05-03-71 City Council Minutes59 REGULAR MEETING of the VILLAGE COUNCIL May 3, 1971 Pursuant to due call and notice thereof, a regular meeting of the Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road in said Village on May 3, 1971, at 7:30 P.M. The following members were present: Hoover, Paulson, Teresi, and Ulstad; and the following was absent: Stockman. Present were Village Manager, Barkley G. Omans; Village Attorney, Robert M. Skare; Village Engineer, Lowell Odland; Village Clerk, Helen Penniman. Minutes of April 19, 1971: MOVED by Hoover seconded by Paulson carried to approve the minutes of April 19, 1971, as submitted. Award of Certificates to Board & Commission Members: Certificates of award were given to the following residents for service on various boards and commissions: Robert J. Jodan, Mort Silverman, Joe L. Brown, Ronald Krank, James Krause, Lloyd (Mick) Lee, Robert Hazelrigg. Ron Nims, Engineering Aide, was awarded a certificate from the American Public Works Association for a course in Public Works Construction Inspec- tors together with a special course on construction safety. Public Hearing - Proposal to Increase Children, Group Home, 6424 Winsdale Street: MOVED by Ulstad seconded by Hoover carried to continue the public hearing to May 17, 1971, until a full council is present. Public Hearing - Watermain Easement, MiSCCA, 3915 Golden Valley Road: The Village Clerk presented an affidavit of publication in the official news- paper of the Notice of Public Hearing as described in said affidavit. Said affidavit was examined, approved and ordered filed in the Clerk's Office. The Mayor announced that this was the time and place for the public hearing above referred to and all persons who desired to do so were afforded oppor- tunity to express their views thereon. No persons presented objections. The Mayor closed the public hearing. Member Paulson introduced the following resolution and MOVED its adoption: Regular Meeting of the Village Council, May 3, 1971 "RESOLUTION" (Watermain Easement Vacation - MiSCCA, 3915 Golden Valley Road) The motion for the adoption of the foregoing resolution was seconded by Member Ulstad, and upon vote being taken thereon the following voted in favor thereof: Hoover, Paulson, Teresi, and Ulstad; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. Second Reading Ordinance - Permits & Bonding for Sewer Connections: MOVED by Ulstad seconded by Paulson carried to give a second reading to an ordinance entitled: "AN ORDINANCE AMENDING THE VILLAGE CODE" (Permits and Bonding for Sewer Connections) MOVED by Ulstad seconded by Paulson carried to approve the ordinance here- in quoted by title on its second reading and to order publication thereof. See Ordinance Book page3. Minnesota Highway Department - Ramps & Lane Changes, T.H. #12 & T.H. #100: Mr. Brown, Minnesota Highway Department, explained the preliminary plans for ramps and lane changes for T.H. #12 and T.H. #100. The Mayor closed the public hearing. Member Ulstad introduced the following resolution and MOVED its adoption: "RESOLUTION" (T.H. #12 & T.H. #100) The motion for the adoption of the foregoing resolution was seconded by Member Paulson, and upon vote being taken thereon the following voted in favor thereof: Hoover, Paulson, Teresi, and Ulstad; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. See Resolutions Book -nage-..,- '! . Waiver of Platting Ordinance - 1219 Sumter Avenue _North, Norman F. Brown: The Village Manager presented the recommendation of the Planning Commission to approve the proposed waiver of platting ordinance, for 1219 Sumter Ave- nue North for Norman F. Brown for division of the following property: "Lot 2 and Lot 3, as originally platted, in Block 12, Winnetka Addition." MOVED by Ulstad seconded by Paulson carried to approve the waiver of plat- ing ordinance for the above referenced property, subject to the stipulations of the Planning Commission. Regular Meeting of the Village Council, May 3, 1971 Communication, League of Women Voters: The Village Manager presented a letter from the League of Women -Voters. dated April 19, 1971, regarding an active govenment observer program. MOVED by Ulstad seconded by Paulson carried to receive and file the letter from the League of Women Voters. Golden Valley Post #7051 - Poppy Sale, May 21st; Mr. McKenzie: Mr. McKenzie and members of Golden Valley Post #7051, appeared to request Council approval of a Poppy Sale on May 21, 1971. MOVED by Ulstad seconded by Paulson carried to approve the Golden Valley Post #7051 Poppy Sale on May 21, 1971, and waive the license and fee. Golden Valley Chamber of Commerce - Re: Appointment to Police/Cmlmunit Relations Committee: MOVED by Ulstad seconded by Paulson carried to appoint Mr. Sig Brekke as a Chamber of Commerce representative to the Police/Community Relations Com- mittee. Expiration of Sewer Assessment Deferment - Wm Thomas, 2511 Douglas Drive North: Mr. Wm. Thomas, 2511 Douglas Drive North, appeared to request a one year deferment of the special assessment for sewer on Parcel 6840, Plat 84529. In addition to the five year deferment granted at the original assessment hearing. MOVED by Paulson seconded by Ulstad carried to defer the sewer assessment on Parcel 6840, Plat 84529, for one additional year and add the six years interest to the assessment, and also Parcels 6830 and 6862. Vending N P 17.50 1488 1489 11 t? it Vending P 20.00 1490 Valley View Nursing Home Cigarettes Food Estab. 12.00 25.00 1491 11 it Vending N P 5.00 March Budget Report: MOVED by Hoover seconded by Paulson carried to approve the March budget report. 62 Regular Meeting of the Village Council, May 3, 1971 Special Assessment Sinking Funds: Council discussed the special assessment bond sinking funds in the memo- randum of the Village Manager. Member Hoover commended the Village Man- ager on his report. No action taken. Intrusion Alarms - Public Safety Director: The Public Safety Director requested approval for the purchase of an alarm board for the Public Safety Department in the amount of $335.00. MOVED by Paulson seconded by Hoover carried to approve the purchase of an alarm board in the amount of $335.00 and transfer $335.00 from the contin- gency fund to the Police budget. Winnetka Avenue Railroad Crossing: The Public Safety Director reported on the traffic accidents during the last year showing an increase, at the railroad crossing on Winnetka Avenue North. MOVED by Paulson seconded by Hoover carried to direct the Village Attorney to prepare a resolution requesting the Public service Commission to install signals on Winnetka Avenue North and the railroad crossing of Minneapolis Industrial Railway. Scott Avenue Storm Sewer Status - Village Engineer: The Village Engineer recommended the purchase of the residence at 3398 Scott Avenue North, the removal and sale of the house and use of the lot for a ponding area. MOVED by Paulson seconded by Hoover carried to authorize the Village Staff to negotiate with Mr. Wilcox, 3398 Scott Avenue North, for purchase of his property. Meeting with Village Representatives on Bassett Creek Report: Council agreed to meet with the Village Representatives on the Bassett Creek report for May 18, 1971, at 7:30 P.M. Minutes of Board of Zoning Appeals - April 13, 1971: MOVED by Ulstad seconded by Paulson carried to receive and file the minutes of Board of Zoning Appeals for April 13, 1971. Minutes of Police/Community Relations Committee - April 6, 1971: MOVED by Paulson seconded by Hoover carried to receive and file the minutes of the Police/Community Relations Committee for April 6, 1971. Minutes of Building Board of Review - April 20, 1971: Regular Meeting of the Village Council, May 3, 1971 MOVED by Hoover seconded by Paulson carried to receive and file the minutes of the Building Board of Review for April 20, 1971. Minutes of Planning Commission - April 26 1971: MOVED by Ulstad seconded by Paulson carried to receive and file the minutes of the Punning Commission for April 26, 1971.
