10-27-69 Special Meeting180 ADJOURNED MEETING of the VILLAGE COUNCIL October 27, 1969 Pursuant to due call and notice thereof, an adjourned meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7:00 P.M., on October 27, 1969. Present were the following members: Bies, Garis, Jensen, and Teresi; and the following was absent: Stockman. Also present were Village Manager, Barkley G. Omans; Village Engineer, Lowell Odland. The Village Council met with residents along Highway #18 where traffic is be- ing by-passed on the service drive; with Herbert Klossner, Sam Fisher and the construction superintendent from Hennepin County regarding the traffic rout- ing creating the difficulties to residents along Highway #18 between Plymouth Avenue and Medicine Lake Road. Residents explained their difficulties and the fact that they have been unable to obtain satisfactory answers from the County Highway Department. The County explained their proposals for detouring traffic and the County agreed that they will do everything within their power to speed the construction of the west service road so that south bound traffic can be placed on the west ser- vice road. They promised to complete this construction by November 21, 1969. The Council requested authorization of overtime work for an earlier completion. The County also agreed to look into the problem of traffic control at Medicine Lake Road and the detour. The County further stated that they will work with the residents to relieve the traffic on the service road and allow limited parking on the service road. The Council requested that the County report back to them at the November 3, 1969, meeting on the progress being made to alleviate the problem. At 8:00 P.M., the Council met with the Planning Commission and a representa- tive of Midwest Planning, a representative of the State Planning Agency and Otto Schmid, regarding the proposed Comprehensive Planning effort of the Village of Golden Valley. After discussion of the merits and the elements of using 701 Federal funds, the following action was taken: MOVED by Garis seconded by Jensen carried that the Village proceed with their Comprehensive Plan on the basis of using Village funds. The Council agreed to meet at 7:30 P.M., on November 10, 1969, with the Planning Commission to discuss policy and communication during the planning effort prior to developing the scope of the planning and a contract with Midwest Planning Association.
