REGULAR. MEETING
of the
VILLAGE COUNCIL
May 1, 1972
Pursuant to due call and notice thereof, a regular meeting of the Council
of the Village of Golden Valley, Hennepin County, Minnesota, was held at
7800 Golden Valley Road in said Village on May 1, 1972 at 7:30 o'clock P.M.
The following members were present: Hoover, Paulson, Riggs, Stockman,
Ulstad; the following were absent: None.
Present were Village Manager, Barkley G. Omans; Village Attorney, Robert M.
Skare; Village Engineer, Lowell Odland; Acting Village Clerk, Carol LeVesque.
Minutes of April 17, 1972:
MOVED by Ulstad seconded by Hoover carried to approve the minutes of April
17, 1972, as submitted.
Proclamation - Police Week _Mal• 14_� 202 Police/Community Relations Committee:
The Village Manager presented the request from the P/CR Committee for a pro-
clamation from the Mayor setting forth the week of May 14 through May 20, as
Police Week in Golden Valley. Thomas Morgan, chairman of the P/CR Committee,
explained the purpose of Police Week to the Council.
MOVED by Ulstad seconded by Paulson carried that the Mayor be authorized to
issue a proclamation setting May 14 through May 20 as Police Week in Golden
Valley. Mayor Riggs read the proclamation.
Metro League re: Rate Study:
The Village Manager presented the item on rate study from the Metro League to
the Council for their information.
MOVED by Stockman seconded by Hoover carried to file the report.

Licenses continued:
Dance Permit
St. Margaret Mary Youth Council, May 13, 1972, 7:30 to 11:30 P.M. $ .50
Residential Operation, Time for Compliance - Kenneth Benson:
The Village Manager presented the matter of Mr. Kenneth Benson operating an
office from his residence in violation of the zoning code. Mr. Benson was
present and explained to Council that he has taken some additional space for
his office to relieve the present situation. He anticipates that his propos-
ed PUD development will be built sometime around the first of December. The
Manager suggested the possibility of a three-month waiver being granted Mr.
Benson.
MOVED by Stockman seconded by Ulstad carried that Mr. Benson is to be permit-
ted to continue his business with the understanding that he is to move all
of it as quickly as possible. The Council will review this again in six
months.
Monthly Police Reports:
MOVED by Stockman seconded by Paulson carried to accept and file the January,
February and March 1972 Police Reports.
Recreational Equipment Storage:
The Village Manager explained that requests have been received making a plea
for an ordinance prohibiting storage of recreational equipment in front yards
and driveways. He said the primary question is to review this matter to
determine whether an ordinance should be pursued and to ask the Planning
Commission to take a look at it and some preliminary ordinance material with
a recommendation to the Council.
The Mayor asked for the people in the audience to come forward and be heard.
Mr. Pat Flanagan Stated it is almost impossible to store
400 Turnpike Road trailer homes, boats, etc., without van-
dalism occurring. Does feel there should
be ordinance prohibiting living in trail-
ers while parked on lot.
People shouldn't complain about equipment
that is being used regularly and that is
licensed.

Parks his camper -trailer by the side of
his garage, on the grass. Thinks Mr.
Flanagan stated the matter very well.
Has been unable to move boat because the
road restrictions were in force. As soon
as they are lifted, he will move it.

Mr. Gordon S. Landsman Most people are doing a pretty good

six or ten complaints should notjeop-
ardize the use of trailers by the
people in the Village. Other commu-
nities have worse problems than we do
---drugs, etc.
Mr. L. M. Lillehaugen In favor of some type of ordinance.
5630 Loring Lane He is a camper, but does not own one.
Can foresee a lot more of this in years
to come. An ordinance may be necessary
because of increasing number of vehi-
cles. Does not favor prohibiting park-
ing, but restrictions only. Should
give serious thought to it at this
time.
Mr. Robert D. Hill Has a $12,000 motor home. Had asked
1360 Unity Avenue North the Village if he could put a concrete
slab alongside his garage. This is
where he parks it. If he can't park
it there, what is he going to do with
it?
Mr. W. Kreykes Council must take into consideration
100 Turnpike Road the temporary parking of vehicles. In
his case, his vehicle is used almost
every weekend. Parking is prohibitive
on his lot because of landscaping.
Mr. Frank Conner Stated he has seen six or seven recrea-

motor home covered with plastic all
winter in a front yard.
Mr. Armand Maanum Can't get car out of the clay until
2300 Douglas Drive the ground dries. Has a 20' cabin
cruiser parked in front yard but it
is back 44'. Can't park trailer on
clay. People expect to see this type
of thing in Golden Valley.
Mr. Richard H. Lindgren Doesn't think there should be anything

complaints rather than just this few
that we have.
Mr. Harold MacDonald Has motor home parked between the drive
6490 North Cortlawn Circle and the street. Challenges anybody to
get it into the back yard. Thinks 4 or
5 items of recreational equipment in
one yard should warrant a complaint,
but not just one.

Mr. Charles Cook Has a boat stored in front of his
5955 Wynwood Road house this year. Asked who took the
pictures that were shown.
The Mayor stated that there was not time to hear any more discussions from
the audience. The Council now discussed the matter.
MOVED by Stockman seconded by Paulson carried that the matter be sent to
the Planning Commission for examination and a report as to what would be
appropriate.
Winnetka Avenue Traffic:
Lieutenant Edward Howard read a report from the Public Safety Director on
the traffic problem on Winnetka Avenue. Lieutenant Howard stated that he
felt the situation on Winnetka was an engineering problem, not one of en-
forcement. Councilman Stockman said he would like to see the Council go
on record that enforcement be maintained and to ask the Manager to direct
the Public Safety Director to give a high priority to speed enforcement.
MOVED by Paulson seconded by Ulstad that the Manager advise the Public
Safety Director to give continuing attention to traffic on Winnetka.
Carried.
Youth Commission:
The Village Manager passed out a packet of letters to the Council that he
had received supporting the creation of a Youth Commission in Golden Valley.
Mrs. Anne Graves, Vice Chairman of the Human Rights Commission, was present
and introduced William Barbeau to the Council. Mr. Barbeau read his request
that a Youth Commission be established. After considerable discussion, the
Council heard from the young people who were present to lend their support
to Mr. Barbeau. Those present were: Dean Lilje, Chairman of the New Hope
Youth Commission; Lance Holthusen of Gene Sylvestre Associates; Lee Gillogly
of the Police/Community Relations Committee; Jane Wallace of the Human Rights
Commission; Katie Davis and Doug Karon.
MOVED by Paulson, Seconded by Ulstad, that the Village Council addopt the
recommendation made by the Human Rights Commission in establishing a Youth
Committee; that this committee will be charged with basically the respon-
sibility outlined in the recommendation from the HRC; that within a nine-
month period from May 1st, would report hack to the Village Council with
their recommendations and guidelines in formally establishing the Youth Com-
mittee as an advisory committee to the Village Council of Golden Valley.
Councilman Paulson withdrew the above motion and more discussion followed.
MOVED by Stockman seconded by Paulson that a Youth Committee be established
to help and represent the young people of our community. The make-up of
this committee shall consist of (a) 11 members; (b) guaranteeing a seat to
Armstrong, Hopkins, Robbinsdale and Golden Valley High Schools; (c) the
remaining 7 positions are at -large positions to be appointed by the Village
Council; the committee will advise recommend and assist the Golden Valley
Village Council.

Upon roll call vote being taken thereon, the members were recorded as voting
as follows:

The motion carried.
The Village Manager stated that the Village Bulletin will be going out the
first of June and that he will publicize this newly formed committee. Mrs.
Anne Graves also stated that the Human Rights Commission will prepare a pub-
lication for the Sun Newspaper.
No Parking - Nortronics:
Lowell Odland, Village Engineer, reported that the Public Safety Director had
recommended that "no parking" be established on both sides of 10th Avenue from
Winnetka Avenue to Lewis Road on the west. Mr. John Magnuson, the Safety Com-
mittee Chairman from Nortronics, read a letter that he had written to David
Gorski.
Member Hoover introduced and read the following written resolution and MOVED
its adoption:
RESOLUTION
(Restricting Parking - 10th Avenue from
Lewis Road to Winnetka)
The motion for the adoption of the foregoing resolution was seconded by Member
Paulson, and upon vote being taken thereon the following voted in favor there-
of: Hoover, Paulson, Riggs, Stockman and Ulstad. The following voted against
the same: None; whereupon said resolution was declared duly passed and adopt-
ed, signed by the MM r and his signature attested by the clerk. See Resolu-

Request for Public Hearing_ Seal Coating (72 -SC -1):
MOVED by Stockman seconded by Hoover carried to call a public hearing for Street
Improvements (72 -SC -1) on June 5, 1972.
Member Stockman introduced the following resolution and MOVED its adoption:
"RESOLUTION PROVIDING FOR PUBLIC HEARING
ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS"

The motion for the adoption of the foregoing resolution was duly seconded by
Member Hoover, and upon vote being taken thereon, the following members voted
in favor thereof: Hoover, Paulson, Riggs, Stockman and Ulstad. The follow-

Request for Public Hearing - Curb & Gutter _(72 -SI -6
MOVED by Stockman seconded by Hoover carried to call a public hearing for
Street Improvements (72 -SI -6) on June 5, 1972.
Member Stockman introduced the following resolution and MOVED its adoption:

Glenwood Avenue Sidewalk Report:
The Village Engineer showed a photograph of this area to the Council. He ex-
plained that twenty-five trees were involved within the right-of-way and one
hedge 15' wide. Total cost estimate on south side of the road from Turner's
Crossroad to Lawn Terrace, including removal of trees, is $6,700.
MOVED by Ulstad seconded by Hoover to call an informal public hearing on the
south side of the road only, from Turner's Crossroad to Lawn Terrace, on May
15, 1972. Motion carried.
Request for Public Hearing - Street Vacation:
MOVED by Ulstad seconded by Paulson carried to call a public hearing for street
vacation on a portion of Golden Valley Road and Douglas Drive on June 5, 1972.
Preliminary Criteria Review - I-394:
The Village Engineer presented this matter to Council. Member Ulstad volun-
teered to attend a meeting with this group.
Waiver of Platting Ordinance, 1012-1016 Winnetka Avenue North:
The Village Engineer presented this matter to Council.
The request is for waiver of Platting ordinance at 1012-1016 Winnetka Avenue
North for division of the following property:
"Lot 15 and the North 4 feet of Lot 14,
Block 19, Winnetka Addition,
Hennepin County, Minnesota".

MOVED by Stockman seconded by Hoover carried to approve the Waiver of Plat-
ting Ordinance for the above referenced property.
Liquor License Applications:
The Village Manager submitted a report from the Village Clerk. There are
three licenses coming up for renewal regarding which the Council may wish
to have a representative attend a Council meeting before the renewal date.
MOVED by Stockman seconded by Hoover carried that the Village Clerk send a
letter to the Point Supper Club, the Elk's #44 Lodge and the Holiday Motor
Hotel, requesting them to have a representative attend a Council meeting
with their application, before the renewal date of their liquor license.
Police/Community Relations Minutes 4/11/72:
MOVED by Stockman seconded by Ulstad to receive and file the Police/Commun-
ity Relations minutes of April 11, 1972. Motion carried.
Human Rights Commission Minutes 4113/72:
MOVED by Stockman seconded by Hoover to receive and file the Human Rights
Commission minutes of April 13, 1972. Motion carried.
Human Rights Commission - Police Educational Requirements:
The Council received a communication from the Human Rights Commission re-
garding the study of police educational requirements.
MOVED by Ulstad seconded by Paulson carried to receive and file the police
educational requirements and request the Village Manager to transmit a
copy to the Civil Service Commission for their consideration.
Building Board of Review Minutes 4/18/72:
MOVED by Hoover seconded by Ulstad to receive and file the Building Board
of Review minutes of April 18, 1972. Motion carried.
Planning Commission Minutes 4/24/72:
MOVED by Hoover seconded by Ulstad to receive and file the Planning Commis-
sion minutes of April 24, 1972. Motion carried.
Civil Service Commission Minutes 4/25/72:
MOVED by Paulson seconded by Ulstad carried to receive and file the Civil
Service Commission minutes of April 25, 1972.
Bills and Claims:
MOVED by Paulson seconded by Ulstad to approve the bills as submitted on
the prelist. Motion carried.
