09-22-69 Special Meeting160 ADJOURNED MEETING of the VILLAGE COUNCIL September 22, 1969 Pursuant to due call and notice thereof, an adjourned meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on September 22, 1969, at 7:30 P.M. The following members were present: Jensen, Stockman, and Teresi; and the following members were absent: Bies, Garis. Present were Village Manager, Barkley G. Omans; Finance Director, John Murphy. The Village Council met with the Park & Recreation Commission to discuss the Park & Recreation budgets for 1970, and the request of the Park Comm- ission to increase the present 1 mill levy to 2 mills for park development. Considerable discussion developed on whether it will be possible to reduce programming expenditures, thus allowing more of the budget to be used for capital development. It was pointed out that increasing budget would result in increased mill rate as the growth in assessed value will not cover increased costs of operations. The Council excused the Park & Recreation Commission at 10:80 P.M., and convened for further budget consideration. The Village Manager requested, that having gone over the budget the Council begin to list the items which require major Council decision, they were: 1. Question of Additional 1 mill levy for park development. 2. Question of increased Human Rights Commission appropriation from six to eighteen thousand dollars. 3. Question of wages and salaries (Prel. decision made 9-18-1969) 4. Liquor License fees. 5. Sidewalk needs and levy. 6. Additional dispatcher manpower for 24 hour service. 7. Increase of x20,000 in Planning appropriation to do comprehensive plan in 1970. The Council by general agreement determined that there will be no budget change to increase the mill levy for park development. The Council unanimously agreed that the increase in Liquor License fees should not be implemented, but should be held for review next ,year. (Leaves budget revenue $10,000 short). The Council agreed. that the Managers proposal for dispatch manpower is sufficient for at least the first year of operation of the new radio system. The Council agreed that they would like to hold the items 2,5,7, for the next Council budget session.
