02-19-74 City Council MinutesD REGULAR MEETING of the Village Council February 19, 1974 Pursuant to due call and notice thereof, a regular meeting of the Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road, in said Village on February 19, 1974, at 7:30 o'clock P. M. The following members were present: Anderson, Bix, Hoover, and Riggs; and the following was absent: Moberg, Present were Village Manager, Barkley G. Omans, Village Attorney, Robert M. Skare; Village Engineer, Lowell. Odland; Village Clerk, Helen Penniman; Director of Public Safety, David Gorski. Minutes of February^ ,1974: MOVED by Bix seconded by Anderson carried to approve the minutes of February 4, 1974, as corrected, Sigurd Olson Environmental Project - MrRautio: Mr. Rautio of Sigurd Olson School took several pictures of Council for a slide presentation for the environmental Project at the school. Second Reading Ordinance Amending - Amusement Devices: MOVED by Hoover seconded by Anderson carried to give a second reading to an ordinance entitled: AN ORDINANCE AMENDING THE CITY CODE (Amusement Devices) MOVED by Anderson seconded by hoover carried to approve the ordinance here- in quoted by title on its second reading and to order publication thereof. Second Reading Ordinance Amending - Disorderly Conduct: MOVED by Hoover seconded by Anderson carried to give a second reading to an ordinance entitled: AN ORDINANCE AMENDING THE CITY CODE (Disorderly Conduct, Prostitution, Pandering, Loitering, and Disorderly House Laws) MOVED by Hoover seconded by Anderson carried to approve the ordinance herein quoted by title on its second reading and to order publication thereof, See Ordinance Book page __7 . s9,--9 Regular Meeting of the Village Council, February 19, 1974 Human Rights Commission re: Family Life Workshop: Mr. David DeCoursin, Chairman of Human Rights Commission and GertitSylvestre, Consultant, requested authorization to conduct a Family Life Workshop on April 20, 1974, with funds from the Human Rights Commission Budget. MOVED by Bix seconded by Anderson carried to approve the request from the Human Rights Commission to expend funds from the Human Rights Commission budget for the Family Life Workshop. State Highway Department - Third Lane on T. H. #12 & Resurfacing: The State Highway Department's request is for a resolution on the grading and surfacing portion of the third lane eastbound project on T.H. #12 from T.H. #100 a standard non -encroachment resolution. Mrs. Jody Sehlin, 4525 Douglas Avenue, requested that Natchez Avenue be left open with access at June Avenue also, and cut off the cross traffic from the off ramp. Mr. Howard Cox, 1410 Fairlawn Way, requested the Council to rescind Resolution No. 247, dated June 7, 1971, a civil suit could result in loss of access with- out a day in court. Mr. Richard Bloom, 4417 Avondale Road, stated the third lane will not help any, only speed up traffic on T.H. #12, requested Council to rescind Resolu- tion No. 247,also. The Director of Public Safety stated closing access to Natchez Avenue would cause problems for public safety equipment. Other residents spoke of speed on T.H. #12, use of road through Prudential property, increase in population in area since 1971, and need of a right turn lane at June Avenue. Member Hoover introduced the following resolution and MOVED its adoption: RESOLUTION (Rescinding Prior Resolutions Respecting Plan Approval for Third Lane on U.S. Highway No. 12 and Providing Conditions Precedent for Re -approval) The motion for the adoption of the foregoing resolution was seconded by Mem- ber Anderson, and upon vote being taken thereon the following members voted in favor thereof: Anderson, Bix, Hoover, and Riggs; and the following voted against the same: None, where upon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. Regular Meeting of the Village Council, February 19, 1974 Human Rights Commission re: Detached Worker Pro ram: Mr. David DeCoursin, Chairman of the Human Rights Commission, reviewed the proposed Detached Worker program and introduced Frankie Franzel, supervisor of the program. The program is to help young people who are on the way to trouble by a short term commitment with the YMCA. The Village will purchase a service contract with the YMCA for nine months starting April , 1974 and terminating December 31, 1974, for the sum of $10,000,00 from the 1975 Revenue Sharing funds. An evaluation report will be submitted by August 1, 1974. MOVED by Anderson seconded by Hoover carried to authorize the Detached Work- er program with funds from fiscal 1975 Revenue Sharing in the amount of $10,000.00. Federal Housing Programs - Human Rights Commission: Mr. Gene Sylvestre, consultant for Human Rights Commission, discussed a pro- posed Federal Housing study. Mrs. Roma Witzig, Golden Valley Friends of the Library, presented the Friends' plans to collect, record and preserve the history of Golden Valley by tape recording questions and answers of oral history pertinent to Golden Valley. The Urban Corps will do the interviewing. The Urban Corps will provide re- cruitment, interview and screen applicants, payroll procedures, Golden Vall- ey"s share of payroll is 30%. Mrs. O'Neal of the Golden Valley Library will supervise the program. MOVED by Bix seconded by Hoover carried to authorize the Village Manager to transfer $500.00 from Contingency to Council budget for this purpose, to be carried out by the Hennepin County Library. 1974 Sidewalk Program - Village Engineer: The Village Engineer presented a proposed 1974 sidewalk program for construc- tion. A resident living on Markay Ridge requested construction of sidewalks along Noble Avenue for children walking to Noble Avenue Grade School. Mrs. E. J. Hammarstrom, 10 Winnetka Avenue South, requested sidewalks on Winnetka Avenue South from T.H. #55 to T, H. #12. Council discussed areas to be included in the 1974 sidewalk construction pro- gram and agreed on the following areas: MOVED by Anderson seconded by Hoover carried to authorize the Human Rights Commission to spend $300.00 for a consultant for a Federal Housing program and present results to the Human Rights Commission and Planning Commission, then report Friends of to Council, the Library re: Oral History of Golden Valles: Mrs. Roma Witzig, Golden Valley Friends of the Library, presented the Friends' plans to collect, record and preserve the history of Golden Valley by tape recording questions and answers of oral history pertinent to Golden Valley. Member Hoover introduced the following resolution and MOVED its adoption: RESOLUTION PROVIDING FOR PUBLIC HEARING ON CERTAIN PROPOSED PUBLIC IMPROVEMENTS (74 -SI -2) The motion for the adoption of the foregoing resolution was seconded by Member Bix, and upon vote being taken thereon the following members voted in favor thereof: Anderson, Bix, Hoover, and Riggs; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. See Resolutions Book page R0i aO Resolution re: I-394: Mr. Charles Dayton, Attorney for I-394, presented an open letter to the Metropolitan Council and resolution regarding I-394. Council requested copies sent to the individual Metropolitan Council members, the State Highway Commissioner, all the metropolitan daily newspapers, the Golden Valley Sun and Curtis Green and David M. Brown. Member Hoover introduced the following resolution and MOVED its adoption: RESOLUTION (Council Request -for -Metropolitan Council Re-evaluation of Proposed I-394) The motion for the adoption of the foregoing resolution was duly seconded by Member Anderson, and upon vote being taken thereon, the following mem- bers voted in favor thereof: Anderson, Bix, Hoover, and Riggs; and the following voted against the same: None, whereupon said resolution was declared duly passed and adopted, signed by the Mayor and his signature attested by the Village Clerk. See Resolutions Book pageP33_. Loverin -itiTollman Fill Permit - 6420 Glenwood Avenue: Mrs. Wollman was present and gave quotations on the cost of removing the excess fill at 6520 Glenwood Avenue. MOVED by Bix seconded by Anderson carried to authorize the Village Manager to purchase the two westerly lots plus the rear portion of the easterly lot, for a sum not to exceed $5,000.00, the agreement to be signed by 12:00 noon on Friday, February 22, 1974, or the offer will terminate. The Seller to pay the 1974 taxes and all special assessments on said property. MOVED by Bix seconded by Anderson carried to transfer $8,000 from the Land Purchase Contingency Fund to Public Works Reserve Fund for the purchase of the two lots. Regular Meeting of the Village Council, February 19, 1974 January 1974 Budget Report: The Manager brought to the attention of Council that Code 321 would have an overage in expenditures as this is a reimbursable account. The Manager also mentioned that substantial transfers would be necessary from contingency to off -set increase in gas, oil and utilities occasioned by the energy shortage. SAC Lawsuit: MOVED by Hoover seconded by Anderson carried to authorize Golden Valley to share with Brooklyn Center the SAC appeal lawsuit. Refuse Ordinance Revision: MOVED by Hoover seconded by Bix carried to give a first reading to an ordinance entitled: AN ORDINANCE AMENDING THE CITY CODE (Collection and Transportation of Garbage and Refuse) MOVED by Anderson seconded by Bix carried to approve the ordinance herein quoted by title on its first reading.
