add the above matter to the agenda. MOVED by Bies seconded by Garis carried to answer Mr. Browne's request and inform him that 68 -BS -32 bituminous surfacing was ordered constructed last year and will be completed this construction season. Representative of Golden Valley Jaycees - James E. Flaskerud: All present agreed to add the above matter to the agenda. Mr. James E. Flaskerud of the Golden Valley Jaycees appeared before Council and outlined their proposed program for the next year and requested the Council's support and offered the Jaycees support to the Village Council with projects or problems.
