02-04-74 City Council Minutes23 REGULAR MEETING of the VILLAGE COUNCIL February 4, 1974 Pursuant to due call and notice thereof, a regular meeting of the Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road, in said Village on February 4, 1974, at 7:30 o'clock P.M. The following members were present: Anderson, Bix, Hoover, Moberg and Riggs; and the following were absent: None. Present were Assistant Village Manager, John Murphy, Attorney, Allen Barnard; Village Engineer, Lowell Odland; Village Clerk, Helen Penniman; Director of Planning & Inspections, Jon Westlake, and Director of Public Safety, David Gorski. Minutes of January 21, 1974: MOVED by Bix seconded by Moberg carried to approve the minutes of January 21, 1974, as corrected. Informal Public HearingL - Medicine Lake Road Improvement: Mr. Don Speilman, Hennepin County Design Engineer; Mr. Sam Fisher, Traffic Engineer for Hennepin County were present to submit for consideration a preliminary plan for the reconstruction and widening of Medicine Lake Road from Douglas Drive to County Road No. 18. The proposed plan was for a four lane road, curb & gutter and driveway entrances. Mrs. Marcia Zaugg A need for EPA Statement, a traffic 8229 Medicine Lake Road signal at school crossing, will there be a public hearing on the improvement. Mrs. Maxine Haldy There are no accidents on Medicine 6435 Medicine Lake Road Lake Road, satisfied the way the road is now, needs signals for three schools. Mr. John van Daalen Sees crossings every_ day, 400 to 500 6809 Medicine Lake Road children. Speeding will increase if road is widened, will have to move his house back, will be too close to the road. Stop trucks will decrease 1/3 traffic. Mr. Bob Gandrud Read a letter from Mr. Fisher and Pres. Sunny Hollow P.T.A. questioned where the traffic counts were taken. 150 to 200 children crossing the road daily. 4 Regular Meeting of the Village Council, February 4, 1974 Mr. Dave W. Twomey Asked when the traffic count was 8925 Medicine Lake Road taken. Was it during construction season, many trucks using the road then. Mr. Fisher responded the traffic count showed 8,000 vehicles per day. Mr. Mike J. Brady 8239 Medicine Lake Road Mr, Gene Hamilton Pres. P.T.A, Mrs. Lucille Gregersen 7125 Medicine Lake Road Mr. F, J. Sulzback 9011 Medicine Lake Road Asked what the speed limit would be on a four lane road. Estimated there were 300 children crossing Medicine Lake Road daily. Questioned the cost of construction and how costs were divided. Stated 90% of frontage on Medicine Lake Road is residential. Develop alternate routes, there are two large elementary schools on Medicine Lake Road. Hennepin County vehicle count projection was based on State Highway Department computations. Kottke 6339 Medicine Lake Road Mrs. Karen Hunt 8755 Medicine Lake Road Mr. Ron L. Boles 2802 Jersey Avenue North Mrs. Donna Zitur 2155 Aquild Avenue North Questioned the cost of the improve- ment and stated bicycle trails were planned between communities plus three schools and parks in the area to be considered. Stated nobody in the area wants the road improved. Need stop signs for school children to slow traffic. Lives closest to the road, is again- st the project. Questioned where the traffic is com- ing from, and what area was left to be developed to increase traffic. President of P.T.A., resident of Crystal, asked if Crystal and New Hope had been presented the propoded construction yet. Asked if the road could be upgraded without widening, do we need a four lane road to get stop lights. 1 1 1 1 11 M Regular Meeting of the Village Council, February 4, 1974 Mr. Arnie Larson 6621 Medicine Lake Road Mr. Joe Miller Midland Shell Station Mr. Frank Cramer 8955 Medicine Lake Road Asked what else was planned besides the plan shown on the map. Asked if there were traffic islands in proposed plans. Opposed to four lane road, what are the alternatives. A resident questioned the amount of traffic on 36th and Douglas Drive, he suggested it be scheduled in place of Medicine Lake Road. The Mayor closed the informal hearing. Member Hoover suggested approval of the concept with conditions. MOVED by Bix seconded by Anderson to reject the Hennepin County plan at this time, need a EPA Statement, signals for school crossings, would effect the home owners and other roads in the area, need more information. Substitute motion by Hoover seconded by Moberg to continue the matter for four to six weeks for additional information and EPA Statement. Mayor Riggs ruled the substitute motion had priority over the original motion. Upon vote being taken on the substitute motion it failed. Upon vote being taken on the original motion it carried with Member Hoover voting "NO". Council discussed other choices i.e, widening the bridge and signals at school crossings and determined the need for more information before voting on the matter. Preliminary Plat Hearing Sprin& Green South: Mr. Burt Nygaard, Attorney for the proponent, requested that the hearing be deferred to February 19, 1974. Dr. Mayberg, a new owner, stated he would not be ready for a hearing by February 19, 1974. Mr. Mike Burg, 4910 Circle Downs, requested the lake be maintained and same lot size in the area, also a moritorium until I-394 is settled. Mr. Herman Held, 5400 Circle Downs, original owner suggested a meeting with the property owners to solve any problems. Mr. Vincent T, Cavanaugh, 500 Lilac Drive South, was against any proposal due to I-394 improvement. Mr. William Gary, 5011 Colonial Drive, stated the lot proposed to be dedi- cated to the Village had no access. 6 Regular Meeting of the Village Council, February .4, 1974 Council took no action on the preliminary plat. Ordinance Amending Amusement Device Play: MOVED by Hoover seconded by Moberg carried to give a first reading to an ordinance entitled: AN ORDINANCE AMENDING THE VILLAGE CODE (Amusement Devices) MOVED by Moberg seconded by Hoover carried to approve the ordinance herein quoted by title on its first reading, Hennepin County Assessor - Board of Review Meeting Date: The Hennepin County Assessor notified the Council that June 4, 1974, is date scheduled for the annual Board of Review Meeting at 7:30 P.M. MOVED by Bix seconded by Anderson carried to receive and file the notice for the annual Board of Review Meeting. Human Rights Commission re: Detached Worker Program: Council deferred the above item to the meeting of February 19, 1974. Resignation, Gerald Thrall - Park & Recreation Commission: MOVED by Hoover seconded by Anderson carried to receive and file the resig- nation of Gerald Thrall and send a letter of appreciation. Legislative Action Conference: Council Member Mary Anderson will attend the Legislative Action Conference on Thursday, February 28, 1974, in St. Paul, DNR - Bicycle Trail Funds The Village has received a $20,000.00 grant for bicycle trails. Regular Meeting of the Village Council, February 4, 1974 Request for Additional Funds - SAC Law Suit: The Assistant Manager presented a request for $1,000.00 additional funds for final costs in the SAC law suit. MOVED by Bix seconded by Anderson carried to authorize transfer of $1,000.00 from Unappropriated Surplus Utility fund to Sewer Operating Budget. A� roval of Final Plat - Bassett's Creek Plaza Planned Unit Development Number One -A: Member Hoover introduced the following resolution and MOVED its adoption: RESOLUTION (Acceptance of Plat and Approval of Final Plan - Bassett' Creek Plaza - Planned Unit Development Number One -A) The motion for the adoption of the foregoing resolution was seconded by Mem- ber Moberg, and upon vote being taken thereon the following members voted in favor thereof: Anderson, Bix, Hoover, Moberg, and Riggs; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk.
