04-22-74 Special Meeting76 SPECIAL MEETING OF THE VILLAGE COUNCIL April 22, 1974 Pursuant to due call and notice thereof, a special meeting of the Council of the Village of Golden Valley, Hennepin County, Minnesota, was held at 7800 Golden Valley Road, in said Village on April 22, 1974 at 7:30 o'clock P. M. The following members were present: Anderson, Bix, Hoover, Moberg, and Riggs; and the following were absent: None. Present were Village Manager, Barkley G. Omans, Village Attorney, Allen Barnard, Village Engineer, Lowell Odland, Village Clerk, Helen Penniman. Re: Kenneth Meverdirk: MOVED by Bix seconded by Moberg carried unanimously that based on the facts the Village Attorney request the City of Minneapolis to issue a complaint against Kenneth Meyerdirk. Report on I-, 94: David Brown, Citizens Committee in Opposition to Construction of I-394, reviewed a recent Physical Development Committee meeting wich approved their staff recommendation, the recommendation was then forwarded to the Metropolitan Council. After discussion the Metro Council referred the matter back to the Physical Development Committee. Council discussed funding for state highway construction and timing of the Transit Commission report. Local 49 Contract: LVED by Hoover seconded by Moberg carried to authorize the Mayor and Vill- age Manager to sign the labor agreement with Local 49, for 1974 - 1975. Star of Bethlehem Pro ert : The Village Manager presented the appraisal of Shenehon--Goodlund, Appraisers. MOVED by Hoover seconded by Moberg carried to authorize the Village Manager to negotiate for the purchase of the Star of Bethlehem property, within the independent appraisal obtained, with the Star of Bethlehem to pay the special assessments due on the property. Conflicts & Disclosures: Council requested the above item be placed on the Council. agenda for the 3rd of June, 1974, Transportation Plan: Council discussed the Transportation Plan which is a part of the Comprehen- sive Plan for the Village and suggested an outline to guide their consider- ations as follows: Special Council Meeting, April 23, 1974 1. Philosophy 2. Arterial Streets 3. Location of arterial streets. Council set two meetings for further discussion of the Transportation Plan, Monday, April 29th and Tuesday April 20, 1974.
