09-01-71 Special MeetingSPECIAL MEETING of the VILLAGE COUNCIL September 1, 1971 Pursuant to due call and notice thereof, a special meeting of the Village of Golden Valley, Hennepin County, Minnesota, was held at the Boulevard Cafe in said Village on September 1, 1971, at 5:00 o'clock P.M. The following members were present: Paulson, Stockman, Teresi, and Ulstad; and the following was absent: Hoover. Present were Village Manager, Barkley G. Omans; Director of Finances, John Murphy; Village Attorneys Robert M. Skare & Harold Evarts. Council discussed with the Village the Cedar Trails development, the Village Attorney reported that he had been successful in obtaining agreement from the developers to delay commencement of construction to September 1, 1971. It was recommended by Best Flannagan Lewis Simonet & Bellows that the Council should obtain independent counsel for the proposed action in reference to the Cedar Trails project as they had on occasion represented Mr. Neslund, further that such representation might create a conflict of interest or at least the question of creditability. MOVED by Stockman seconded by Paulson that the Village Manager contact independent Counsel and make temporary arrangements for a study of that problem and legal advice to the Council at the September 7, 1971, meeting on the Cedar Trails development. Member Ulstad abstained. The Council spent the remainder of the evening becoming familiar with the proposed 1972 budget. Council adjourned at 10:00 o'clock p.m. Mayor Attest: Village Clerk 1
