SPECIAL MEETING
of the
VILLAGE COUNCIL
January 14, 1974
Pursuant to due call and notice thereof, a special meeting of the Council of
the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800
Golden Valley Road, in said Village on January 14, 1974, at 7:30 o'clock P.M.
The following members were present: Anderson, Bix, Hoover, Moberg, and Riggs;
and the following were absent: None.
Present were Village Manager, Barkley G. Omans; Village Clerk, Helen Penniman.
Sweeney Lake:
The Village Manager reviewed Village costs involved in the proposed settlement
pond for storm water draining into Sweeney Lake.
Council discussed the division of costs between the Village and the residents
in the area and decided to send a letter to the Sweeney Lake Association and
set a meeting for January 28, 1974, at 9:30 P.M.
I-394 - Environmental Response:
Council discussed the excellent critique submitted by the Citizens Committee
on I-394 and the advisability of retaining an attorney for legal assistance
for the Village before the public hearing held by the State Highway Department
on the proposed I-394.
MOVED by Hoover seconded by Anderson carried to authorize the Village Manager
to engage the attorney Charles Dayton to develope strategy and consult with
the Council regarding the corridor study for the proposed I-394. Member Bix
voted "No" because he felt that a better qualified individual had been discus-
sed and should have been appointed.
Council Policv Manuel:
There was a general discussion of various Council policies and procedures con-
tained in a tenative booklet as guidelines for the Council. The item will be
placed on the Council agenda for January 21, 1974.
Conflicts & Disclosures:
Council discussed the request by Ron Haskvitz that the Council Members disclose
any conflicts of interest and proposed the following citizens to serve on a
Citizens' Advisory Committee on Conflict of Interest and Disclosure Policy:
Mrs. Charlotte Bonniwell
Mr. Ronald Haskvitz
Mrs. Mary King
Mr. Richard A. Bowman
Mr. Richard D. Thorsen

MOVED by Moberg seconded by Anderson carried unanimously to form the
Citizens' Advisory Committee composed of the above listed members.
Appointment of Director - Suburban Sanitary Disposal Authority:
MOVED by Hoover seconded by Moberg carried to appoint Barkley G. Omans
as Director representing Golden Valley to the Suburban Sanitary Disposal
Authority for the year 1974.
MOVED by Bix seconded by Anderson carried to adjourn the meeting at 10:45
