12-22-69 Special MeetingL Z�3 ADJOURNED MEETING of the VILLAGE COUNCIL December 22, 1969 An adjourned meeting of the Village Council was held at 6:30 P.M., December 22, 1969, at the Boulevard Cafe. Present were Mayor Teresi; Councilmen Bies, Garis, Jensen and Stockman; Village Manager Barkley G. Omans and Finance Director John F. Murphy. Transfers: MOVED by Jensen, seconded by Garis, carried, to make the following transfers upon the books: 1 - $3000 to Recreation from Park Operation. 2 - $7000 to General Insurance -- $1000 from Health Appropriation, $6000 from Civic Building 3 - $1000 to Administration from Elections Appropriation. 4 - $3500 to Village Attorney from Human Rights Appropriation. Bills: MOVED by Stockman, seconded by Bies, carried, to pay the bills as submitted on the prelist dated December 22, 1969• (Member Jensen was excused from the meeting and left at this point.) Payroll Bank Account: MOVED by Bies, seconded by Stockman, carried, to transfer $15,000 from the General Fund deposit to the Payroll Account deposit to increase the amount available to the payroll check -writing fund. Temporary Improvement Bonds: Member Stockman introduced the following resolution and moved its adoption: RESOLUTION DIRECTION THE ISSUANCE AND SALE OF TEMPORARY IMPROVEMENT BONDS SERIES II AND THE PURCHASE OF SUCH TEMPORARY IMPROVEMENT BONDS BY THE DEBT REDEMPTION IMPROVEMENT BONDS IN ACCORDANCE WITH MINNESOTA STATUTES, CHAPTER 429.091. Motion for the foregoing resolution was seconded by Member Garis and upon vote being taken thereon the following voted in favor thereof: Bies, Garis, Stockman and Teresi; the following voted against the same, none; whereupon said resolution was declared duly passed and adopted, signed by Adjourned Meeting of the Village Council, December 22, 1969 the Mayor and his signature attested by the Clerk. See Resolutions Book page A�� Insurance Bids: The Village Manager reported on quotations for Village insurance opened at 10 A.M., December 19, 1969, in the Village Council Chambers by the Village Manager and Finance Director in response to advertisements and specifica- tions. MOVED by Stockman, seconded by Bies, carried, that the Village liability insurance be awarded to Pacific Indemnity Company at the low quote of $31,092 for a three-year period; that the auto fleet insurance be awarded to Pacific Indemnity Company at the low quote of $29,454 for a three-year period, subject to rating on the second and third year premiums; that the Fire Department Removable Equipment floater be awarded to Pacific Indemn- ity Company at $333 for a three-year period, the Pacific Indemnity Company being represented by Brandow, Howard and Kohler Agency. MOVED by Bies, seconded by Stockman, carried, that Workmen's Compensation Insurance be awarded to Employers of Wausau, based on the modified premium of $23,323 less dividend and retrospective rating for a one-year period with intent to renew the coverage for at least a three-year period. Alternate Commissioner for Bassetts' Creek Flood Control Commission: Member Stockman introduced the following resolution and moved its adoption: RESOLUTION AUTHORIZING AN ALTERNATE COMMISSIONER TO REPRESENT THE VILLAGE ON THE BOARD OF THE BASSETTS' CREEK FLOOD CONTROL COMMISSION AND APPOINTING SAID ALTERNATE COMMISSIONER. Motion for the foregoing resolution was seconded by Member Garis and upon vote being taken thereon the following voted in favor thereof: Bies, Garis, Stockman and Teresi; the following voted against the same, none; whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Clerk. Salary Negotiations: The Village Council received a report from the Village Manager on salary negotiations to date and took the following actions: 1 - Approved the schedule as submitted by the Village Manager for police at $725 - 880 in five steps over a four-year period, and for sergeants at $930 - 960 over a two-year period. Adjourned Meeting of the Village Council, December 22, 1969 2 - No action was taken in reference to employees in the classified section of Street, Utility and Park Depart- ments which are still under negotiations. 3 - Schedule for classified employees was adopted as sub- mitted by the Village Manager providing for an 8a increase on the top step and appropriate adjustment of the other steps. 4 Department heads and supervisory employees' salaries were set in accordance with the attached list. The Village Manager's salary was set at $22,900. DEPARTMENT HEADS AND SUPERVISORY EMPLOYEES' SALARIES Meeting was adjourned at 11:00 P.M.
