SPECIAL MEETING
of the
VILLAGE COUNCIL
September 21, 1971
Pursuant to due call and notice thereof, a special meeting of the Council
of the Village of Golden Valley, Hennepin County, Minnesota, was held at
7800 Golden Valley Road in said Village on September 21, 1971, at 7:30
o'clock P.M.
The following members were present: Hoover, Paulson, Stockman, Teresi,
and Ulstad; and the following were absent: None.
Present were Village Manager, Barkley G. Omans; Village Engineer, Lowell
Odland; Village Clerk, Helen Penniman.
1972 Budget:
The Village Manager presented an over -view of the proposed village budget
for 1972, for the six categories as follows:

Mr. Dan Johnson, representing the Lakeview Heights area, presented a peti-
tion supporting the proposed Park & Recreation budget for 1972, and request-
ed a 5 mill levy instead of 2 mills for the department.
Mr. Allen Corsan asked the council to hold the line on taxes at this level
of government.
Mr. George Brambilla, representing the Golden Valley Chamber of Commerce,
commended the Council for holding a public meeting on the proposed budget.
The Chamber is concerned over replacement of residential streets.
Mr. Harlow Nielsen, 1516 Mendelssohn Avenue North, said they have been
waiting for 21 years for a park in that area. He requested 5 mills for the
park department.
Mr. Robert Gergen, 7403 Ridgeway Road, suggested that road repairs be done
on a general tax base instead of special assessments.
Mrs. Sidelle Moss, representing the League of Women Voter's, presented the
league request for increased mill levy for the park department.
Mr. Keith 0. Hanson, 1612 Independence Avenue North, requested two stop

signs, if the village cannot put them up, are willing pay
signs.
Mr. Burton Brown, Vice Chairman of Park & Recreation Commission, requested
an extra man full time for park maintenance and an increase in salary for
key personnel in the park department.
Mrs. Duebner, 2+20 Cavell Avenue North, said 1972 is a good year to start
the park plan and requested 5 mills instead of the 2 mills as proposed for
the park department.
Mr. Tom Tart strongly feels the mill levy is the best way to complete the
parks in the village.
The Village Engineer requested one more man in the Sewer & Water Department
and one more man in the Street Department.
The Public Safety Director stated he was satisfied with the budget at this
time.
The Fire Chief requested approval for a fire drill tower, estimated cost
from $12,000 to $15,000.
Mr. Robert Gergen stated the village share of taxes is constantly becoming
a smaller share of the tax money, and we should stop short changing our-
selves.
MOVED by Ulstad seconded by Stockman carried to adjourn the meeting at
10:30 P. M.
