01-04-71 City Council MinutesI REGULAR MEETING of the VILLAGE COUNCIL January 4,,1971 Pursuant to due call and notice thereof, a regular meeting of the Village Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on January 4, 1971, at 7:30 o'clock P.M. The following members were present: Bies, Paulson, Stockman, Teresi, and Ulstad and the following were absent: None. Present were Village Manager, Barkley G. Omans; Village Attorney, Robert M. Skare; Village Engineer, Lowell Odland; Village Clerk, Helen Penniman. Oath of Office: Judge A. Paul Lommen was present and administered the oath of office to new Councilman Roger K. Ulstad. Minutes of December 8, 15, 21, 1970: MOVED by Stockman seconded by Bies carried to approve the minutes of Dec- ember 8, 15, 21, 1970, as submitted. Public Hearing - Second Reading, Zoning Residential Districts: MOVED by Stockman seconded by Bies carried to give a second reading to an ordinance entitled: "AN ORDINANCE AMENDING THE ZONING CODE" (Residential Zoning Districts) MOVED by Stockman seconded by Paulson to approve the ordinance herein quoted by title on its second reading. Upon roll call vote being taken thereon the members were recorded as voting as follows: Bies YES Paulson YES Ulstad YES The motion was carried and publication ordered. MOVED by Stockman seconded by Bies carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (Water Ordinance Changes) MOVED by Bies seconded by Paulson carried to approve the ordinance herein quoted by title on its first reading. MOVED by Paulson seconded by Stockman carried to give a first reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (Building Code) MOVED by Bies seconded by Paulson carried to approve the ordinance herein quoted by title on its first reading. Appointment of Acting Mayor: MOVED by Bies seconded by Paulson carried to appoint Ray Stockman as Act- ing Mayor. Designation of Official Newspaper: MOVED by Bies seconded by Stockman carried to designate the Golden Valley Sun as the official newspaper for 1971. Designation of Official Depositories: MOVED by Stockman seconded by Paulson carried to designate the banks pre- sently named as follows: Golden Valley State Bank Northwestern National of Hopkins First Plymouth National Bank First National Bank of Minneapolis Appointment of Representative & Alternate for Suburban Rate Authority: f7 Regular Meeting of the Village Council, January 4, 1971 Member Stockman introduced the following resolution and MOVED its adoption: "RESOLUTION DESIGNATING DIRECTOR AND ALTERNATE DIRECTOR TO SUBURBAN RATE AUTHORITY" (Richard C. Paulson - Roger K. Ulstad) The motion for the adoption of the foregoing resolution was duly seconded by Member Bies, and upon vote being taken thereon, the following members voted in favor thereof: Bies, Paulson, Stockman, Teresi, and Ulstad; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. Designation of Representative for Suburban Sanitary Sewer Commission: Member Paulson introduced the following resolution and MOVED its adoption: "RESOLUTION DESIGNATING COMMISSIONER TO SUBURBAN SANITARY SEWER COMMISSION" (Barkley G. Omans) The motion for the adoption of the foregoing resolution was duly seconded by Member Bies, and upon vote being taken thereon, the following members voted in favor thereof: Bies, Paulson, Stockman, Teresi, and Ulstad; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor, and his signature attested by the Village Clerk. See Resolution Book page_. Appointment of Representative to Hennepin County League of Municipalities: MOVED by Stockman seconded by Bies carried to appoint Roger K. Ulstad as representative to Hennepin County League of Municipalities and Richard C. Paulson as alternate to the League. Bills and Claims: MOVED by Paulson seconded by Stockman carried to approve the bills as sub- mitted on the prelist. Chamber of Commerce Representative: All present agreed to add the above item to the agenda. Mr. Ray Weinberg, representing the Chamber of Commerce, appeared to reaffirm the position of the Chamber in requesting a delay of the second reading of the ordinance Establishing a Public Safety Department. Mr. Weinberg stated he would report back to the Chamber the Council attitude regarding the pass- ing of the ordinance. Mr. Weinberg requested a speaker from the Council to appear before the Chamber in the near future. Member Paulson called for solidarity and cooperation by the Chamber of Commerce in the implementation of the Ordinance Establishing a Public Safety 11 Regular Meeting of the Village Council, January 4, 1971 Department.
